K&M Community Planning Briefing Note May 2016

We use this briefing note to share some of the good things that are happening in our communities. We hope you enjoy reading them.

1)Locality Planning

2)Virtual Ward

3)Community Action Plans

4)Budget Criteria

1)Locality Planning

Scottish Government have overseen the development of A Place Standard tool, Locality Planning. This will assist in ensuring greater certainty around quality of place and it is intended to support private and public sectors and communities. It will address quality in relation to places that support healthy and sustainable lifestyles. The themes assembled are from this tool.

Alongside the developed Plan is a vision and context document giving background, evidence, key challenges, as identified through the process, and also details of opportunities and key decisions. This document will evolve as the town evolves.

Priority setting will be managed through a business model approach and in doing so assist in informing asset and investment opportunities.

2) Virtual Ward

Virtual wards have begun in four GP practises in K & M; Stonehaven, Inverbervie, Laurencekirk and Portlethen. A virtual ward is similar to a ward in a hospital environment in that it has a structure of both clinical and administrative staff that coordinates and provides direct care to patients. The main difference is that the actual ward does not physically exist; the care is provided in the individual patient’s own home.

A team of clinical staff and support staff provide responsive assessment, monitoring, investigations, support and education for patients to prevent unnecessary hospital admission or to facilitate early supported discharge from hospital. It is hoped by monitoring those most at risk, they will prevent unnecessary hospital admissions and patients will be effectively cared for in their own homes.

3) Community Action Plans

A Community Action Plan is a community’s own road map for generating change by identifying and specifying WHAT will be done,WHOwill do it and HOW it will be done. In other words, the action plan describes what the community wants to accomplish, what activities are required and WHEN and WHAT resources (money, people and materials) are needed to be successful.

Kincardineshire Development Partnership is currently supporting six communities in K &M moving forward with their Community action Plans;

  • Gourdon – a first stage survey has been issued with over 70 responses. The community would like more engagement to ensure a “whole community” response. A keenness to regenerate the Community council has been identified with two new members volunteering. Next steps over summer 2016.
  • Portlethen – early days with Community Council pulling together a survey.
  • Newtonhill – survey is ready to go. Tesco prizes are on offer as an incentive to take part.
  • Johnshaven – JN attended a Community Council meeting to identify a steering group willing to take this forward.
  • Stonehaven – JN met with Community Council members to prepare a case for engagement. CC have been proactive in working with local groups to ensure they input into the process.
  • Drumoak – there is a feeling that despite gathering good data from relevant, engaged communication, that more community input is still required. A steering group is to be formed to take this forward.

4) Budget Criteria

The LCPG agreed the spending criteria for 2016/2017;

  • To support local communities and partners with (Community) engagement, communications and capacity building focusing on the priorities in the local community plan, and not be a grant giving body, this is not best use of our budget.
