UNICEF is seeking a Consultant, Project Manager,to work for the“Social inclusion through the provision of integrated social services at community level” Project in BACAU County

Key tasks and deliverables

Under the leadership of the Policy and Knowledge Coordinator (UNICEF Bucharest) and supervision of the UNICEF Local Partnerships Officer (UNICEF Bucharest), the Project Managerwill provide the technical support at local level to contribute to the timely and effectively delivery of the project activities. The Project Office will be based in Bacau.

The main tasks to be fulfilled by the Project Managerare:

  • Contribute to project annual work plans for the implementation of the project
  • Contribute to maintain constant and efficient communication with local and county authorities and keep UNICEF office updated with local and county developments
  • Prepare regular reports of the project implementation
  • Effectively monitor project funds for optimum use.
  • Contribute to conducting effective monitoring and evaluations, to improving project performance, and prepare project status reports.
  • Provide support in planning and organizing meetings and training programmes for the purpose of capacity building and programme sustainability, as well as field visits;
  • Any other relevant tasks, as requested by supervisor.

Required skills and qualifications

The minimum qualifications and competencies required are:

  • University degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines;
  • Four years of progressively responsible for project management, or related areas.
  • Proven initiative and good judgement;
  • Good analytical and communication skills;
  • Proven ability to work under pressure and strict deadlines;
  • Good interpersonal skills, flexibility, tact and discretion;
  • Sound time management skills;
  • Ability to function as an effective team member;
  • Knowledge of Microsoft tools (Word, Excel, Powerpoint);
  • Good knowledge of Romanian and English, spoken and written.
  • Driver license.

Time frame and location

The contract will cover the period 1 November 2014 to 31 October 2017, with one month breaks after each 11 months of contract, full time (8 hours per day.) The contractor will be expected to travel extensively in Bacau county,both urban and rural areas, and frequently to Bucharest. All travel expenses will be covered outside this contract.
