Sealed tenders are invited by the Secretary, National Jute Board from Interior Decorators/Industrial Exhibitors of repute and with good financial standing for design/fabrication/decoration/setting up of NJB’s Pavilion at India International Trade Fair, 2014, Pragati Maidan, New Delhi (14-27 November, 2014).

Interested Tenderers are requested to obtain the copies of the “TENDER DOCUMENTS” on working days from the Board’s Head Office at Kolkata and the Branch Office at Delhi from 3rd November, 2014 (Monday) onwards and submit their competitive rates in a sealed cover superscribed as “TENDER FOR IITF’2014” addressed to the SECRETARY, NATIONAL JUTE BOARD, 3A Park Plaza, 71, Park Street, Kolkata-700016.

Tenders will be received upto 13.00 hrs. of 7th November, 2014 (Friday) and opened at 16.00 hrs. of 7th November, 2014 (Friday) at NJB’s Head Office at Kolkata, at the above address, in the presence of the tenderers.

Tenders will have to be dropped only in the tender box kept for the purpose at Kolkata and not to be sent by any other mode. The tenderer or his authorised representative may be present during opening of the tenders.

The Board reserves the right to reject any or all the tenders without assigning any reason/s whatsoever.

A. SUBMISSION OF TENDER :

The following points may be considered while submitting the Tender Document:

·  The Tender will be submitted in 3 (three) separate sealed envelopes superscribed as :

Packet A : Credentials and Earnest Money Deposit

Packet B :Technical Bid

Packet C :Financial Bid

Packet Awill be opened first, followed by the Technical Bid. Financial Bids will be opened only for the tenderers who submitted the required Earnest Money Deposit and who have been found by the Tender Committeeto be technically qualified.

·  The technical qualification criteria shall include –

(a)  Clientele and Credentials viz. documents showing name of the client, nature of jobs handled, value of the jobs assigned to the tenderer which shall also include execution of at least 3 jobs of similar nature and value in Pragati Maidan, New Delhi during last 3 years.

(b)  Completion Certificates from reputed clients of such jobs.

(c)  Proof of having Workshops / Stores owned by the contractor at New Delhi with postal address, email and telephone number.

(d)  Ownership documents with trade license of the company and address & telephone number of their Registered Office at Kolkata/New Delhi.

(e)  Turnover of the tenderer for the last five years showing separately the turnover in similar jobs.

(f)  Income Tax, Returns for 3 years Sales Tax, Profession Tax, Service Tax Clearance Certificates / Evidences.

(g)  Copy of registration certificate of India Trade Promotion Organisation (ITPO)

CRITERIA FOR EVALUATION OF BIDS - AS ANNEXED

B. INSTRUCTIONS TO TENDERER

1.  This tender is for the purpose of Supplying, Fabricating, Erecting, Fixing all materials as mentioned in the enclosed drawing, Bill of Quantities and as per the following points, including detailed design (wherever required) and. getting approval from the Client/Architect for the 2014 NJB’s Pavilion at IITF, 2014, Hall No.1A, PragatiMaidan, New Delhi (14-27 November 2014).

2.  The Tenderer must visit the site before quoting the rates as per the enclosed BOQ

3.  The contractor should be well aware of the India Trade Promotion Organisation (ITPO) Rules and Regulations. The Contractor shall be solely responsible for any deviation from these Rules.

4.  All necessary permissions for erection, fabrication, fire safety, security system, electricity and such other statutory permissions or otherwise required for the above mentioned job shall be obtained by the contractor before execution and all norms shall be strictly adhered to. Any incidental expenses for this purpose shall be paid solely by the contractor. The Client or the Architect shall in no way be responsible for any deviation from the norms or any expenses for these purposes.

5.  Eligibility:

Only Contractors having sufficient exposure to handling similar type of design (for few items), fabrication and displaying jobs in prestigious exhibitions shall be considered eligible. The Tender paper shall accompany sufficient credentials and supporting documents.

THE WORK SHALL NOT BE SUB-LEASED FULLY OR PARTLY TO ANY OTHER CONTRACTOR/SUB-CONTRACTOR. THE SUPPORTING DOCUMENTS SHOULD PROVE THAT THE CONTRACTOR HAS CARRIED OUT SIMILAR WORK ON HIS OWN IN LAST 3 YEARS.

6. Deliverables (alongwith the Tender) and Terms & Conditions :

Packet A :

a.  Earnest Money deposit of Rs. 25,000/- (Rupees Twenty five thousand only) in the form of Demand Draft in favour of "NATIONAL JUTE BOARD" payable at Kolkata.

b.  A declaration as to the availability of own stock of all the basic fabrication materials specified in the BOQ, like Syma panels, Octonom System, Space frame Structure, Lighting Accessories and all such items.

c.  Income Tax, Sales Tax, Service Tax & Profession TaxAccount Numbers / Copies of the latest Income Tax returns, other statutory returns, etc., as applicable.

Packet B

A Schematic/Conceptual design for the Display Area has been shown in the enclosed layout drawing and as per the relevant item in the enclosed BOQ. The Display area shall be treated in an aesthetically pleasing way and should be able to focus thematically the entire gamut of JUTE products, jute as a highly developed and eco-friendly fibre which has multiple uses and the R&D & promotional support given by NJB.

The Contractor shall submit a detailed fabrication drawing or a 3D image, based on the conceptual drawing supplied alongwith the tender. The tenderer may interact with the Architect / Client for this purpose and for any clarification/improvement that is required to prepare such drawings.

Packet C

The BOQ with rates and amounts filled up neatly without any cutting and signed on every page with Company seal on the last page. The total amount shall be written in both figures and words. In case of discrepancy in arithmetic calculation, the rate quoted shall be considered to be correct.

Others :

CONSTRUCTION OF DISPLAY AREA SHALL BE AS PER THE APPROVED PLAN, DRAWINGS AND SPECIFICATIONS ENCLOSED.

IT IS CONTRACTOR’S RESPONSIBILITY TO DISPLAY ALL SUPPLIED ITEMS AND THE ITEMS MENTIONED IN THE BOQ AS PER THE DRAWING SUBMITTED AND INSTRUCTIONS GIVEN AT SITE.

a.  All items of work to be executed on hire charge basis or net on salvage value basis, as applicable.

b.  The tenderer may have to provide the client with the Analysis of Rates, which they will quote, if demanded.

c.  The successful tenderer will be asked to submit 10% of the contract amount as Security Deposit prior to commencement of the work. This amount will be released by the Board within four weeks after completion of the fair.

7. Selected Tenderer must take written approval of all materials as mentioned and their quantities from NJB before execution of the job. It is in the interest of the Contractor to obtain the written approval from NJB, so as to avoid any deduction for low quality materials used in the job from the final Bill.

THE CLIENT/ARCHITECT SHALL INSPECT THE WORKSHOP / STORES OF THE CONTRACTOR AND THE CONTRACTOR SHALL EXTEND FULL COOPERATION

8. The selected Tenderer will have to take written permission from NJB and the Architect for any change in work/job from the Schedule, Drawings, Approved Drawings, written or verbal instructions, before execution. For deviation from such documents and instructions without consent of the Board / Architect, deduction will be made at double the item rate of the Board's own estimate or double the quoted rate, whichever is higher.

9. The Contractor will provide detail/fabrication drawing for few items as mentioned in the Bill of Quantities for getting approval before execution.

10. The Contractor will be provided with Board's terms and conditions set for the participants, their names and also the officers of the Board and Architect designated for the purpose.

11. The Contractor shall keep at least one person at the designated office space within the pavilion for communication with the Board / Architect. The name and telephone no. of the appointed person are to be notified to the Board and the Architect prior to the commencement of the job.

12. Completion and Handing Over :

All the items of work as laid down should be completed and handed over to NJB / Architect on 12th November, 2014 at 9.00 A.M. as per ITPO’s direction and mentioned in BoQ. In case of failure to hand over the job complete in all respect within the stipulated time, deduction at the rate of Rs.15,000/PER HOUR OF DELAY will be made from the finaI bill in addition to the forfeiture of the Security Deposit.

13. All the materials, furniture, stores, etc. used for the show are to be disposed of, removed and cleared. from the site by the Contractor, within 24 hours after the fair is over.

14. The contractor will be required to obtain report of a joint inspection, to be conducted by designated officials of NJB / Architect and the Contractor. The Report will record the satisfactory completion by using approved material and satisfactory workmanship. NJB will effect deduction for non conformity to required materials and workmanship.

15.Payments:

a. Bills shall be raised for scrutiny for every stage of payment.

b. 20% of the payment will be alongwith Work Order

c. 50% after satisfactory completion, handing over pavilion to NJB and submission of Joint Inspection Report.

d. Remaining 30% after 2 weeks after Dismantling and production of NO DUE CERTIFICATE from ITPO.

e. Additional charges for extra items shall be submitted alongwith Analysis of rates for the same before execution of the job. The rates for extra items decided by NJB / Architect shall be final and is to be accepted by the Contractor.

f. The final Bill should be raised just after handing over the pavilion and the total quantity of the various items used should be certified by the official of NJB/ Architect. The final bill not accompanying the joint measurement certificate will not be considered for further processing.

16. NJB reserves the right to verify any information furnished by the tenderer and/or to cause any inspection, if deemed necessary. NJB does not bind itself to accept the lowest tender and reserves itself the right to reject any or all the tenders received without assigning any reason/s whatsoever.
