During the ‘Rockdale Arts Festival 2016’ the shores of Cook Park, Kyeemagh will be transformed with an exciting display of local and non-local artistic talent with the Rockdale Outdoor Gallery Art Prize (ROGAP). The exhibition showcases Rockdale’s growing multiculturalism and diversity and is a stimulating platform for artistic and cultural celebration to the region.

Rockdale City Council invites submissions from local, national and international artists to take part in the inaugural Rockdale Outdoor Gallery Art Prize for temporary public artworks.

Successful artworks will be displayed during the Outdoor Gallery Exhibition along the Cook Park, Kyeemagh Foreshore from Sunday 10 April to Sunday 24 April 2016.

Entry is free. Artists may submit entries for up to 3 artworks to be considered by the Selection Panel. However in line with fairness and impartiality principles of Council’s Public Art Policy, judges may limit acceptance of 1 artwork per artist.

Terms & Conditions of Entry 2016

1.  Artwork Eligibility
Any form of temporary objective art (three dimensional visual arts produced through the shaping or modification of materials which includes; architecture, built environment/land art, sculpture, ceramics, metalwork and/or woodwork) are eligible for entry into the Rockdale Outdoor Gallery Art Prize 2016. All artworks must be submitted in line with Rockdale City Council’s Public Art Policy and available online at www.rockdale.nsw.gov.au.
Artworks should consider the outdoor nature of the exhibition and must be tolerant to a variety of weather conditions (sun, rain, strong winds), as well as public interaction.

Artists should consider the safety, installation and relevance to site of artworks being submitted for entry.
Artworks previously exhibited in the Rockdale Outdoor Gallery Art Prize (2014 and prior) and/or other exhibitions ARE eligible for resubmission. Artworks displayed in the 2015 exhibition are NOT eligible for resubmission.

ANY work that can be displayed and left outdoors – exposed to the elements is encouraged to apply. All works do not need to be complete at time of submission, but MUST be completed by Thursday 7 April 2016.
All work must be original and handcrafted.

2.  Artist Awards & Prizes
Prizes will be awarded by Rockdale City Council to successful applicants within the following categories:

First Prize / $3,000
Highly Commended / $1,500
Harmony Awareness Prize / $1,000
Cooks River Environment Prize / $1,000
Youth Prize (youth 17 years under) / $1,000
Peoples Choice Award / $500

Artworks will be judged by a Judging Panel appointed by Rockdale City Council. Judges decisions are final, with the exception of the Peoples Choice award which will be chosen by the public via a voting system.

3.  Site Allocation & Curation
The Rockdale Outdoor Gallery Exhibition site will be located along the Cook Park Foreshore between Kyeemagh and Sans Souci. Sites may include the beach, park and pathway areas at Council’s discretion (refer to attached map).
Artists are required to list three sites along the foreshore, in order of preference, within their application. Photographs/images should be supplied along with the application to support this description.
Rockdale City Council and the Judging Panel (or alternatively an external party as nominated by Rockdale City Council) will curate the exhibition, and all site allocations will be at the final discretion of Council. Council is inclusive of all modes of artworks/sculptures and Council acknowledges artists’ freedom to creativity in coordination to the place. Council officers may also request additional documentation in artwork & site allocation from the artist (E.g. Risk Management Plans, Engineering Certificates).

When allocating sites for artworks, Council will consider (but is not limited to) the following assessment criteria:

§  Relevance to site

§  Safety

§  Access & egress

§  Installation & removal

§  Site care & maintenance

§  Environment & noise

§  Surrounding user groups

§  Surrounding activities

Restricted sites may include (but are not limited to):

§  Unsafe sites or distances to other activities

§  Environmentally protected sites

§  Sites of heritage or cultural significance

§  Sites which are in close proximity to businesses and residences

4.  Transportation of Artworks to and from site
It is the responsibility of the artist to arrange transportation of artworks to and from the exhibition site, including

related expenses and disposing of any packing materials.
Rockdale City Council staff will liaise with the artist in regard to installation and removal dates, times, processes

and procedures.
In signing this document, artists are aware that all transportation will be arranged and paid for at their own expense. Rockdale City Council recommends that artists enquire about transportation costs prior to submitting this application.

5.  Installation, Dismantle & Removal of Artworks
It is the responsibility of the artist to arrange the installation and dismantle and full removal of the artwork to and from the exhibition site. This is inclusive of organising:

§  Additional labour or assist this process

§  Transportation (inclusive of trucks, forklifts and)

§  Installation materials or tools

Rockdale City Council will have a site manager to assist with access to Council land, directing vehicles and artists to specific sites and ensuring all installation and removal is in line with WH&S and Risk Management principles. Rockdale City Council will not have additional staff on site to assist individual artists in setting up or dismantling their works and

it is recommended that artists bring additional crew to assist with these tasks.
Should an artist be successful in their application, they will be required to complete further documentation with

Council, including but not limited to: A Risk Management Plan, vehicular and plant statements and installation/dismantle/removal schedule in conjunction with the Recreation, Arts & Culture Officer.

Rockdale City Council will allocate dates and times for the installation and removal of artworks. Each artist will be provided with two days to install and one day to remove their artworks for the exhibition period. Dates and times allocated to each artist are final, unless otherwise agreed to by Council.
It is the responsibility of the artist to ensure the site is correctly prepared for install (in line with Council supervision). Should the site not be useable and safe and any artist incurs damages the artist will be responsible for paying costs incurred by Council to repair the site.
Any artworks which are not removed by the artist within the timeframe provided will be removed by Council, and therefore will become the Council property.
Should artworks be sold during the exhibition, it is the responsibility of the artist to arrange removal of the artwork from the exhibition site within the timeframe provided by Council – and organise transfer of artwork to the purchaser after this time.

6.  Maintenance
It is the responsibility of the artist to maintain the artwork during the exhibition period to ensure the artwork is safe, intact and in good condition. Additionally it is the responsibility of the artist to ensure that the artwork presents as it was originally described in the artists application.

7.  Storage
Rockdale City Council will not provide storage facilities for this exhibition, and it is the responsibility of all artists to arrange storage of their works as required.

8.  Risk Liability
The exhibition does not have Public Liability or Product Liability Insurance to cover the artworks/sculptures.

Artists accept responsibility for their own Public Liability Insurance to the amount of $20 million.

Artists who exhibit works within the Rockdale Outdoor Gallery Art Prize are doing so at their own risk.

Council does not accept liability for artworks placed within this exhibition.
Whilst Council officers will inspect sites over the period of the exhibition and security patrols will be in place to monitor the sites over night; Council will not be monitoring artworks or sites at all times.
It is the responsibility of artists to ensure that their artworks are secured sufficiently, and checked on a regular basis.

Any acts of vandalism or damages to artworks should be reported to Council immediately.
In signing this document, the artist acknowledges that Council (or Council appointed) officers or contractors

may be required to handle or move artworks for any reason deemed appropriate by Council (including but

not limited to damage to artworks, safety and curation).

9.  Sales
Should artists choose to nominate their artworks for sale during the Rockdale Outdoor Gallery Art Prize; artworks will be sold by Rockdale City Council in line with the following conditions:

§  All artworks will be nominated for sale by Rockdale City Council on behalf of the artist exclusively

§  All sales will be made in Australian Dollars

§  The artist must provide Rockdale City Council with a sale price for the work within this application.
