LEGISLATIVE COMMITTEE MEETING

Wednesday January 14, 2015

The Kentucky Association of Counties (KACo) Legislative Committee met Wednesday, January 14, 2015, at 400 Englewood Drive, Frankfort, Kentucky, with Honorable Hubie Pollett, Shelby County Magistrate and KACo President presiding.

Chairman Pollett called the meeting to order at 10:02 a.m. The roll was called and, with a quorum being present, the committee was duly constituted to conduct business.

NOTE: Motion made by Chris Cohron, seconded by Jerry Wagner, directing KACo staff to draft a resolution supporting legislation dealing with the control of heroin and recognizing that it is a statewide problem that needs to be addressed. The same committee position (Under Review) and motion for a resolution also carried for HB 53, HB 61, HB 112, SB 5, and SB 12, all dealing with heroin/controlled substance abuse issues in different ways.

B.  Other Legislative Issues

Jerry Wagner alerted members that the Kentucky Sheriffs Association would be introducing legislation to address increasing funding for the KLEPC Fund. He stated that he would like the support of the KACo Legislative Committee and that the legislation would most likely be fast-tracked. He also stated that his Association would be proposing amendments to HB 364, which passed last session and deals with the hiring of retired law enforcement officials.

J.C. Young stated that his Association would be introducing a 911 bill during the session and will be asking for the Committee’s support.

OTHER BUSINESS:

Committee members were reminded of the upcoming County Officials Legislative Reception, Thursday, February 19, 2015, from 5-7 p.m. at the Frankfort Convention Center.

The next meeting of the Legislative Committee is scheduled for:
Monday, February 9 at 10:30 a.m.

A motion was made by J.C. Young, and seconded by Jerry Wagner, to adjourn the meeting at 11:40 a.m. Motion carried.
