Maine CONOPS

2015-2018 Memorandum of Agreement

Purpose of CONOPS. The Concept of Operations Plan (CONOPS) for healthcare organizations in Maine outlines the protocols and procedures to be used by Maine healthcare organizations to gain temporary assignment of Maine’s shared emergency frequencies for public safety incident management during contingency operations.

The CONOPS plan referenced in this Memorandum of Agreement is titled STATE OF MAINE, CONCEPT OF OPERATIONS FOR INCIDENT COMMUNICATIONS INTEROPERABILITY and is published by the Maine Emergency Management Agency.

Role of Maine Emergency Management Agency (MEMA). MEMA coordinates a broad spectrum of public, private and non-profit organizations. In any major emergency or disaster, local emergency management officials may need to call on resources beyond county, state or even national boundaries. By maintaining a strong emergency management partnership, MEMA ensures that no one will face disaster alone.

Regarding the Maine CONOPS, MEMA is the coordinating agency for this collaborative agreement between the primary signatories listed herein.

We understand and agree that:

  • Coordination of CONOPS. MEMA will be the coordinating authority for this agreement.
  • Awareness and training coordination. MEMA will provide guidance and facilitation for standardization, awareness, and training to Maine’s emergency response partners.
  • Authority for activation of CONOPS. The Director of MEMA will be the sole authority for activation of a CONOPS scenario.
  • After Action Reviews. The Director of MEMA agrees to hold an After Action Review (AAR) after each CONOPS activation, to capture lessons learned and modify the CONOPS as necessary.
  • Period of Agreement. The 2015-2018 CONOPS will be in effect for a period of three years, until March 1, 2018; at which time the Director of MEMA will convene a formal meeting of the prime signatories to review and renew the Maine CONOPS plan as appropriate.

We the undersigned do hereby assent and agree to the CONOPS referenced in this Memorandum of Agreement; and hereinafter, this CONOPS will be in effect for the State of Maine.
