The Intensive Development Programme

Our newly launched programme is designed to give you the skills, responsibility and exposure you need to deliver for us and move up. We will structure your programme to include leadership opportunities, a meaningful placement elsewhere in the organisation and structured training. When you finish, you will have the skills to move up in LCR Combined Authority, move into one of the city region’s businesses as an effective professional or start your own thing.

Background on Devolution

The UK is one of the developed world’s most centralised states. Government in London has more concentratedpower than its equivalents in Paris, Berlin or Washington, D.C. Yet, in England, the success of regional bodies in Greater London and Greater Manchester have provided a blueprint for authorities empowered to deliver growth and wellbeing at the city region level.

Devolution gives ambitious city regions a once-in-a-lifetime chance to establish a platform of regional government and use that platform to claim powers and responsibilities from central government, developing locally targeted policies that are supported by significant public funding.

The Liverpool City Region has taken this once-in-a-lifetime chance.

In 2014, its six underlying local authorities came together to form a combined authority (the “LCR Combined Authority”, “Us”, “We”).

In 2015, LCR Combined Authority struck a historic devolution agreement with central government. The agreement passed responsibility to us for decision making and resources around employment and skills, housing and planning, transport, innovation, business growth and support, energy, culture and finance.

It also made almost £900 million available over thirty years to invest in the region’s economic growth and wellbeing. In reality, LCR Combined Authority expects to invest £~200 million per annum across the infrastructure, housing, transport, property, skills and corporate sectors.

In 2017, the 1.5 million people of the city region elected Steve Rotheram as Metro Mayor.

Our Agenda

Devolution is about delivery. Our Growth Strategy, Building Our Future, outlines a 25 year approach to generating economic growth through three pillars of productivity, people and place. We will use an evidence based, high skill approach to delivering on this strategy, investing for maximum impact.

Whether it’s the Northern Powerhouse, a new industrial strategy, transport infrastructure or innovative solutions to green energy, LCR Combined Authority wants to be front and centre of the national debate and the local solution.

The LCR Investment Team

The Combined Authority is establishing a new and empowered investment team to deploy its significant funding. The team will use commercial best practice to fund projects that generate financial returns, economic growth, and social and environmental benefit. It will support the City Region’s highest profile projects and seek to be catalytic in improving its global competitiveness.

The investment team comprises a Director of Commercial Development and Investment, two senior investment professionals, a project development specialist and more junior members selected under the Intensive Development Programme, with support from the Combined Authority and external consultants. We will work to an investment committee of nationally recognised and highly engaged experts, and team members will have exposure to these experts.

The Investment Team's work will have a significant impact on LCR Combined Authority, its constituent local authorities and the businesses, organisations and people of the City Region

Our Ask of You

We want people who are passionate about supporting the vision and aims of Liverpool City Region Combined Authority; who have high personal motivation and show a willingness to go the extra mile for the team.

You will be a graduate with a 2.1 or above Honours degree, preferably with a postgraduate degree or other professional training. We will favour candidates whose qualifications have a quantitative or legal element.
