GENERAL INFORMATION

The Pools:

This is the last year that there are ten pools for boys and ten pools for girls. Both boys and girls have nine pools of four teams and a tenth pool of three teams. A benefit of a three team pool is more games for subs to play. Regarding sites, provided a school entered both girls and boys for junior v-ball, once again this year all volunteer sites got at least one day to host. Pools are organized under the criterion of A, B or C schools and also with an eye towards ‘mixing it up’ from last year’s pools. A are the largest population schools, B in the middle and C are the least population schools. The guiding principle is: A and B schools play each other, but C schools can only play against C or B schools. C schools cannot play A schools.

Convenors and coaches are reminded to monitor the conduct of their players. It is the responsibility of all coaches to monitor all teams’ conduct throughout the day. Please note the 9:00 a.m. start for all pools. All schools/coaches have this booklet with ample time to co-ordinate transportation etc. A default of one game is awarded for a late arrival and two games if the second game cannot be played. Arriving in advance of your team’s first scheduled game is strongly encouraged. The pennant and ribbons will arrive via courier and be addressed to the site conveners.

A suggestion for site convenors is to e-mail the participants in your pool. Doing so in advance of the day, will help ensure awareness of date/schedule and any matters pertaining to your site (i.e. parking availability/alternate spots etc.) and expectations for the day.

Referees:

Coaches and convenors are responsible for refereeing games. The Phys. Ed. dept. does not pay for referees.

How Pools are Created in the East Region

In the 2014-2015 school year, athletic reps passed a motion to adopt school size primarily and then geographic proximity as the basis for grouping schools in the divisional round of play. This is used in all city level (volleyball, basketball and soccer) and regional (flag football, junior volleyball and primary soccer) sports. The figure used is the October 31st enrollment provided by the Health and Physical Education department.

The 44 participating schools in the east region are divided into three groups A, B and C based on the October 31st enrollment. An ‘A’ sized school will only play other ‘A’ schools and/or ‘B’ schools at a divisional tournament. A ‘C’ school will play ‘C’ schools and/or ‘B’ schools at a divisional tournament. An ‘A’ school will not play a ‘C’ school at the divisional level of play.

The school population table will be adjusted annually and in place for the divisional basketball tournament scheduled for February. Below is the enrollment from October 31st 2017.

Convenor’s Duties:

Organize day and facilities and have coaches meeting prior to tournament if possible or when all coaches arrive (early in the day)

  • Ensure scorekeeper is provided
  • Ensure a score board is available
  • Ensure net height is correct and the court is taped if necessary
  • Provide chart of tournament games
  • Provide suitable leather volleyballs for games
  • Post scores
  • Resolve problems on site
  • Report final results and send the site convener report to master convener.
  • Have a set of numbered pinnies on hand
  • Provide a FIRST AID KIT
  • Provide a rule book if needed

Site Convenors are encouraged to e-mail the teams/coaches coming to their school a week or more before tournament so as to ensure all are clear on date/times and expectations for the day i.e. ref. scenario/whistle, no valuables, coats/bags placement, washroom, parking, waiting between games, garbage/recycling, safety concerns etc.

After the tournament, please e-mail Monica Cheam with final results from your site. As well, if you wish, comments on the day can be included.

Dress Code:

Coaches please enforce the only acceptable sports wear is: running shoes, numbered shirts, gym shorts and for safety reasons absolutely NO jewelry, hats or track pants are permitted on the court during games. Schools not having regulation uniforms are encouraged to wear colored pinnies with regular numbers taped on. Note: Track pants for participants with skin conditions are permissible.

Conduct:

Visiting coaches should be mindful of their conduct at all times and their responsibilities for their players. Misconduct on and off the court will result in disqualification from the tournament at the convener’s discretion.

Rules & Regulations

  1. The 2008-2009 Canadian Volleyball Association Rulebook will be in force.
  2. A “Junior” student is defined as a student registered in grade 4, 5, or 6.
  3. Net heights will be: 1.95m for girls and 2.05m for boys.
  4. Regulation Tachikara, Performance or Baden leather volleyballs will be used for games. A Mikasa ball may be substituted. Teams must provide their own practice balls.
  5. Two 30-second time outs are allowed per team per game.
  6. Unlimited substitutions per game are allowed but only the original player may replace a substitute.
  7. A server’s line at least 2m from the wall and extending the full width of the court should be used if sufficient space is not available outside the court (see diagram).
  8. The server is allowed one step in only, prior to contact with the ball.
  9. All overhead projections will be considered out of play.
  10. In the event that the games do not last the allotted time, the schedule will be moved up. Please be prepared to play one-half hour before your scheduled starting time.
  11. Teams must win by two points up to a score of 26. If a tie exists at 26, the next point scored determines the winner.
  12. Pool or round robin games consist of 2-25 point games. Semi-final and final matches are the best 2 out of 3-25 point games.
  13. At the discretion of the convenor, games will be started at 6-6 in order to keep the tournament on schedule. Then #11 will read: pool or round robin games consist of 19 point games.
  14. The recommended team roster size is 14 players. 17 crests will be awarded to the Champion and Finalist schools. The school that wins the championship will receive a championship pennant.
  15. Court size at all JUNIOR level tournament sites will be marked off as follows: approximately ….

net to serving/boundary line: 6.5 m AND facing net/side to side: 8.5 m

Using red/black floor marking tape is needed if natural lines are not on the floor.

  1. For Junior Volleyball - there is mandatory rotation after five consecutive serves by the same server.
  2. Contact with the net is a fault except when a player not attempting to play the ball accidentally touches the net. A fake attack that contacts the net is a violation.
  3. A block does not count as a hit.
  4. A player may step on the center line; however, a whole foot over the center line is a fault.

The Let Serve

Coaches please be advised regarding the “Let Serve” which permits a served ball or a ball in play that hits the net to continue to be played. Therefore the defense must be prepared to return a serve that hits the net and trickles over as well as during the game when a ball hits the net and trickles over.

1 Rally scoring is in effect. The team that wins each rally, regardless of which team served, scores a point. A set (game) is won by the team which first scores 25 points with a minimum lead of two points. There is a cap in each set of 27 points so a team can win a game by the final score of 27-26. Deciding games in best 2 out of 3 matches are played to 25 with a cap of 27 points.

2 There will be unlimited substitution allowed for this year. This means however, that if you put a substitute in for an original player, the original player is the only person that can replace their substitute (this can occur an unlimited amount of times throughout the set).

3 A yellow card is a loss of rally and a point for the opponents. A red card is expulsion for the remainder of the set (game) and a point to the opponent. A red and yellow card jointly issued means disqualification for remainder of the match.

4 Coaches must stay on the bench during play. At a time out they may stand to give instructions to their team but their team must remain on the volleyball court.

5 The Canadian Volleyball Association has a defensive specialist called a “Libero” player. The TCSAA will not be using the “Libero” player.

6 Servers will have the opportunity to continue with tossing a ball and allowing the ball to drop if they feel that it was not a proper toss. They will be allowed 8 seconds to serve the ball and may only repeat the toss one time. They still must not catch the ball if they do not feel that the toss was appropriate to hit, they must let the toss drop and then repeat their service attempt. No attempt at serve will be allowed.

TIE BREAKING PROCEDURES (O.V.A.)

If two or more teams within a pool are tied at the end of the preliminary round, the following criteria will be applied in order:

a) The team having the best ratio of won/lost matches, considering matches between the tied teams, will be ranked higher;

b) The team having the best ratio of won/lost games, considering matches played between the tied teams, will be ranked higher;

c) The team having the best ratio of won/lost games, considering all matches of the round, will be ranked higher;

d) The team having the best ratio of points for/against, considering games played between the tied teams, will be ranked higher;

e) The team having the best ratio of points for/against, considering all games played during the round, will be ranked higher;

f) One tie-breaking game will be a 15 point rally game, with a cap at 17 points. (OVA #7.4 outlines the procedure for rally game).

NOTE:

i)Teams will not be eliminated from playoffs due to points ratio. If 2 teams are tied for one final spot, assuming they split their match, one 15 point rally game (17 point cap), between the tied teams will be played to determine a winner. For example, if 2 teams are tied for second place, head to head match results will be used to determine second place. If the match between the two teams was split, a 15 point rally game (17 point cap) will determine second place. Point differential is not used in this case.

ii)In the case of a 3 way tie for one spot, point ratio will be used to determine team “A”. Teams “B” and “C” will play a 15 point rally game (17 point cap). The winner will play team “A” one 15 point rally (17 point cap) for the play off spot.

iii)In the case of a 3 way tie for two play off positions, point ratio will be used to determine the first position. The other 2 tied teams will play one 15 point rally game (17 point cap) to determine the final position.

iv)In the tie breaking game, a team does not have to win by 2 points. There is no warm up; scoresheets are not used; line up and visual will only be used.

Championship Game

Note:

In consultation and with consent/agreement from the coaches, the site convener may modify the schedule. With a goal of playing as many games as possible within the allotted time (although that would be difficult for pools of five), some consideration could be made towards games with non-starters. With time permitting, some pools may choose to play a set of three games with the following format: The first two games are meaningful, following the prescribed format for points in the tournament. The third game is used to allow the ‘bench’ to have some playing time and this third game would not have any impact on the standings. A game of fifteen rally points (start scoreboard at 10) is recommended for the third game. In the case of a three team pool, a full twenty-five point third game could be played (not counting toward standings).
