JOINING INSTRUCTIONS

1INTRODUCTION-

AIPSCB has allocated the 7th All India Police Badminton Championship(For Gazzetted Officers Only) to Uttarakhand Police.The Championship will be held at Dehradun from 8thOctober 2014 TO 11thOctober 2014. The competition will be conducted in accordance with the Rules and Regulations laid down by the All India Police Sports Control Board, New Delhi.

2LOCATION-

The championship will be held at Dehradun which is the capital of Uttarakhand state. It is a valley, situated in the foothills of Shivalik, 270 km away from Delhi and is well connected by air, road and rail. 52 kms from Haridwar, 40 kms from Rishikesh and 30 kms from Mussoorie.

3CLIMATE-

Weather of the Dehradun city will be slightly cold during the tournament and warm clothing's will be required. Temperature will be from 17oCto 26 oC. approximate.

4VENUE & COURT CONDITIONS-

The championship will be held at the Indoor stadium ofPolice Lines, Dehradun & Parade Ground Dehradun. The stadium haswooden courts with flood light facility. Synthetic Hova courts shall be laid on two of the wooden courts like international matches. Official shuttleto be used in the tournament will be 'Yonex/Lining'.Matcheswillbeplayedthroughouttheday & if required in the night also.

5CATEGORIESOF THE MATCHES-

Competition will be held in the following 10 events:-

1) Team Championship - 2 singles + 1 Doubles for the same police organization

2) Open Singles

3) Open Doubles

4) Veteran Singles 45+

5) Veteran Doubles 45+

6) Veteran Singles 55+

7) Veteran Doubles 45+

8) Mixed Doubles- (Lady officers & ladies wives can participate)

9) Ladies Singles (Open)

10) Ladies Doubles (Open)

Separate singles/doubles matches will be held for lady officers 45+ and 55+ category provided there are at least four entries for these events.

7RECEPTION & REPORTING-

Officers arriving by train will be received at Dehradun Railway Station. Officers arriving by air will be received at Jollygrant domestic airport, which is 29km away from Dehradun. Officers arriving by road will be guided from the border of Dehradun city to their respective places of accommodation, if their travel plan is received in time. It is requested to intimate the date of arrival well in advance to make necessary arrangements for accommodation, transport and reception. Participants are requested to make their return journey arrangements in advance so as to avoid any inconvenience.

8ACCOMMODATION & TRANSPORT-

Accommodation for all officers will be arranged in various guest houses & hotels in Dehradun as per their ranks. The details regarding rank wise number of officers of each participating team should be sent to the undersigned along with the entry form latest by 25th Septempber, 2014 for making necessary arrangements. Transport for the officers to and fro their place of stay and the venue of competition will be provided.

9ENTRIES-

A model entry form is enclosed along with these joining instructions. The complete entry forms along with eligibility certificate & demand draft in favor of "AAYOJAN SACHIV 7TH ALL INDIA POLICE BADMINTONCHAMPIONSHIP-2014" payable at State Bank of India, Collectorate Compound, Dehradun towards the entry fee. The same shall be reached in the office of Organizing Secretary on or before 25th ofSeptember. 2014. Entry fee in cash can be deposited on 07th October 2014 also during the Manager's meeting, if the entries have not been sent in advance.

10PRACTICE SESSION-

There will be Practice sessions on7th Octoberfrom 1000 hours to 1530 hours & 1700 hours onwards at the Indoor Stadium of Police line.

11MANAGERS MEETING & CLINIC & DRAW OF MATCHES-

A meeting will be held at Police line, Dehradun with Team Managers/Captains/Coaches at 1600 hrs after the practice session is over on 7th October 2014.

The grouping of different teams in two or more blocks will be decided by Tournament Conduct Committee in this meeting. After the grouping, draws will take place. The fixtures and schedule of matches will also be decided at this time. After the draws, a general meeting of managers will be held to discuss about the various arrangements and formal ceremonies.

12OPENING AND CLOSING CEREMONY-

Opening Ceremony will be held on 8THOctober in the F/N session, while closing ceremony will be held on 11THOCTOBER A/N. The dress code for both the ceremonies will be;

White Shirt, White/ Gray Trousers, Navy Blue Blazer, Service Tie, Sports shoes

All the participating teams should bring two flags (size 4 feet X 6 feet) of their respective organizations, which would be flown alongside those of the All India Police Sports Control Board and other organizations at the venue of the championship.

13CONTROLROOM-

Office of Deputy Inspector General of Police, Garhwal Range,1, Court Road Dehradun will function as Control Room for the championship till 6th October, 2014.The Control Room will shift to Police line, Dehradun from 7thOctober, 2014 onwards.

14RULES AND REGULATION

The 7th All India PoliceBadminton Championships will be governed by the following rules and regulations:-

  1. All India Police Badminton Championship (for officers only) will be held once every year under the aegis of the All India Police Sports Control Board (AIPSCB).
  2. The Championship will be held over a period of 3-4 days.
  3. The host organization will be decided the dates with the approval of the AIPSCB.
  4. Serving Police Officers of the rank of Dy.SP/equivalent rank and above representing only those Central/State/UT Police Organizations which are affiliated to the AIPSCB, are eligible to participate in the championship.
  5. The championship will comprise of the following events (i) Team event (ii) Open singles (iii) Open doubles (iv)Veteran singles (v) Veteran doubles (vi) Mixed doubles
  6. For the team event.All members of a team should belong to the same Police Organization. However, for open doubles and veteran doubles, the pairs can comprise of officers belonging to any of the participating Police Organizations.
  7. Veteran's events will be open to serving officers of age 45 years and above whereas serving officers of any age can participate in the open events.
  8. Separate singles and doubles matches will be organized for serving lady officers provided there are participants from at least 4 different Police Organization.
  9. The participating Police Organization must have a team comprising a minimum of two officers to be eligible to take part in the championship. The total strength of the participating teams should not exceed six members.
  10. The organization Committee reserves the right to cancel the event if the number of participants in any event is less than four.
  11. The host organization will make arrangements for two or three courts of the same surface for the conduct of the championship so that it is possible to complete it within 4-5 days.
  12. Suitable seeding will be given to the teams individuals player who had reached the semi-finals/finals of the various events in the last championship.
  13. Team matches up to the quarter-final stage will be played on knock out basis. The grouping of different teams in two or more block, on the basis of seeding will be decided by the following organizing committee in the meeting of team captains/managers on the eve of the championship. The schedule of matches will also be decided in this meeting.
  14. The team event will comprise of two singles and one doubles with the doubles played between two singles matches. There will be a draw of lots before the start of the team matches to decided as to who will play the first singles.
  15. All matches will be decided on the basis of best of 3 games as per the rules of Badminton Association of India (B.A.I.).
  16. It will be the responsibility of the players to ascertain the schedule, venue and other relevant details regarding their matches of the day from the Organization Secretary or the other responsible officials of the host organization.
  17. The current rules of B.A.I. shall govern the conduct of the tournament except where these rules have been modified specifically to suit the requirement of the championship.
  18. The decisions of the Organizing Committee will be final regarding all matters pertaining to the championship and will be binding on all participants.
  19. The Organizing Committee shall arrange for umpires. However, umpires may also be drawn from amongst the participants, if required.
  20. The Organizing Committee will nominate a person, who has the knowledge of BAI rules, as the Chief Referee. The decision of the Chief Referee will be final as regards the conduct of matches.
  21. The entry fee for the team event will be Rs 1000/- per team. For the open singles/veteran singles the fee will be Rs 300/- per participants and for open doubles/veteran doubles the fee will be Rs. 500/- per pair
  22. All teams must deposit the entry fee before the schedule of matches is decided in the meeting of team captains on the events of the tournament.
