SUBJECT:CSENet MSC Transactions

The Federal Office of Child Support Enforcement (OCSE) recently issued a notice of change for the CSENet Miscellaneous (MSC) transaction. The MSC transaction has been changed from Miscellaneous to Managing State Cases. The MSC transaction has been expanded to not only request and provide general information, but also be used to inform another state with a case in common of any changes to the case. A request has been received to update the Generate Interstate Request/Response screen (ASEKCJ) on KASES by changing Function7-MISCELLANEOUS (MSC) to MANAGING STATE CASES to reflect the change.

A case in common is established when communication has been established through CSENet between two states. The Federal Case Registry (FCR) indicates a successful participant match in a case in another state. Information on the FCR acts as a pointer to the case in another state and provides a means of supplying detailed case information from one state to another upon request. The MSCP transaction is sent by one state to notify the other state of a case change.

When a state has a case in common with another state and a case change occurs, federal regulations require the other state be notified of that change. For instance, federal regulations require the other state be notified when any of the following events occur.

  • Case type change (KTAP to Non-KTAP)
  • NCP left state (new out-of-state address verified)
  • Field office change
  • Hearing date notification
  • Case closure
  • Federal tax refund collection

Notification is not required but is highly recommended for the following events.

  • Case identification change (new IV-D number)
  • New employer verified
  • Participant added or deleted (e.g., child emancipated)
  • Payment address change
  • Medical insurance change
  • New on modified order

Because of the requirement of case change notification, staff may have noted an increase of incoming MSCP transaction. Many states have automated systems and anytime a change to a case occurs, an MSCP transaction is automatically sent to the other state to notify of that change.

A request has been submitted for KASES to automate an outgoing MSCP to the other state with a common case when a change occurs to the case. The request also includes a change to enable staff to send a MSCP transaction manually without the prerequisite MSCR transaction. Presently, if staff attempts to send a CSENet provide transaction without the prerequisite request transaction, the transaction errors off. Staff will be notified when the change migrates to KASES.

Staff are reminded Option 03-CSENET UPDATE INFO on the CSENet Options Menu screen (ASEMUD) is not available for selection and automatic update to KASES for incoming MSCP transactions. The worker reviews the data through Option 02-CSENET INQUIRY on screen ASEMUD and determines the course of action to take on incoming MSCP transactions. If an update is in order, the worker must manually enter the update to KASES.
