The Peace Corps is a United States federal agency that promotes international peace, friendship and sustainable
development by providing trained men and women to serve in local communities. In Ghana, these trained men
and women (Peace Corps Volunteers) work in the areas of health, education, and agriculture. The agency in
Ghana is seeking to hire a Pre-Service Training Coordinator (PSTC) to assist with its operations in the
Kukurantumi Office.
The PSTC will be experienced in adult training methodology and have a high level of leadership and coaching skills. The candidate must have exceptional organizational skills, good interpersonal skills and must be able to multi-process and work under pressure. In addition, the incumbent must have demonstrated advance proficiency in Microsoft Office 2007 and 2010.
This is a permanent, full-time position based at our Training Centre in Kukurantumi and reports to the Training Manager directly with the Director of Programming and Training (DPT) as the second line supervisor.

REQUIRED QUALIFICATIONS
· Bachelor’s Degree
· Minimum of three years in adult training/learning experience in a professional environment
· Experience in organizing logistics for events and office administration.
· Minimum of five years’ experience in a cross-cultural setting

Pre-Service Training Coordinator (PSTC)
POSITION DESCRIPTION
The U. S. Peace Corps is an agency that promotes international peace, friendship, and sustainable development by sending trained men and women, Peace Corps Volunteers (PCVs), to serve in countries that have requested assistance. Pre-Service Training (PST) is a 10 – 12 week orientation program that provides PCVs with intensive language, culture, and technical training. The PST Coordinator is responsible for the delivery, management, accounting and operation of all components of PST. The PST Coordinator coordinates with the APCD and reports directly to the Training Manager. The PST Coordinator works directly with Peace Corps Staff, partners, and PCVs and supports the U. S. Peace Corps mission in Ghana in the following main areas:

Training Management 50%
· Ensures PST meets the highest standards of training excellence, targets the learning needs and styles of Trainees, and reflects up-to-date research and best practices.
· Works closely with the training team to deliver an integrated training program incorporating the principles of experiential and adult learning and adheres to Peace Corps' philosophy towards training.
· Provides clear direction to and engages the training staff in the planning and implementation of PST.
· Takes coordination from the APCD and Training Manager and works closely with appropriate Peace Corps Staff to ensure PST addresses learning competencies across all organizational units (Programming, Administration, Safety and Security, Medical).
· Manages the budget for PST. Coordinates the collection of pro-forma invoices, drafts budgets, and monitors the purchase of goods and services. Keeps accurate records to account for all financial transactions. Works closely with the Director of Management and Operations (DMO) to ensure all Peace Corps policies and procedures are followed.
· Monitors and evaluates specific and broad-based training curricula using a variety of methods including observation, surveys, testing, and interviews.
· Helps design, plan and deliver the Training of Trainers’ (TOT) workshop for all training staff.
· Solicits Trainee input into the design, delivery and evaluation of the training program.
· Ensures all PST session plans are updated, well-organized, and accessible. Ensures training methodologies are varied (lecture, small group, hands on, role-play, etc.) and well supported.
· Keeps an up-to-date library of training resources and materials that is well organized and accessible.
· Establishes sound working relationships with partners, internal and external, to ensure PST is well supported and transparent.
· Assists in the planning and implementation of all community-based training components to meet specific training objectives that are understood by all parties involved.
· Compiles and submits a comprehensive final report at the end of PST to the APCD and Training Manager.
· Assists the Training Manager with the completion of the Training Status Report (TSR) for submission to Peace Corps Washington.
· Performs other duties as directed by the Training Manager, DPT or Country Director (CD).
Leadership & Coaching 30%
· Delivers a high energy PST that encourages accelerated learning and engagement.
· Inspires and motivates the training team and Trainees.
· Provides clear direction and support to the Logistics Coordinator (LC), Homestay Coordinator (HC), Language and Culture Coordinator (LCC), and the Training Secretary to ensure PST is well designed and efficient.
· Supports trainers in session plan development and delivery and how to engage Americans in the learning process. Observes training staff during sessions and provides useful feedback and constructive criticism.
· Ensures that the entire training staff and Trainees have a complete understanding of Peace Corps policies, performance objectives, and integrated training design.
· Provides expertise and leadership in counseling Trainees and staff. Serves as a model in giving and receiving feedback.
· Provides leadership which establishes and maintains a healthy productive team spirit among all those involved in training.
· Identifies and reports to the Training Manager Trainees of special concern or who seem to be having trouble adjusting to, or performing in PST, while maintaining confidentiality.
· Recommends, in coordination with the Training Manager, to the DPT and CD all Trainees that should or should not swear-in as a Peace Corps Volunteer with supporting documentation.
· Ensures that the language program tests all Trainees' language learning progress regularly and according to the competencies taught, and that the entire training staff and Trainees understand the purpose and objectives of the oral proficiency interview format used throughout the PSTs.
· Ensures that all persons visiting the training site are briefed on the status of the training and the training site regulations. Explains the visitor's role and any other matters pertinent to the visit.
Safety and Security 20%
· Works closely with the Peace Corps Safety and Security Coordinator (SSC) to ensure all aspects of training are safe for Trainees, Staff, and PCVs.
· Works with the SSC to develop and maintain working relationships with police and community leaders to ensure the safety and security of Trainees and Volunteers and Staff.
· Participates in the Emergency Action Plan (EAP) simulations and implementation of EAP events during actual emergency situations; and
· Employs appropriate measures to ensure the safety and security of all Trainees and PCVs.
Performs any other duties that may be assigned to him/her by the Training Manager, DPT or his designate.
Safety and Security Duties for all Peace Corps positions:
§ Addresses safety and security proactively by ensuring appropriate assignments for Trainees and adhering to Peace Corps site development policies and procedures.
§ Identifies and immediately communicates Volunteer and Trainee safety and security concerns or issues to the Safety and Security Manager (SSM) and the CD.
§ Ensures prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.).
§ Reviews and references site history files when evaluating potential sites. Incorporates appropriate site-specific safety and security-related information into site history files.
§ Ensures designated host country counterparts participate in counterpart orientation/training and are prepared to work with and support Volunteers, including their role in Volunteer safety and security.
§ Maintains communication with each Volunteer and solicits periodic feedback, including information about Volunteer safety and security.
§ Maintains a calendar of Volunteer site visits, and completes appropriate number of site visits to assess Volunteer progress, safety and security, and to provide technical guidance and moral support.
§ Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security, and initiates corrective action as necessary.
§ Participates in the design and implementation of the Emergency Action Plan (EAP).
§ Acts as duty officer, as needed.
§ Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.
Temporary Duties (TDY):
The contractor is subject to worldwide availability and may be requested by the Peace Corps to be reassigned or transferred permanently to another Peace Corps Post/Headquarters or perform temporary duties (TDY) as required and to travel to other assignments within Peace Corps’ as assigned.
Any such reassignment or transfer shall be subject to agreement of the Contractor. The Statement of Work as defined will remain the same: however the duties may be subject to change as determined by the Contracting Officer.
Occasional Money Handler:
This position may act as an Occasional Money Handler, as assigned, to perform work within the scope of duties. The PSC may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to PST/IST training sites, or other locations as directed by the Contracting Officer. The PSC may also be required to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient.In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer; of the Peace Corps Act.
