PROGRAM DESCRIPTION:

Business process re-engineering (BPR) has provided a powerful impetus for innovation in the public sector and has served as a tool for radically improving the quality of public services’ provision in a number of countries. BPR can be instrumental in attaining the objectives of administrative reform, with its focus on results-oriented governance, streamlining the range of government services, increasing inter-agency interaction and raising the government’s accountability. Carefully implemented BPR has been an integral part of e-government programs on the national and local levels, especially of those involving the transition to single-window electronic services’ delivery based on integration of information systems operated by multiple agencies. It has been a best practice internationally to undertake a careful analysis and redesign of business processes before committing any major investments into ICT in a government agency or department.

The Government of Kazakhstan has taken the decision to initiate BPR in 10 government agencies until the end 2006, to be followed with a similar exercise in 12 more agencies during 2007 as part of the administrative reform. The objective of this BPR project is the development of mechanisms of state service delivery to citizens and organizations in electronic form and transitioning to a single-window services provision on the basis of modernization and information infrastructure of state bodies as well as creating conditions for integration of information systems operated by government agencies involved. In this respect, the BPR project is closely linked with the national e-Government program.

This video conference, which is part of the JERP E-Government component VC series, will present international experience of implementing BPR in the context of e-government and administrative reforms, primarily that of the UK, Canada, and the EU.

Speaker profiles:

Bill Edwards, Managing Partner, Gov3 Foundation, UK

Former Managing Director of Directgov, and Director of e-Communications in the UK Office of the e-Envoy, Bill is a global leader in customer-facing government, and was the chief architect of Directgov ( and the underlying business process for a new customer-focused service delivery model. He is currently leading the development of a new online One Stop Portal for the Hong Kong government.

Bill has a unique combination of government, IT, marketing communications and delivery expertise, which enables him to architect the internal and external components and processes needed to implement successful pan-government/private sector delivery programs. He has proven program management expertise from the successful delivery of complex citizen facing services. Through his international work, Bill has a detailed understanding of how the leading online government services operate around the world.

Timothy K. Young, Associate Administrator of E-Gov and Information Technology, OMB, USA

Mr. Young is in charge of planning and implementing the Federal Government’s electronic government priorities, responsible for ensuring that government is meeting the goals of the President’s Management Agenda (PMA) delivering value and results to citizens and saving taxpayer dollars. Most recently, Mr. Young served at OMB as the Portfolio Manager for Internal Efficiency and Effectiveness (IEE). The IEE Portfolio’s objectives are to rethink internal Federal Government processes using modern technology and to reduce costs by using industry best practices in areas such as supply-chain management, financial management, and knowledge management.Prior to joining OMB, Mr. Young was a Senior Consultant with BearingPoint’s Federal Services Consulting Practice (formerly KPMG Consulting). In this capacity, he helped clients improve business processes, reengineer services, and adopt quality management principles. In addition to his consulting experience, Mr. Young conducted research internships with the U.S. House of Representatives and the Heritage Foundation. Mr. Young has a Master of Business Administration from the Kogod School of Business at the AmericanUniversity with a concentration in management of global information technology. Mr. Young also received a B.A. in Political Science from Georgia Southern University.

Kim Viborg Andersen, Professor at the Department of Informatics, Copenhagen

Business School, Denmark

In his role as researcher in organizational and policy aspects of IT, Professor Andersen has managed and been involved in several national and international projects, primarily in the US and Asia. In Asia, he has conducted scoping and implementation of projects in China, Pakistan, Vietnam, Laos, Bhutan, and Sri Lanka.

His book publications include “Public Sector Process Rebuilding” (2004), “EDI and Data Networking in the Public Sector” (1998) and “Information systems in the public service” (1995).

Dr. Andersen is vice-chair of the IFIP WG 8.4 on interdisciplinary e-business and in various editorial boards. Also, he has served as study director for the M.Sc. e-commerce degree at the IT University in Denmark. He teaches graduate courses on IT and organizations. Business process reengineering and digital transformation of government is the key teaching areas.
