1  introduction

Employers who have workers on their construction sites can ask the Tax Administration to send the individual Tax Numbers of the construction workers to the employer and to enter the workers in the public TN register of the construction industry. The employer must send the request electronically in a file. The Tax Administration adds the individual Tax Numbers in to the employer’s electronic request file and sends the data back to the employer.

2  Electronic data transmission to the Finnish tax administration

Use the service Ilmoitin.fi. maintained by the Tax Administration to transmit data to the Finnish Tax Administration. You cannot transmit the data with a CD-rom disk, diskette, memory card or other data medium.

For electronic data transmission the party requesting the Tax Numbers (e.g. employer, computer center) must have a Katso ID. To receive the ID go to https://yritys.tunnistus.fi ->click “In English”.

For the data transmission to succeed, the employer company’s accounting software should be able to create the required file and comply with the requirements in this data file specification. It is the task of commercial software vendors or system administrators to make sure of this. Filers and their representatives use the electronic filing at Ilmoitin.fi at their own responsibility.

The module for verification (TaMo) of the Tax Administration cheks the correctness of the file to be sent. Send only flawless files to the Tax Administration.

3  fixed-length file

The length of the filing is fixed at 80 characters. Enter all the information in character format. Positions 1 to 50 consist of information filed by the employer and positions 51 to 63 are the answer information sent back by the Tax Administration. Positions 9 to 12 and 64 to 80 are reserve spaces for the employer’s use.

Data elements are placed according to their positions with no blank spaces between the fields.

Each filing begins with an 8-character identifier in capital letters.

Enter all the information in character format in fixed-length files.

Left-justify all alphabetical information.

The word Yes or the letter ‘P’ indicate mandatory information in the data file specification.

Based on the Business ID of the filer, the answer file will include corresponding sets of data in answer to the filer's request. The party requesting the Tax Numbers can use this identifier to differentiate between various employers/sub-accounting units.

4  DATA FILE SPECIFICATION

The length of the filing is fixed at 80 characters.

Use the format ddmmyy-NNNT for personal identity codes, the hyphen character denoting the century. Forsome individuals, the plus sign (+) or the capital 'A'(A) may replace the hyphen. However, do not use a Finnish Business ID instead of the personal identity code (some workers may have a Finnish Business ID). / Yes / 11
24-36 / FILER'S BUSINESS ID
The party requesting the Tax Numbers must give their Business ID, which is the official Finnish Business ID of the accounting firm, computer centre or the employer, set up in the usual format and with a sub-accounting unit identifier if appropriate (with hyphens). This data element is mandatory. The Business ID must be the actual ID of the party that requests the Tax Numbers from the Finnish Tax Administration. The answer file will include a set of data that also contains the same Business ID in its data elements.
·  Use the NNNNNNN-Nbbbb format, where the 'b's denote blank spaces. Example: 0123456-2bbbb.
·  If the company has a sub-accounting unit that must be included in the ID, write NNNNNNN-N-NNN. Example: 0123456-2-002. / Yes / 13
37-49 / EMPLOYER'S BUSINESS ID
The employer's Business ID, which is the official Finnish Business ID of the company, set up in the usual format and with a sub-accounting unit identifier if appropriate. Theparty requesting the Tax Numbers can use this identifier to differentiate between various employers. This data element 37-49 is mandatory.
·  Use the NNNNNNN-Nbbbb format, where the 'b's denote blank spaces. Example: 0123456-2bbbb.
·  If the company has a sub-accounting unit that must be included in the ID, write NNNNNNN-N-NNN. Example: 0123456-2-002
·  Use the format ddmmyy-NNNTbb for personal identity codes, where the 'b' character denotes a blank space. The century character may be a hyphen (-), a plus character (+) or a capital 'A'(A).

50 / REQUEST FOR ACTIVATION OF THE INDIVIDUAL TAX NUMBER
This is the request by the construction-sector employer to activate the workers' individual Tax Numbers and to send the Tax Numbers back to the employer. Write'1' as the value of this position.

These characters make up the individual Tax Number requested by the employer. / 12
64-80 / RESERVE SPACE
Reserve space for the employer's use. The Tax Administration will not alter the contents of positions
64 - 80. The reserve space is designed for any future additions to the specification of the filing without making any changes to the existing data elements necessary. / 17
