Context and Purpose of the Job

The Organisation

The Refugee Council has been changing refugees’ lives for the better since 1951, the year the UN Refugee Convention was first signed. From the Hungarians who fled their country in the 1950s, to the Syrians arriving in the UK today, the Refugee Council has been welcoming refugees to the UK for over six decades, transforming the lives of over a million individuals, holding successive governments to account and speaking out strongly for refugee rights.

Today, when more people are displaced by violence and conflict than at any time since 1945, when public and political opinion on refugees is increasingly polarised and when the UK asylum system routinely fails many who seek our protection, the need for the Refugee Council is greater than ever.

In the face of these challenges, our duty is clear: to expand our transformative services and make them available to many more people seeking protection; to mobilise greater public and civil society support for refugees; to promote refugee voices and boost the profile of refugee-led organisations across the country; and to ensure that the UK does not shirk its refugee protection obligations

To achieve this we deliver wide-ranging and holistic services across England informed by decades of experience and expertise. In 2016/17 we directly supported 7,522 people:

1)Integration Servicestackled destitution and homelessness for 635 adult refugees with welfare, employment and housing advice.

2)Children’s Services helped 3,328 unaccompanied minors navigate the asylum process and access their rights to protection and mainstream services.

3)Therapeutic Servicessupported 880 people to respond to their trauma through group and individual counselling.

4)Resettlement Services helped to resettle 1,044 highly vulnerable refugees through the UK Government and UNHCR’s Syrian Vulnerable Person Resettlement Programme and Gateway Project.

Underpinning our direct service delivery is a respected advocacy programme. We draw on the evidence and the insight gained through helping individual asylum seekers and refugees and use it to lobby and campaign for the structural and systemic changes that will ensure a fair and humane asylum and refugee system for all.

Income Generation

The Income Generation team is responsible for securing income to support the organisation’s charitable objectives and is also responsible for promoting the organisation to / communicating with a range of external stakeholders. Our work includes fundraising from a range of donors (individuals, trusts and foundations, statutory sources and major donors) as well as generating income from delivering training and events and responsibility for the Refugee Council’s website and branding.

The Trust and Statutory team is one of three teams within the Income Generation department working alongside a Donor Development team and Key Relationships team. There are currently two team members, a Trust and Statutory Manager and a Senior Trust and Statutory Officer.

Purpose

We are looking for an experienced and enthusiastic Trusts and Statutory Officer to join our highly motivated and committed department. This is a new role to increase the capacity of a busy and well-performing team at the start of a new three year strategic period. Successful candidates would be joining the team at an exciting point in its development as we seek to grow our incometo ensure we can deliver on ambitious plans to expand the reach of our specialist and expert services across the country.

The main purpose of this job is to work alongside the Trust and Statutory Manager and Senior Trust and Statutory Officerto deliver an effective Trust and Statutory programme that consolidates and increases income. With the full support of the Trusts & Statutory Manager and Senior Trusts and Statutory Officer, the new postholder will work both on their own and as part of a small team of three.

The key responsibilities of the role will be to:

•Take day-to-day responsibility for making re-applications and reporting to an existing portfolio of warm small/medium trusts (with individual grants worth up to £25,000 per annum)

•Undertake regular and methodical research to identify new prospects with potential to grow both the small/ medium trust portfolio and identify new larger grant opportunities to be managed by the Senior Officer and Manager

•Update and tailor proposals to best meet the giving interests and potential of funding prospects

•Be a collaborative member of the Trust and Statutory team, supporting the Senior Officer and Manager on large applications and reports as necessary.

Main Duties and Responsibilities

  1. Work-Plan and Targets
  2. With the support of the Trust and Statutory Manager, create and follow a monthly work-plan encompassing income generation from Trusts and Foundations who are able to give up to £25,000 per annum, account management and reporting for existing donors and prospect research for new funding opportunities
  3. Carry out this fundraising work-plantomeet a personal annual income target
  4. Contribute towards the regular evaluation of progress against the work plan to ensure annual income targetsand other KPIs are met
  1. Income generation
  2. Produce compelling cases for support and applications including accurate service information, statistics and case studies
  3. Submit high-quality applications for small-to-mediumsized grants between £500 and £25,000 that contribute towards the fundraising target
  4. When requested, support the Senior Trust and Statutory Officer and the Trust and Statutory Manager in the preparation and submission of applications above £25,000
  1. Account management and stewardship
  2. Ensure all donors areappropriately thanked and grant terms and conditions acknowledged, recorded and met
  3. Liaise with operational staff to collate information and prepare end of grant or mid grant reports to small and medium charitable trusts or foundations.
  4. Prepare and submit accurate, informative reports for all funders in line with requirements and deadlines
  5. Maintain positive and strategic relationships with funders through a relationship-based approach to fundraising.
  1. Prospect Research
  2. Assist in the delivery of research programme to ensure we are up-to-date with new potential funders and new funding opportunities from trusts, foundations, Lottery and statutory sources.
  3. Record accurate and thorough information relating to prospects including application methods and deadlines, giving interests and potential ask amounts
  1. External Relationships
  2. Maintain positive and strategic relationships with funders through a combination of regular telephone contact, face-to-face meetings, motivational proposals, informative reports and cultivation events.
  3. Maintain an up-to-date knowledge of developments in the sector and funding opportunities that relate to charitable trusts and statutory sources. Maximise on such opportunities through the support of a well developed network of contacts and research resources.
  1. Internal Relationships
  2. Keep up to date with the Refugee Council’s current and future work to identify and package up the most appropriate areas of the charity’s work, translating them into relevant, professional and compelling funding proposals to trusts and foundations (including corporate foundations).
  3. Promote cross-organisational working – including developing key relationships with service staff and finance teams - to ensure that fundraising proposals are co-ordinated, strategic and accurately reflect the objectives of the organisation.
  4. Secure the commitment of colleagues across the organisation to proactively support fundraising.

  2. Produce accurate and timely reporting onthe Officer’sannualwork-plan for the Trust and Statutory Manager. This includes income, applications and reports that have been secured or submitted month-by-month.
  3. Maintain accurate and up-to-date database, electronic and paper records on donors and grants including contact history, forthcoming actions and accurate financial recording.
  4. Support the development of a high performing team through informative communication and flexibly taking on appropriate tasks as needed.

Cooperating with the Refugee Council in delivering all legal responsibilities in respect of your own and your colleagues, volunteers, clients and others health and safety whilst at work.

Carrying out risk assessments of your own work and especially of your own workstation to ensure that you do not expose yourself or others to unnecessary risk.

Flexibility

In order to deliver services effectively, a degree of flexibility is needed and the post-holder may be required to perform work not specifically referred to above. Such duties will, however, fall within the scope of the job, at the appropriate grade. The job description will be subject to periodic review with the post-holder to ensure it accurately reflects the duties of the job.

Experience

Essential

  1. Experience of producing successful, tailored and high-quality applications to trust and/ or statutory bodies of up to £10,000 per annum including both unrestricted and restricted grants
  2. Experience of producing timely, high-quality reports that meet trust and statutory deadlines and requirements.
  3. Experience of successfully account managing a number of on-going trust and/ or statutory accounts simultaneously.
  4. Experience of researching new funding prospects and cultivating new relationships
  5. Experience working closely with service teams to develop strong applications and informative reports
  6. Experience using a fundraising database to record and monitor data for the purposes of delivering and evaluating fundraising activities.

Desirable

  1. A proven track record in meeting income targets within a defined timescale
  2. Experience of supporting applications to, and reporting for,larger grants from key institutional donors such as the Big Lottery Fund

Knowledge, Skills and Abilities

Essential

  1. Excellent written and verbal communication skills, including the ability to present complex information in a concise, creative and compelling manner to non-specialists
  1. Ability to quickly develop an understanding of the diverse nature of the work within the Refugee Council and to use this effectively in formulating funding proposals
  1. Numerate with the ability to understand project budgets and determine appropriate funding asks for applications.
  1. Ability to organise your own time effectively, managing multiple deadlines while showing good attention to detail and maintaining quality
  1. Excellent account management and interpersonal skills, with the ability to build positive and productive external and internal relationships from assistant to senior executive level
  1. Ability to use IT, Excel and Customer Relationship management (CRM) databases to maintain accurate records.
