Job Title: Supply Chain Manager

Reporting to: Head of ESF (Skills)

Role Overview:

  • To performance manage and coordinate the supply chain (including sub-contractors and specialist providers) for the ESF contracts (or as directed by the Director) within the Ixion Group of Companies to ensure company targets are met, evidence and quality compliance is achieved and contract profiles and deliverables achieved.
  • To maintain recording systems and processes to ensure effective monitoring, control and reporting against all contracts and projects by being present with the sub-contractors and meeting them and their Advisors at their delivery premises.
  • To manage Specialist providers, where appropriate.
  • To manage Employer Engagement Executives and Contact Centre Staff
  • To ensure we retain Merlin accreditation for the ESF contracts.
  • Contract Delivery responsibility for other contracts where requested by the Chief Operating Officer.

Principle Accountabilities:

  • To have Gross Profit / Contribution 1 (C1) responsibility for delivery and associated KPI’s from the supply Chain, which will be regularly monitored to ensure performance outcomes are to contract expectations each month and by year end.
  • To build relationships and work closely with the supply chain and key stakeholders.
  • Ensure that Ixion delivers excellent training and support to all of the supply chain and achieves contractual KPIs, for example meeting success rates, quality metrics, KPIs and equality and diversity targets.
  • Develop innovative delivery models to maximise C1 and continually improve the client journey using the supply chain.
  • To be accountable for the end to end process:
  • identifying and seeking out opportunities
  • Invoice and payments.
  • To work closely with the Ixion Compliance team and Head of Sub Contractor Policy to ensure standards of performance, Merlin and contract compliance is achieved.
  • Weekly/ Monthly Performance Reviews – ensure delivery of targets as set for the supply chain, and review performance on a consistent basis, reporting performance trends to Head of ESF (Skills). Where necessary to instigate and put sub-contractors on Performance Improvement Programmes that drives performance or legally allows us to change suppliers at no cost to Ixion in order to achieve contract outcomes.
  • Monitor any complaints received through supply chain and identify any trends - follow Ixion complaint policy to resolve and notify Head of ESF (Skills).
  • Management Information – aid with collation of relevant management information on contract performance as required to meet the terms of the funding contract and supply to the supply chain as needed so they can manage their business.
  • Weekly reporting required to Head of ESF (Skills).
  • Deliver ESF per contractual requirements – as requested by the Head of ESF (Skills).
  • Act as an outstanding ambassador for the organisation, build strong relationships with customers, stakeholders and strategic partners and embed the core values.
  • Clearly understand the supply chains needs and ensure Ixion has the business model, delivery ability and resources required to fulfil these needs.
  • Ensure all Audit and Governance issues are adhered to and that all matters of Health and Safety are regularly reviewed.
  • Work with the Quality Compliance Manager to monitor, evaluate and continuously improve the client journey.
  • Regularly update the Risk Register and bring issues straight to the Head of ESF (Skills) attention. Take mitigating actions in a timely fashion.
  • Initiate change rather than react to events and ensure a smooth implementation of programmes of change.
  • Create a culture of innovation and successful delivery to budget.
  • Ensure that appropriate systems are in place to meet the quality standards required by contracts and governing bodies, i.e. OFSTED, Matrix, Merlin etc.
  • Implement / oversee client satisfaction surveys
  • Provide support / cover for Direct Delivery if requested by Head of ESF (Skills).

  • Strictly adhere to all IXION processes and procedures
  • Ensure individual expertise and subject area knowledge is up to date through Continuous Personal Development, including sharing good practice, engaging with training and acquiring / maintaining any individual qualifications required for the role.
  • Work flexibly in the field and across offices, as and when directed by line manager.
  • As necessary, and in addition to the above, undertake other activities commensurate with the nature of the post.

Experience and Qualifications required

Essential

  • Previous experience of working with and performance managing Supply chains and an understanding of their KPIs would be vital.
  • Ideally proven experience in a senior business/operations role.
  • Possess strong leadership capability.
  • Possess excellent influencing, negotiating and problem solving skills, together with adaptability and flexibility.
  • Possess a strong track record of successfully interfacing with partners and customers; consistently delivering outcomes above expectations.
  • Experience of developing innovative operational models for new contracts.
  • Demonstrate an excellent understanding of finance / budgeting / forecasting skills that are essential to ensure contract are planned, controlled and monitored successfully.
  • Demonstrate an excellent understanding of business support services and people development services and their role in economic growth.
  • Demonstrate an understanding of the political arena in relation to public sector contracts.
  • Be prepared to actively work as part of a team, initiating appropriate recognition of individual and team achievements and of holding managers in their division to account, and to performance manage teams.
  • Be able to work in partnership with other staff members to ensure costs are minimised and processes are efficient.
  • Must be mobile for travel as required.
  • Contract coordination and contract compliance management previous experience through Supply Chain.
  • Excellent well developed interpersonal and communication skills, written and oral.
  • The ability to cross team work with client facing delivery staff and other teams within the organisation
