Job Title:IFC Officer/Crew / First Mate

Salary:£20263 – £23053

Location:Brightlingsea, Essex & Ramsgate, Kent

The Marine and Coastal Access Bill received Royal Assent on 12 November 2009 and introduced a new framework for managing the demands put on our seas, improving marine conservation, and opening up access for the public to the English coast. As part of the Act Sea Fisheries Committees were modernised and gained a range of new powers and duties to become Inshore Fisheries and Conservation Authorities. In response to the new remit of Kent & Essex Inshore Fisheries and Conservation Authority, several new IFC Officer posts have been created.

These posts offer an opportunity for interesting and varied employment for a person wishing to be involved at the front line of inshore fisheries management. The successful applicants could be based in either Brightlingsea, Essex or in Ramsgate, Kent and be expected to carry out duties both on land and at sea. Officers filling the post would be required to carry out enforcement of fisheries legislation, assist with surveys, reply to consultations, and attend meetings. These duties would be carried out both in Kent and Essex, as well as occasionally outside the district.

Working time is 37 hours per week over a 7 day period and is variable according to work load and timing (tides etc.). Some weeks more than 37 hrs will be required with time taken off in lieu during subsequent weeks. Some weekend and unsocial hours working is included.

At times the post can be physically demanding and therefore a good level of physical fitness will be required.

MAIN DUTIES

1. To undertake the duties of an IFC Officer including enforcement of fisheries conservation measures. This will involve routine sea-based and shore-based inspections.

1. To undertake the duties of First Mate or crew on the Authority’s Fisheries Patrol/Survey Vessels (at either Brightlingsea or Ramsgate), and help maintain the vessels in good working order and undertake routine maintenance.

1. To help coordinate the launching and operation of the Rigid Inflatable Boat (R.I.B.) and/or take part in boarding of fishing vessels at sea, under the instructions of the Skipper of the vessel.

1. To assist with the planning of patrol activity and enforcement planning on both shore and sea.

1. To liaise with the fishing industry and other key shareholders, regarding fisheries/ conservation management and associated issues and, where necessary, write reports regarding the outcome of consultation.

1. To respond to enquiries and prepare correspondence.

1. To assist with the planning and undertaking of stock surveys, habitat assessments and research projects.

1. To assist with the compilation of survey reports, habitat assessments and research projects, set up spreadsheets and databases to assist in assessment of data, construct distribution charts and draw conclusions.

1. Toattend, on request, meetings with otherbodies as a representative of the Chief IFC Officer or Authority.

IFC OFFICER/ FIRST MATE
ESSENTIAL / DESIRABLE
Educational and Qualifications / GCSE/’O’ level passes in English and Mathematics
(or equivalent)
First Mate only – RYA Advanced Power Boat certificate and basic mechanical knowledge / RYA Powerboat certificate level 2 or above
Certificate of Competency - Deck Officer
Certificates with Commercial endorsement
5 or more ’O’ level passes /GCSE grade A-C including English and Mathematics
(or equivalent)
Basic mechanical knowledge
Experience / At least 1 year’s experience as crew on a seagoing vessel
A proven ability in handling small boats. / Additional inshore sea going experience
Efficient Deck Hand Certificate and/or proven experience as a seaman
Experience as mate on a small commercial vessel
Experience in command of a vessel.
ESSENTIAL / DESIRABLE
Knowledge / Good knowledge of Seamanship.
Knowledge of marine issues, fishing industry. / Knowledge of fisheries management and enforcement of conservation regulations.

Technical
Skills / Mechanical skills sufficient to carry out daily engine checks and routine maintenance on the patrol vessel.
IT literate with some experience.
Experience in the use of written English / IT literate with good level of competence in operating MS Word and Excel.
Mechanical/ engineering qualifications in boat engine maintenance/repair.
Experience of writing reports and communication via correspondence.
Personal Attributes / Ability to communicate at all levels. Methodical, flexible and self-motivated.
Experience of working as part of a team.
Other / Physically fit - needs to pass Seaman’s medical (ENG 1).
Current UK Driving Licence.

The post holder will be under the principal supervision of the Chief IFC Officer and the post will be based at Brightlingsea.

Compile an annual K&EIFCA research plan and an annual K&EIFCA research report, including information on surveys and projects undertaken (this will include data sets, stock distribution charts and stock assessment graphs).

Provide assessment and advice regarding environmental legislation relating to the Inshore Fisheries and Conservation Authority’s responsibilities including specifications and requirements of European Marine Sites, MCZ, SSSIs, RAMSAR sites etc.

To lead the organisation in the formulation and delivery of measures to ensure the Authority’s compliance with environmental legislation. Providing advice and input to external authorities in relation to the Authority’s marine environmental policy in conjunction with its fisheries management function.

To lead the organisation in providing marine environmental input to the Authority’s meetings, as required, either by verbal advice or by way of written report (e.g. undertake Appropriate Assessments, comment on Environmental Impact Assessments (EIAs) relevant to K&EIFCA.

Assist in providing input into environmentally based/ sustainable harvesting management plans, which may be promoted by organisations other than the Authority and which may impinge upon the Authority’s functions.

Assist in initiating and supervising such studies, investigations and monitoring programmes as may be required to fulfil the Authority’s marine environmental responsibilities.

Assist in searches for external funding for environmentally based projects within a European context.

To attend, on request, meetings with other bodies as a representative of the Chief IFC Officer or Authority.

Undertake such tasks that the Chief IFC Officer or Authority may require.

Experience of intertidal and sub littoral surveys / Handling of quad/ATV
Running intertidal and subtidal surveys
Knowledge / Knowledge and experience of working with the commercial fishing industry, the angling sector and Marine Conservation NGOs. / Extensive knowledge of marine species exploitation, marine conservation and marine management
Technical Skills / IT literate with good level of competence in Word, Excel, Outlook .
Basic understanding and experience in GIS packages i.e. Mapinfo.
Good presentation skills.
Experience of writing reports and communication via correspondence. / Good or exceptional understanding of GIS packages and using the outputs to inform management
