The Beechgrove Elementary Family Resource Center received a $25,000 grant from Cummins to expand the Born Learning Academy. The Born Learning Academy teaches parents and caregivers of children from prenatal to five years of age how to turn everyday moments into learning opportunities. Implemented at Beechgrove Elementary, 30 children and 22 adults participated in six monthly workshops, during the 2009-2010 school year, designed to teach parents and caregivers how to turn everyday moments into learning opportunities.

The grant will be used to expand the Academy programs including the addition of parent field trips, the purchase of a laptop for home visits, bringing more educational speakers to the workshops, establishing a parent resource library, and more.

DIXIE HEIGHTS THANKS REBECCA SCHULTZ, A

2009 COMMONWEALTH INSTITUTE FOR PARENT LEADERSHIP GRADUATE

The Commonwealth Institute for Parent Leadership (CIPL) helps parents partner with educators to increase student achievement. Parents must apply and be chosen to participate in CIPL. In addition, parents must complete a year-end project designed to increase student achievement. Parent Rebecca Schultz chose to assist Dixie Heights High School in increasing science scores. Mrs. Schultz developed the Sizzling Science Resource Directory. The directory willserve to enhance the learning of students by helping teachers to access guest speakers and a variety of resources (both financial and professional development). Dixie Heights and the Kenton County Board of Education recognize Mrs. Schultz for her efforts to not only improve science achievement, but to make science that much more interesting and relevant for students.

C. 2010 ACT Data – 11th Grade – Average ACT Scores Enc. 3

2010 ACT 11th grade data was received in the district on July 29, 2010. Results from the third mandated administration of the ACT to Kentucky’s public school juniors in March of 2010 provide three-year trend data and give districts and schools more information to meet individual students’ needs regarding college and career readiness. As mandated by KRS 158.6453, all of Kentucky’s public school juniors participate in the ACT, which assesses English, reading, mathematics and science and is scored on a scale of 1 to 36. Enclosed is a three-year trend summary of the average ACT scores of 11th grade students in each of our high schools and The Kenton County School District.

D. Writing Continuum Results/Analysis Enc. 4

(Hard Copy)

Enclosed are the results of the Kenton County Writing Continuum analysis from the 2009-2010 school year. Student writing was collected and reviewed at every Kenton County elementary, middle, and high school by a team led by Secondary Literacy consultant, Gary McCormick and the schools’ writing cluster leaders. This process allowed each school and the district to identify strengths and needs within the writing program and to determine plans for continued student growth in writing skill and achievement. Assistant Superintendent Barbara Martin is available to answer any questions about the process or results.

E. 2009-2010 Annual Financial Report Enc. 5

General Fund

The FY 2010 ending total fund balance was $16,501,112 (after booking Accounts Receivable of $1,527,940 and Accounts Payable of $190,741). FY 2009’s ending total fund balance was $11,939,624. The reserve account for 50% of sick leave liability ($1,167,007) and SBDM carryover ($473,110) was set aside, making the Unreserved Fund Balance $14,860,995 compared to last year’s Unreserved Fund Balance of $10,566,966. This fund balance is 15.4% of the General Fund budget. KDE fund balance requirement is a minimum of 5% of expenditures.

Total receipts were $84.2M(including SFSF), compared to $83.4 a year ago. total expenditures were $79.6M, compared to $78.66M last year. Budget adjustments continue to make an immense impact on the General Fund as we are still preparing for declining state revenue and stagnant local receipts. Total salary and employee benefit costs decreased $58,000 to $67.4M. Fuel costs decreased $50,000 this year compared to 2008-09, and utility costs were decreased $238,000. Utilities in 2009-10 are 82% of the costs in 2007-08. Communication lines and services decreased by $33,000, a 9.3% reduction. Maintenance and Operation of Plant only increased $89,000 equivalent to .8%. Transportation costs were up by 14%, but more buses were purchased along with the installation of the GPS systems on the buses. However, ARRA funds were used to partially offset the cost of the 4 new special education buses. Expenditures for Technology increased by $125,000. Expenditures for Contract Services increased by $300,000. This increase was primarily due the Stormwater Master Plan, a project funded by a grant.

SEEK revenue (including SFSF) increased $1.07 million for 2009-10 to $40,502,103. This was an increase of 2.5% and was primarily due to increased enrollment. Receipts from local taxation decreased $180,000 to $38.48M. We saw the biggest drop in utility taxes, and only saw a modest increase in property tax.

Fund 2 Special Revenue Fund

Fund 2 is balanced to zero according to KDE requirements and all grant funds are reconciled. This fund contains state and federal grants, KETS funding, ARRA funding, and the State Fiscal Stabilization Funding. Total expended for the Special Revenue Fund was $17.1M, nearly double the funding in 2008-2009.

Capital Outlay

This fund was used this year to offset property insurance and maintenance costs in the General Fund and for some debt retirement. The fund balance is zero. The State allotment is still $100.00 per A.D.A. Total receipts to the fund were $1,259,698. This is an increase of $18,490 over 2008-2009. $942,154.12 was transferred to the General Fund for operating costs.

Building Fund

Total fund balance is $0.00. All receipts to this fund were used for debt retirement. The receipts to this fund ($12,995,002) consist of local sources ($12,040,074) and state equalization ($954,928). Expenditures are for principal and interest on bonds. Next year’s debt service is $13.8M.
