BACKGROUND

International Medical Corps is a leading international humanitarian agency who responds to the population’s health and psychosocial needs in humanitarian settings, while also supporting the recovery of systems and services in transitional and development contexts. Currently, the technical team provides leadership and advisory support across International Medical Corps HQ departments, contributes to global policy and practice and direct technical support to country program teams inclusive of: reproductive health, gender based violence, mental health & psychosocial support, water, sanitation and hygiene, and monitoring and evaluation. This is further enhanced by a nutrition and food security team who provide technical leadership and support to country programs.

International Medical Corps recently recognized that a more pro-active and systematic involvement in the WASH sector could present an exciting opportunity for the organization, achieving a greater overall health impact for the people served and contributing to the establishment of a more robust funding base. This position is thereby focused on leading the WASH strategic directions and program implementation for International Medical Corps global programming to achievedelivery of integrated, evidence based programs that reduce WASH-related morbidity and mortality in emergency and transitional settings.

KEY RESULTS AREAS (PRIMARY ROLES AND RESPONSIBILITIES)

The Senior Global WASH Technical Advisorprovides technical leadership and support with the aim to increase the organization’s overall portfolio, and improve WASH program quality and accountability through;

  • Leading a team of technical specialists and regional advisors.
  • Co-leading resource mobilization for WASH;
  • Building and maintaining strategic partnerships;
  • Contributing to strategic and operational planning;
  • Strengthening internal and external coordination and collaboration.

Technical Program Leadership

  • Ensure that the WASH strategy remains relevant through timely review and modification, and that it is in use by HQ and field teams
  • Provide guidance to the WASH team at global, regional and country level in accordance with the agreed International Medical Corps WASH strategy, and international and national standards ;
  • Lead the development, adaptation, testing and mainstreaming of best/good practices in needs assessment, project design, implementation, M & E, and research;
  • Ensure optimal coordination and collaboration of WASH team members with relevant HQ departments, and contribution to relevant organizational initiatives;
  • Develop an Inventory for International Medical Corps WASH trainings and design and lead technical capacity building initiatives;
  • Ensure that lessons learning and research around program quality is carried out and used for program quality improvement in country programs and program partners;
  • Ensure effective and efficient program monitoring and reporting processes are in place and implemented for all program activities;
  • Contribute to strengthening the organization’s Emergency Response (ER) efforts through the further development of a roster of candidates for relevant roles; a repository of WASH technical resources for ER; an inventory / catalogue of WASH ER items etc.
  • Work with the program leadership to make sure every project being implemented (and developed) has a Log Frame or Results Framework.

Resource Mobilization

  • Maintain mapping of partners and donors relevant to the expansion of WASH programs;
  • In close coordination with the WASH advisory team and HQ management, leverage existing partnerships and strategically contribute to public and private resource mobilization;
  • Respond to solicitations for WASH, on behalf of International Medical Corps to interested donors and parties;
  • Ensure appropriate visibility at global and regional platforms and forums concerning WASH in humanitarian, transitional and development programming.

Build and Disseminate Evidence

  • Build the evidence of best/good practices and results of operational research for International Medical Corps globally and enable the team to present on local and global platforms;
  • Lead the development of a WASH results database in collaboration with the technical advisors and M&E team;
  • Participate in relevant meetings at the national, international and policy levels to advance International Medical Corps’ WASH objectives. This may include meetings with governmental donor agencies, various UN Agencies, the Global WASH Cluster, as well as conferences and meetings of health and WASH organizations.

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Director of Health Policy and Practice

PERSON SPECIFICATION:

  1. Graduate degree in water sanitation engineering or related field
  2. Extensive relevant experience in WASH program implementation at the field-and global level in humanitarian contexts
  3. Solid understanding of cross-cutting issues and related research agenda in international WASH programmes in humanitarian and development contexts
  4. Proven experience in appropriately using WASH in support of health and nutrition outcomes
  5. Ability to carry out critical analysis of needs, gaps and opportunities in relation to assure delivery of quality programming
  6. Proven experience in knowledge development and evidence based advocacy
  7. Proven experience in capacity building, facilitation of multi-stakeholder processes, organizational learning, and change processes
  8. Strong written and oral communications skills including ability to write technical documents and give presentations to colleagues in and outside of International Medical Corps

9. Proven experience in the participation at technical platforms

10. Ability to develop trust and strong collaborative working relationships
