SUBJECT: / 2005 Follow-Up Adoption of Instructional Materials for Mathematics, Reading Language Arts/English Language Development (RLA/ELD), and Foreign Language: Adoption Update
SUMMARY OF PREVIOUS STATE BOARD OF EDUCATION ACTION
  • November 9, 2004 – The State Board of Education (SBE) approved the Schedule of Significant Events for the 2005 Follow-Up Adoptions.
  • March 9, 2005 – The SBE approved appointment of Instructional Materials Advisory Panel (IMAP) members and Content Review Panel (CRP) experts to review K-8 instructional materials for the 2005 Follow-Up Adoptions.
BACKGROUND
Statutory Requirements
Education Code Section 60200(b)(1) calls for adoptions to occur “not less than two times every six years” for language arts, mathematics, science, and history-social science and “not less than two times every eight years” in other subjects. The first instructional materials adoption following the SBE adoption of new evaluation criteria is termed a “primary adoption” and creates a new adoption list. A follow-up adoption is any additional adoption conducted during the six- or eight-year time frame and is conducted using the same evaluation criteria as the primary adoption. A follow-up adoption adds instructional materials to the existing adoption list for the remainder of the term of adoption.
Funding for the California Department of Education (CDE) to conduct follow-up adoptions was deleted in the 2001-02 fiscal year, thus follow-up adoptions were suspended in 2002 and 2003. Senate Bill 1058 (Torlakson), Chapter 806 of the Statutes of 2003, gave CDE the authority to collect a fee ($5,000 per grade level submitted for review) from publishers and manufacturers of instructional materials to participate in follow-up adoptions. The fee collected is to be used to offset the cost of conducting the adoption. The bill includes provisions for a reduction of the fee for small publishers and manufacturers. This bill provides greater flexibility to conduct follow-up adoptions and add materials to existing adoption lists. The 2005 Follow-Up Adoptions are the first fee-based adoptions to be conducted under this statute.
Adoption Process and Timeline
March 9, 2005 – The SBE approved appointment of IMAP members and CRP experts to review K-8 instructional materials for the 2005 Follow-Up Adoptions in RLA/ELD, Mathematics, and Foreign Language.
March 16-18, 2005 – The appointed CRP/IMAP reviewers were trained to evaluate the programs submitted for the 2005 Follow-Up Adoptions for alignment with the Framework and evaluation criteria or, for Foreign Language, the language learning continuum. In addition, the reviewers also received training on legal and social compliance review guidelines and regulations.
April 1, 2005 – Publishers’ submitted their programs to the CRP/IMAP reviewers and the Learning Resource Display Centers (LRDC). Eleven publishers submitted sixteen programs for the Follow-Up Adoptions. Six programs were submitted for Mathematics, seven programs were submitted for RLA/ELD, and three programs were submitted for Foreign Language (see Attachment 1).
June 13-15, 2005 – Deliberations will be held on these dates. During deliberations, the CRPs and IMAPs will evaluate the sixteen programs submitted for the 2005 Follow-Up Adoptions. After reaching consensus on their recommendations, the reviewers will develop a Report of Findings for each program. These reports will be forwarded to the Curriculum Commission for action at the July 15, 2005, meeting.
July 15, 2005 – The Curriculum Commission will review the CRP/IMAP Report of Findings, conduct two public hearings, and take action to forward recommendations to the SBE on the sixteen programs submitted for adoption.
September 7-8, 2005 – The SBE will hold a public hearing, review, and take action on the Curriculum Commission’s recommendations for the 2005 Follow-Up Adoptions for K-8 instructional materials.
