On behalf of the organizers– the Academy for Political Development and the Belgrade Fund for Political Excellence – we wish you a warm welcome to the fourth seminar of the Regional Academy of Democracy 2013 program that will be held in Durrës, Albania.
Following the first three seminars, we have put a lot of effort in bringing high-level and well experienced speakers to this seminar, helping you understand the complexities and challenges in consolidating Western Balkans democracies.
As this is the last in the inaugural year of the program, final session in this seminar is reserved for awarding ofcertificates. We have the pleasure to inform that European Commissioner for Enlargement and Neighborhood Policy Mr. ŠtefanFülewill award certificates to you. Such event will take place on the 12 November, in hotel “Ador”, that isclose to Tirana International Airport, in order to accommodate Commissioner Füle’s agenda.

TRANSPORTATION:
The RAD Coordination Team has organized travel for all participants from their capitals to Durres, Albania and back. Only in exceptional cases, and when agreed in advance, travel costs will be reimbursed to participants who organize travel with their own vehicles.
ARRIVAL:
For participants travelling by plane, transportation from Tirana International Airport to Durres has been arranged.
Our colleagues, holding a card with the logo of the RAD (or your name), will wait for you at the airport arrivals terminal and accompany you to the car/mini-van/mini-bus.The drive from the airport to the Hotel Bleartwill take approximately 30 minutes.
For participants arriving at Podgorica airport on Saturday, 9 November, transportation to hotel Bleart will be organized as well; our colleague will be waiting for you holding a “RAD” sign.
For participants travelling with their own transportation (car), please find below the directions to arrive to the seminar venue, assuming you enter Durres through the highway from Tirana and/or Airport:

ACCOMMODATION and VENUE:
The participants of the Regional Academy for Democracy will be accommodated in single rooms at the Hotel Bleart in Durres.
The organizers will cover all food and accommodation expenses, except personal expenses such as drinks from the minibar or phone calls from the landline. Some of the participants will arrive on Friday, 8 November. Depending on the time of their arrival, they will have dinner/dinner package provided in the hotel on Friday evening. The hotel offers WI-FI access free of charge. Ask the reception for a username and password to access the WI-FI network.

Please note: While the whole seminar will be organized in Hotel Bleart, Durres, the Certification Ceremony will take place in Hotel Ador, located near the Tirana International Airport.
NIGHT OUT IN TIRANA:
On Monday, 11 November by 17:00all participants will be transferred toTirana, where they will be able to spend the afternoon.
At 20:00 dinner will be served at RestaurantFloga, which is walking distance from the place we get off the bus in Tirana. Dinner, as well as drinks, will be free of charge for the participants and transport organization will be taken care of by the organizing team. After dinner, at 11pm, the bus will wait in front of the restaurant and will bring you back to the hotel in Durres.
CERTIFICATE AWARD CEREMONY and DEPARTURE:
The seminar ends on Tuesday, 12 November. Check out is at 11.00hrs and the place for your luggage will be ensured.
Participants will be leaving Hotel Bleart around noon (to be confirmed upon the schedule of Mr. Fule) and all participants will be heading to Hotel Ador, in the direction to Tirana International Airport, for the Certificate Award Ceremony.
The transportation from the hotelBleart to Hotel Ador and then to Tirana International Airport is also provided as well as a car service to those who are not travelling by plane.
Depending on the time of your departure, our colleagues will inform and accompany you to the car/mini-van right after the Certificate Award ceremony (to take place between 1:45 to 2:15 PM).
DRESS CODE:
Dress at RAD seminar is informal (“business casual”),
Except for the opening ceremony on Saturday, 9 November and the Certificate Award on Tuesday, 12 November, which is business formal.
