SOW 1:SCOPE OF WORK
SOW 1.1.Description of the SERVICE
- SCOPE
Tender for the supply and delivery of dewatering belts for belt filter presses for the City of Tshwane (CoT): as and when required: 3-year period.
- BACKGROUND
The belt filter presses are used at various Waste Water Treatment Works (WWTW) to dewater sewage sludge from a solids consistency of 2% to 18% solids. Feed streams to the dewatering plants comprise anaerobically and aerobically digested sludge. Regular operational wear and tear, misalignment, clogging and tearing through introduction of foreign objects leads to a decline in process performance. This requires that the dewatering belts be replaced to achieve the same level of function.
3.DELIVERY ADDRESS
3.1 The belts must be delivered at the Daspoort WWTW Workshop store at, Bosman Street Extension, Pretoria.
3.2 Delivery shall occur at least 5 days after an order has been placed with the supplier.

- All the belts shall be manufactured from polyester.
- Item 1 to 16: The belts will be ordered per specific length and width and must be complete with clipper seam joints with patented chevron epoxy.
- Item 17 to 18: The endless belts must have spliced hand-woven seams.
- All the edges of the belts shall be heat cut and sealed
- The edges of items 17 and 18 shall have a 20mm resin impregnation on the sides in the direction of movement.
5. GUARANTEE AND DEFECTS
The Supplier shall guarantee that all belts delivered do comply with the specifications above.
Technical data sheets to support that the belts offered do comply with the specification in clause 4, must be included with the tender document.
6EVALUATION OF TENDERS, PRICING AND APPOINTMENT OF CONTRACTORS
6.1An estimate is done in this tender on the total number of belts required, over the three-year contract period as indicated in the Price Schedule tables and it is used for tender evaluation purposes only. The number might vary over the contract period,
6.2All items will be evaluated together and only one contractor will be appointed.
7MANDATORY TEMS
7.1The following table must be completed and documentary proof attached where applicable.

Stage 3: 90/10 POINT SYSTEM
The bid will be evaluated in three stages- first stage; mandatory items; stage two; functionality will be assessed and then the 90/10-point system as prescribed in Preferential Procurement Regulation 2011 as stage three. The evaluation will be done as follows:
Stage 1

- Copy of contract/agreement between bidder and dewatering belts supplier/manufacturer assuring support and supply to the bidder. Where the bidder is the manufacturer, proof in the form of an affidavit signed by the commissioner of oats should be submitted.
HIGHEST POSSIBLE SCORE / 100
Bids that do not achieve a minimum score of 70 (out of 100) for functionality will not be evaluated further and will not pass to STAGE 3 of the Bid Evaluation Criteria.
Stage 3
The system comprises of the following three elements:
(i)Functionality 100 points
(ii)Price 90 points
(iii)BEE Contributor level10 points
90 points are allocated for price and 10 points are allocated for BEE Contributor Level.
Evaluation in terms of the 90/10 preference point system
The bid will be evaluated in terms of the 90/10-point system as stipulated in the Preferential Procurement Regulations, 2011. 90 points will be allocated for price and 10 points for attaining the B-BBEE status level of contributor.
Points for price will be calculated only for shortlisted bidder/s as follows:

The maximum possible score that can be achieved for price is 90 points
NB: Bidders are required to, together with their bids submit original and valid B-BBEE status level verification certificates or certified copies to substantiate their B-BBEE rating claims. A bid will not be disqualified from the bidding process if the bidder does not submit a certificate substantiating the B-BBEE status level of contribution nor is a non-compliant contributor. Such a bidder will score 0 out of maximum of 10 points for B-BBEE.

Note: No preference will be awarded without submitting of a valid B-BBEE certificate or a consolidated B-BEE Certificate in case of a Joint Venture, Trust or Consortium and total points scored will be calculated by adding points scored for price and B-BBEE Contributor Level.
NB: It is advisable that the above mentioned documentation is submitted with the tender document. The tender will not be evaluated or scoring points will not be awarded if the tenderer fails to submit the above mentioned documentation.
