“Organising Kapuscinski Development Lectures in Europe”
UNDP and EC would like invite you to organize a Kapuscinski Development Lectures event to take place
at your institution during 20th February 2016 – 28th February 2017. If interested, please see the
guidelines below.
Summary of proposal:
The European Commission and UNDP invite leading universities from the European Union to host
“Kapuscinski Development Lectures” – a high-level lecture series on issues of development. Kapuscinski
Development Lectures offer interested universities the opportunity to bring together top global thinkers
with their students. More:
EC and UNDP have been jointly organizing the series across the European Union since 2009. Named after
Ryszard Kapuscinski, Polish writer and reporter, the lectures honor his legacy of skilled and respectful
journalistic work in developing countries
European Commission, UNDP and partner universities have organized over 80 lectures to date. The
speakers have ranged from high-level experts on development, to heads of international organisations,
to policy-makers. The lectures have been hosted by universities and think-tanks alike, with 56 university
partnerships and counting.
The lectures aim to raise awareness on current development issues. However, although students are the
primary target audience of the lectures, the hosts are encouraged to invite policy-makers, NGOs and the
media as well. The host-university may also organize the event in partnership with a development thinktank
and/or NGO working in the development field.
UNDP and EC would like to organize one or more Kapuscinski development lectures in the European
Union states during 20th February 2016 – 28th February 2017 (preferably in capital cities, but not
required). Therefore we kindly request you to submit an expression of interest (EOI) on organizing an event
to take place at your institution.
The guest speakers for the lectures are to be determined. UNDP and EC will consult with the selected
host-university proposed speakers for the lectures.
Organisers provide reimbursement for most of the organizational and speaker’s costs. UNDP and EC
may cover organizational costs, including the costs of the invited speaker (travel, accommodation,
honorarium). We expect the interested university to provide in-kind facilities or render other in-kind
support.
You are kindly requested to express your interest by submitting the attached EOI form no later than 15th
February 2016. Universities that fully satisfy the eligibility criteria shall be considered for the bid
solicitation.
The selected university will:
organize between between 20th February 2016 – 28th February 2017 one lecture on
development with an expert agreed with UNDP, followed by a discussion on
development.
suggest national experts, contact them and invite to the discussion, in consultation with
UNDP and EC representation
provide adequate venue and facilities for the lecture (available at least 2 hours before the
event)
prepare the agenda of the event, in consultation with UNDP,
organize the audience (at least 100 participants) which should include students,
professors, government officials, parliamentarians, representatives of NGOs working in
development field, journalists, representatives from high schools.

promote the event, including in traditional and social media, organizing outreach before,
during and after the event
obtain appropriate media partners to expand the coverage of the event,
contract the invited expert, organize travel arrangements and accommodation for her/him
pay for the experts’ travel costs, including the accommodation and honorarium (if
applicable)
take care of the expert and organize media opportunities for him/her
prepare, jointly with UNDP, background information in English about the country and its
development cooperation for the use of the expert
prepare, print and distribute to the participants of the event a brief information note about
speaker. The note should include brief information about the entire project as well as
short information about the country’s development cooperation system. The information
could be in the national language, but before printing should be translated into English
and consulted with UNDP.
organize video (in broadcast quality) and audio recording of the entire lecture and the
discussion with at least one camera, the video should be available in avi or mpg formats.
organize video streaming of the event in at least 720p quality (KDL provides streaming
server service at ustream.tv channel)
provide the wifi and cable internet high speed connection (upload speed of at least 4
Mbps) for webstreaming as well as the output from the venue’s sound system
o organize the professional photographic coverage of the lecture and submit at least 50 high
resolution photos (minimum 300 dpi) to UNDP
o prepare a summary of the lecture in English for 4,000 - 8,000 characters as well as a
shortcut of it for the website purposes with quotes from the lecture (both suitable for
publishing on the website)
o organize simultaneous translations of the lecture as well as the discussion (if applicable)
o ensure proper visibility of the organizers (European Commission, UNDP and the
contracted institution), in line with the communications guidelines provided by UNDP, in
all communications channels, including information note for the audience, press releases,
information on the websites, and Power Point presentations. The contracted institution
will present in all communications channels the following logos: EC UNDP, Kapuscinski
Lectures and the contracted institution (if applicable), as well as the following note: “The
project is co-financed by the European Commission and the United Nations Development
Programme”. All promotional and content materials produced within the project should
be submitted to UNDP for clearance prior to publishing
o Prepare banners, boards or Power Point slides for the event with all above mentioned
logos, produce roll-up banner
o prepare the financial and substantial report from the project and submit it to UNDP, at the
latest within 20 days after the event
o report regularly to UNDP about the progress and constraints in the implementation of the
project

In-kind contribution to the
project
Proposals of the university of in-kind contributions to the project (for
instance: venue, materials, video/photo coverage, etc.) or proposals to
organize additional activities to the lecture (for instance additional
meetings/workshops of the speaker, preparing the publication,
organizing additional media opportunities)
Submission details
Interested universities must provide an Expression of Interest and accompany it with the filled “Host
Inquiry Form”.
The EOI and accompanying documents should be received in a sealed envelope or sent via e-mail, no

Any further possible request for proposal and any subsequent purchase order will be issued in accordance
with the rule and procedures of UNDP. This EOI does not entail any commitment on the part of UNDP,
either financial or otherwise. UNDP reserve the right to accept or reject any or all EOI without incurring
any obligation to inform the affected applicant/s of the grounds.
