Re:City of Bayou Vista Street and Drainage Project

Monthly Progress Meeting – May 8, 2012

Dear Mr. Rosenquist,

A monthly project progress meeting was held on Tuesday, April 10, 2012 at the project site. The attendees were:

Mr. Bobby Rosenquist, Mayor, City of Bayou Vista

Mr. Vaugn Henry, Alderman, City of Bayou Vista

Mr. Paul R. Odin, Chief of Police, City of Bayou Vista

Mr. Jan Sherwood, Project Manager, John D. Mercer & Associates

Mr. Jeff Laney, Project Inspector, John D. Mercer & Associates

Mr. Lee Abbott, Project Manager, Garner Paving & Construction

Discussion items were as follows;

  1. Project Schedule; A revised project schedule as submitted by Garner Paving was reviewed. According to the schedule, the project is on track to be completed prior to the contract completion date in October. Garner paving indicated that the north laneof Barracuda will receive a prime coat and that they will be starting work on the road base on the south lane this week. According to the schedule, Pompano Street and Blue Heron will be worked on in June and July.
  1. We discussed the procedure for handling any complaints from residents. All will be referred directly to Garner Paving & Construction for resolution.
  1. We discussed the drainage laterals (the drain pipes leading through private easements towards the canals) as there was concern earlier about the pipes being impacted by blockages. Mayor Rosenquist indicated that the city fire department has been flushing some of the pipes with their equipment and to date have not found any of the pipes to be impacted.
  1. Just to clarify responsibilities the means and methods, working hours, etc. to complete the project according to contract are the contractor’s responsibility. The engineer’s oversight is to verify that the project is built according to the plans and specifications, within the allocated budget and completed by the contract completion date. The engineer’s contract is with the state and the contractor’s contract is with the city. The engineer and the city authorize all application for payments which are then forwarded to the state for oversight. The state then provides funds to the city for contractor payments.
  1. As a reminder, resident access to the roadways being worked on will be maintained during construction. If the residents have questions about access, they should contact the contractor’s employees first and if not available contact the city or the engineer’s office.
