Meeting called to order at 10:00 AM Eastern Standard Time.

Sheriff Chuck Korzenborn called role. Sheriff’s absent:

Sheriff Korzenborn certified a quorum. No Sheriffs Absent

Motion was made by and seconded by to excuse the absent board members. Motion was approved unanimously.

MINUTES OF PRIOR MEETING

A motion to approve the Minutes from December 7, 2014 made by Sheriff Dills and seconded by Sheriff Wright to approve the minutes of the prior meeting as written. Motion was approved unanimously.

PRESIDENT AGENDA

Welcome all guest and Sheriffs in attendances.

Upcoming Conferences

KSA 2015 Conference in Owensboro September 14-18. Some suggested training on Highway safety inspections. The KSA will work with KLEC to get credit hours.

KACO Legislative Reception 02/19/2015 after KSA meeting.

NSA Conference- Corky Wagner will be working on Registration.

President Young had a meeting with Jailers in reference to possible legislation that the sheriffs where not in interested in taking over the jails.

KSA Ranch Vehicle-The price of the chances are $10.00, the KSA will try to get the vehicle at many possible events for maximum exposure.

The totals dues billed for the year 2014 are $131,722.00. As of 11/18/2014 $130,106.00 has be collected for a total of 98.7%. That leaves an outstanding balance of $1,616.00 which will not be collected.

KSA EXECUTIVE DIRECTOR’S REPORT

KSA BOYS/GIRLS RANCH REPORT

KSA Executive Director Wagner Report

KSA Director Wagner submitted the November, and December financial report for the ranch.

Motion was made to approve the reports made by Sheriff Peoples and seconded by Sheriff Byars to approve the financial report. Motion was approved unanimously.

KSA Ranch Audit-The audit on the ranch has started, the auditors reported the ranch is in the black. With recent shifting of employees and retirement the ranch is operating in the black.

Sheriff Inspections-The vehicle inspection recertification classes have started, the KSA had a meeting with trainer issues about getting the training on line through DOCJT. The KSP will stop teaching 17 point checklist.

KSA Vehicle-

A motion was made to approve the KSA Directors report made by Sheriff Hampton, 2nd by Sheriff Boggs. The motion passed unanimously.

KSA Ranch Vehicle-The price of the chances sold was discussed at the November 7 board meeting, determined at the November 19, 2014 KSA board meeting. After discussion a motion was made by Sheriff Leavell to set the price at $10.00 a ticket, The motion was 2nd by Sheriff Hampton. Motion was approved unanimously.

KSA Conference- KSA conference very productive.

-1033 Military programs Federal Govt. does not like local law enforcement having military style vehicles.

NSA Awards- Please submit awards recipients to NSA on behalf of deputies.

LEGISLATIVE UPDATES

KSA Director-The KSA is working with other affiliates to come together and work on KLEPF increase in the future.

KSA Legislative Bills and items on Legislative agenda

-HB 364 Clean up language to allow retired KSP in on contract program.

-County Attorney Diversion program, sheriffs to receive their funding back

-Police Officers Bill of Rights.

-Injuring of Law Enforcement Service animals to a class D felony

-Heroin Treatment and transportation

-Narcan bill change from May to shall

-Retired Deputy and Police Officers ability to wear uniforms

-Change in salary cap

NEW BUSINESS

KSA Directors Vehicle- The vehicle has 71,000 miles; Director Wagner wanted to know if the board wanted to look at pricing and replacing this vehicle. Trade in would be about $23,000 the KSA owes $4,100. A motion was made by Sheriff Hampton to explore looking at selling and purchasing a new vehicle, 2nd by Sheriff Ward, The Motion approve unanimously.
