Project at a Glance:

The project envisages to enhance and strengthen the institutional systems and capacities of local governments to improve the quality of services delivered and undertake their basic administrative and governance functions effectively. The long term vision is that the system introduced through this project will become an integral part of the PRI fiscal framework supported by the state budget. The project will have four components with an estimated cost of Rs 1196 Cr. Component 1 will provide annual performance based block grant to all 978 Grama Panchayats and 60 municipalities in Kerala. Component 2 comprises of a comprehensive capacity building for the LSGs. Component 3 aims at enhancing the State monitoring of local Government fiscal systems through establishment of a Decentralization Analysis cell and other activities which includes (a) Database of GP and Municipal Information; (b) LSG Service delivery Survey; (c) Project evaluations, and (d) provide policy advisory functions with independent analysis of the fiscal system and service delivery and Component 4 component provides support for managing and implementing the project.

All consultant contracts to be hired on single source selection basis, (including the packages given in the Procurement Plan), will be submitted to the Bank for prior agreement with the required justification to comply the provisions of Paras 3.9 and 3.10 of the Bank’s Consultant Recruitment Guidelines.

1.  The Request for Expression of Interest for consultancy services estimated to cost above US$200,000 equivalent per contract for firms will be submitted to the Bank for advertisement in UNDB online and DgMarket in accordance with other provisions of Para 2.5 of the Consultant Guidelines.

2.  Short list comprising entirely of national consultants: Short list of consultants for services, estimated to cost less than $500,000 equivalent per contract, will comprise entirely of national consultants in accordance with the provisions of paragraph 2.7 of the Consultant Guidelines.

3.  The Project intends to engage and train IT personal for data entry activity to upload the legacy data pertaining to Planning, Budget, accounts in the GPs and Municipalities, It is proposed to engage the locally trained youth for this activity by the LSGIs concerned and hence the competitive selection will be restricted to the locality. Selection will be on the basis of education, knowledge and skills on a competitive basis. Preference will be given to identify suitable the candidates from the local youth trained under Akshaya program and women drawn from Self Help Groups under the Kudambashree Program. All such selection will be carried out on a competitive basis where in minimum of 3 persons resume will be compared and best suited selected. All documentation related to the selection will be maintained at appropriate levels for review, if needed.
