1.  PURPOSE

1.1  The purpose of this instruction is to provide guidance and procedures for the issuance of Ministerial Delegation of Authority (DOA) Schedule G-6; and establish guidelines for the implementation of a National On-the-Job Training (OJT) program for Civil Aviation Technical and/or Administrative Support personnel.

2.  Background

2.1  The Ministerial Delegation of Authority Document authorizes persons employed in the positions set out in Schedules A to N of the document, to exercise certain powers, duties or functions, conferred on the Minister by the "Aeronautics Act", as set out in the Schedules.

2.2  The exercising of these powers, duties or functions are to be consistent with the individuals responsibilities, knowledge, training and experience; and are subject to any limitations imposed by the Supervisors/Managers.

2.3  In order to sustain a high standard of client service and meet regulatory requirements it is essential that granting of Delegation of Authority be awarded only to qualified, competent personnel with appropriate knowledge, training and experience. It follows therefore that the methods used to assess knowledge, training and experience of candidates is of primary importance.

3.  TYPES OF AVAILABLE DELEGATION

3.1  This type of DOA is restricted to all or a portion of the following duties, functions as applicable to Aircraft Maintenance Engineer Licensing and Training:

3.1.1  Providing information with respect to examination rewrite dates.

3.1.2  Acceptance of documentation to support the citizenship and age requirements for issue of a licence.

3.1.3  Acceptance of a TC approved basic training program that provides experience credit.

3.1.4  Acceptance of a TC approved basic training program that provides experience and technical examination credit.

3.1.5  Acceptance of a TC approved basic training program that is recognized as meeting the structured training (theory only) requirement – no credit.

3.1.6  Upon confirmation that the applicant has completed a TC approved basic training program (experience credit only per item 3.1.3), issue of approval to write the technical examinations.

3.1.7  Upon assessment by, and written confirmation from a CASI/CASO that verifies the applicant has completed an acceptable basic training program (no credit), issue of approval to write the TC technical examinations.

3.1.8  Upon assessment by, and written confirmation from a CASI/CASO that verifies the applicant has fulfilled the applicable requirements (training, experience, knowledge, etc), issue of approval to write the TC regulatory requirements examination.

3.1.9  Upon written confirmation from a CASI/CASO that verifies the applicant has fulfilled all licensing requirements (training, experience, skill, knowledge, etc), issue of an interim AME licence.

3.1.10  Renewal of a valid AME licence.

4.  TRAINING

Successful completion and documenting of each of the following training components is mandatory prior to issue of DOA.

4.1  Core training: The purpose of the Core training is to provide basic regulatory knowledge and skills; and allow the individual to function with progressively reduced supervision. Core training consists of the following elements:

a)  Completion of the following portions of the Delegated Officer Initial Training (DOIT) Course:

i)  Orientation

ii)  Communications

iii)  Ethics and Values

iv)  Human and Organizational Factors

v)  Civil Aviation Databases

b)  Completion of the general and enhanced segments of the AME licensing portion of the TC M&M Indoctrination course

4.2  On-the-job Training: The purpose of the OJT program is to encourage the exercising of knowledge and skills in a controlled setting at the job site.

a)  The OJT program is based on the concept of a “Structured OJT System”; the identification of training objectives and the planned process of developing task level expertise by having an experienced qualified employee train a new employee at the work setting.
b)  To be effective the program objectives must be met within a specified time frame. The recommendation is that this period would be within 12 months from the date in which training commenced.

4.3  Additional training as requested and specified by the region may be provided by AARPG if required.

5.  APPENDICES

5.1  Appendix A is to be used as the identification and history form for recording completion of mandatory training, providing authorization signatures of supervisory and management personnel.

5.2  Appendix B (OJT Sign-off) is composed of a transcript of the available DOA, referencing the applicable DOA document, utilizing the same numbering system.

(a)  The responsible Regional Manager will designate the tasks applicable for each individual upon commencement of OJT training. Any task for which DOA is to be given is considered a “Class 1, Mandatory” task (see item b).

(b)  When assigning / designating tasks some consideration should be made to classify the tasks in the following manner:

(i)  Class 1 - Mandatory; must be done, no alternative.
(ii)  N/A - delegation is not to be granted; supervisor indicates an “N/A” in the Class column.

(c)  The candidate is required to complete two (2) forms of OJT for each task type that DOA is to be issued for.

(i)  Type A – Assist (a measured progressive involvement in tasks; “watch and do” under supervision)
(ii)  Type B - Independent / Project (without direct supervision, process applications to a recommend level. A fair measure of self-cognizance).

5.3  Task Repetitions: tasks must be repeated a set number of times (i.e. no less than 15 to ensure that the individual in cognizant of the policies and procedures pertaining to each individual situation; and is able to identify situations that are not of a normal scenario).

5.4  Appendix C is to be used to record the types of delegations issued and authorized to each individual.

5.5  Documentation: required to control the system and provide a history of the training for each individual.

6.  Qualification

6.1  The Regional Manager, upon satisfaction that the task has been mastered and that the authorization documents are completed accordingly, authorizes qualification.

6.2  Completion and repetition of tasks is indicated on the OJT Task Completion Record (Appendix B). The status is assessed as satisfactory / unsatisfactory. If found unsatisfactory, additional training time can be authorized by the Regional Manager. The appropriate areas of this form are required to be signed and dated as required.

6.3  If the designated tasks are completed and the work is considered satisfactory, the OJT designee / supervisor completes section 3 of the OJT Identification and History Form (Appendix A) and submits it to the Regional Manager for his signature and authorization for the issue of Delegation Authority Documents.

6.4  The system is designed to be controlled by the Regional Manager. It is their function to set the scope of the delegation relative to the position, and assign tasks as they require. Verification, issue authorization, removal or reduction of delegation authority is also the responsibility of the Regional Manager.

DOA Candidate / Appendix C / 7.  This form is the format for a permanent record of delegations issued to each individual. Once all required training, OJT and recommendations are completed – Manager is required to sign to authorize applicable DOA.

Manager / Review Supervisors recommendations, approve and authorize issue of DOA.
