Job Purpose
Form an integral part of the Service Management Team and provide effective management and leadership to the Operations Support & Community Safety Function across the Service. To provide value-adding professional support and guidance to managers that is consistent with the business needs of the Service and contributes to efficient performance and service delivery.
To identify and develop strategies in order to support the Integrated Risk Management Plan (IRMP).
Through the effective use of financial, physical and human resources, contribute to the development, planning and delivery of organisational objectives and strategy.
To champion and actively promote our Equality and Diversity policies and strategies, including the Core Values of Hampshire Fire and Rescue Service ensuring that these are central to all aspects and activities of the Service.

Principal Accountabilities
1Influencing Organisational Strategy (I think this one should come first)
As part of the Service Management Team, you will influence the business and decision-making process to manage and resolve corporate issues through ensuring the policies and procedures within your function reflect the corporate needs. You will be responsible for producing a functional Medium Term Plan to achieve the organisation’s strategic goals in line with the Corporate Aims and the Integrated Risk Management Plan (IRMP). The Medium Term Plan will be supported by the development of Functional Time Lines.
Through the allocation of roles and responsibilities, and by maintaining effective working relationships with key stakeholders, you will ensure that your Function is managed to ensure that the Corporate Aims are met.
2Implement and Manage Change
You will be responsible for the management of performance of your function. You will set aims, objectives, targets and performance measures to enable the Service to make informed decisions and improve service delivery. You will identify and agree opportunities for improvement with stakeholders, and implement and manage change to meet Service needs in accordance with our Core Values.
3Resolving Operational Incidents
By responding to operational incidents as part of the Senior Managers rota you will command up to Level 4 incidents or be required to undertake a command support role. When required, you will undertake incident debriefs. You will also be responsible for mentoring Group Managers attending Level 3 incidents. You will also undertake Gold and Silver command duties. In addition you will undertake command or support duties as part of the National resilience plan when required. This will include a responsibility to operate regionally or nationally if required, i.e. Mobile Convoy duties.
4Physical and Financial Resource Management
You will ensure the proper management of physical and financial resources within your function and you will make recommendations for expenditure as well as monitoring the success of your plans against agreed budgets. You will allocate resources appropriately to meet the needs of the Integrated Risk Management Plan (IRMP) and the Corporate Aims.
5Departmental Management
You will recruit, manage, develop and motivate employees within the organisation to ensure their duties are carried out effectively and professionally to meet the Service’s Workforce Plan and People Strategy and to add value to its activities.
6Equality and Diversity
By actively promoting the Service policies on Equality and Diversity and Fairness and Dignity at work you will develop an organisational culture that positively reflects best practice on equality and diversity issues and that meets the Service’s legal and ethical obligations and our Core Values.

By developing, advising, supporting and/or implementing quality systems and policies you will ensure that the organisation has robust systems and processes that support the organisational aims and Core Values. This may also include monitoring compliance and making recommendations for improvements to such systems and policies.
10Information Management and Communications
Identify, select, implement, monitor and develop legally compliant data capture and retrieval systems that ensure accurate and accessible information is available to meet statutory requirements and to provide Service Management, and your function, with effective decision-making tools.
11Project Management
You will lead on projects as agreed, utilising proper project management principles and practices. You will need to identify and communicate with key stakeholders and project sponsors (either internal or external).
12Health and Safety
You must promote a positive attitude towards the development and maintenance of a Health and Safety culture through all aspects of the organisation. Ensure employees within your function are aware of their responsibilities; that they comply with Health and Safety Legislation and Service Policies and Procedures.
Specialist Accountabilities
1.Responsible for development and implementation of the Community Safety strategy and for development of partnership working arrangements in Hampshire.
2. Responsible for ensuring the operational equipment and supporting policies and procedures support effective and safe delivery of our operational response.
3. Responsible for the strategic direction of Risk Intelligence and development of the corporate strategy.
4. Responsible for the service meeting its requirements as a Category 1 Responder under the Civil Contingencies Act and development of the service Business Continuity Plan.
