JOB TITLE:Human Resources Advisor

PRIMARY PURPOSE: To support the delivery of a high quality professional HR service to line managers and staff (including volunteers)to support the achievement of the Organisation’s strategic goals through effective people management practices of its entire workforce.

Main Duties:

The post holder will support the Head of Human Resources in providing support to line managers and staff of Age UK Cheshire, taking responsibility for all HR cases and operate as a point of contact for line managers and where relevant, employees. In addition, the post holder will be expected to undertake relevant HR projects including recruitment, planning, employment cycle changes as directed as well as related administrative duties.

Working in partnership with line managers on performance management, employee relations, and resourcing and staff and managementdevelopment.

Recruitment

a)To advise line managers on recruitment and selection strategies

b)To co-ordinate the appointment process for successful applicants

c)To supportand developrecruitment campaigns

d)To oversee the new employee process, ensuring appropriate documentation is received from new employees including evidence of Rights to Work in UK, insurances, driving licences, references, completed application form.

e)To process DBS applications and bring any relevant factors to the attention of the Head of HR. Produce Employee ‘Offer of appointment’ Letters; and associated Contracts of Employment.

f)To ensure job advertisements are placed to ensure best value and response.

g)To assist in the writing of Job Descriptions, ensuring consistency of approach.

h)To lead the initial candidate sifting process.

i)To assist in the formulation of interview questions and presentations and be part of interview panel when required.

j)To maintain the Staff Handbook and keep it updated.

Policies

a)To provide advice and assistance on policies, procedures and legislation.

b)To work closely with Head of HR and line managers to monitor, review and update all policies in line with current legislation and best practice

c)To ensure that managers are aware of and use all current Age UK employment policies and procedures, effectively, treating employees fairly, in line with good practice and legislative requirements whilst meeting Business need.

d)To write and present information briefings on a range of HR related topics

e)To attend policies and procedures group meetings to discuss and amend HR policies prior to presentation at senior managers/trustee meetings.

Attendance Management

a)To provide advice and guidance to line managers on attendance management processes

b)To record and monitor employee absences as appropriate in liaison with the HR administrator, ensuring all absences are recorded accurately.

c)To produce monthly sickness absence record by calculating sickness payments due and sending to payroll for processing in a timely manner.

Employee Relations

a)To provide advice and guidance on all employee relations and performance management issues within the organisation, giving appropriate HR advice in line with legal guidance.

b)To support managers in Disciplinary and Grievance hearings. This includes commissioning an investigation, where appropriate, guiding and advising the manager during the hearing, taking appropriate notes and confirming the outcome

c)To supportthe Head of HR in work reviews and change processes

d)To effectively manage relationships with staff and line managers, promptly responding to queries and managing expectations

e)To provide an advisory service to employees ensuring that they are fully aware of their rights and entitlements

Learning and Development

a)To produce an annual training plan from the needs analysis produced through the appraisal process and prepare an analysis of training needs annually, with fully analysed costs, for the Head of Human Resources.

b)To procure and organise external training providers in liaison with line managers

c)to advise line managers on staff development as appropriate

d)To make recommendations on the best method of fulfilling the training needs, have regard to cost, and become fully familiar with available courses.

e)To monitor and evaluate all training activity against the training budget and ensure it is meeting the business need, highlighting anomalies as appropriate.

f)To manage group training courses (those not delivered by the Head of Human Resources). Monitor processes and ensure on-going improvements are made.

g)To ensure that all mandatory training is carried out.

h)To deliver induction training to new starters as appropriate.

HR Systems

a)To contribute to the continuous improvement of HR systems and practices and make recommendations for improvements.

b)To keep regular management information and produce statistical and management information.

Employee Life Cycle

a)To liaise with the Payroll and Accounts Teams to ensure that they are kept fully updated of all employee changes.

b)To oversee and administer the sickness and absence procedures. Maintain relevant records and provide necessary information to payroll and line managers.

c)To oversee the administration of the annual leave procedure. Monitor the take up of leave and alert line managers to any potential issues.

Volunteer Management and Administration

a)To take an active role in the development and implementation of the organisation’s volunteer strategy, ensuring that it continues to remain relevant and fit for purpose

b)To support Project Coordinators in the recruitment and induction of volunteers, leading a targeted approach when required.

c)To assist in the production of the Volunteer Newsletter.

Project Support

a)To develop and maintain administrative systems and procedures to provide administrative support for HR projects

b)To support and lead special projects as and when required.

Quality Management, Policies and Procedures

a)To ensure compliance within the team to Age UK Cheshire quality standards currently ISO 9001 and Quality Counts.

b)To ensure that template (standard) documents are kept up-to-date at all times and logged on the template document schedule (according to the template document procedure).

c)To ensure that regular customer satisfaction surveys, for all activities are conducted and summaries provided for presentationat the quarterly quality review meetings.

Other

a)To support the Staff Committee which includes scheduling meetings, agreeing Agendas and taking minutes at all meetings.

b)To ensure that all records and reports are kept in compliance with Data Protection regulations and the organisations Confidentiality and Data Protection policy.

c)To maintain knowledge and awareness of changes in employment legislation case law and good practise.

d)To work with others to maximise the fundraising potential of the organisation

e)To undertake any other duties commensurate with the post as required.

Human Resources Advisor

PERSON SPECIFICATION

Requirement / Essential / Desirable
Education, training and qualifications / Educated to GCSE level/equivalent
Working towards CIPD qualifications / CIPD qualified
Skills and knowledge / Excellent administrative skills
Ability to communicate concisely, clearly and persuasively in writing and verbally
Good IT Skills (particularly MS Office, email, Word Excel and PowerPoint)
Knowledge of employment law.
Can demonstrate an ability to organise and analyse information and present information in precise written form
Experience / Generalist HR experience within an HR environment including dealing with disciplinary, grievance and attendance management issues
Prior experience of providing HR administrative support to a small business
Key experience of working with and advising line managers on performance and change management issues / Experience of providing a wide range employment law advice to Line Managers
Experience of working with volunteers.
Personal attributes / Ability to deal with confidential matters sensitively
Confidence to work across all levels of the business
Pragmatic and adaptable in approach
Can demonstrate an ability to influence and gain the co-operation of others.
Attention to detail and accuracy in work.

AGE UK CHESHIRE

Human Resources Advisor – Supplementary Information

Age UK Cheshire was formed in 1983 and we have been providing services for older people in the Cheshire area since this time.

The organisation currently employs over 120 members of staff and is supported in the delivery of services by 300 volunteers. We are looking for an experienced HR generalist to deliver a high quality professional HR service to line managers, staff and volunteers and to support the achievement of the organisation’s strategic goals through effective people management practices of its entire workforce.

The job holder will provide HR expertise ensuring that legislative requirements are met and policy and procedures are followed to ensure that staff and volunteers are supported and fully equipped to deliver services to older people in Cheshire.

The team consists of the Head of HR & HR Administrator.

Location: The role has an office base at Hartford, Northwich with travel across Cheshire required.

Hours: Part time 29hoursper week. Occasional evening or weekend work to support organisational promotional events or service delivery will be required.

Salary: £18,548.40 per annum

Travel: The nature of the job will require travel across Cheshire and candidates must be able to meet this requirement. Travelling expenses will be paid for travel incurred in the course of duty (mileage paid at Inland Revenue dispensation rate – currently 45p per mile).

Holiday Entitlement: Five weeks leave p.a. (excluding Bank Holidays) rising after 5 years continuous service by one day per year (pro rata) to a maximum of 6 weeks leave after 10 years.

Contract: All new staff are subject to a six-month probationary period. Four weeks’ notice is required to terminate employment by either side i.e. the employee or Age UK Cheshire. During the probationary period, one week’s notice is required by either side.

Pension: Age UK Cheshire has an automatic enrolment workplace pension scheme in place for eligible employees.

Health Care: After the 6 months, probationary period staff will automatically join the Age UK Cheshire’s Health Care Cash Plan and will be entitled to receive healthcare benefits.

Childcare Vouchers: After the 6 months, probationary period staff will have the option to make use of the Age UK Cheshire Childcare Voucher scheme (available to eligible staff whilst in receipt of salary).
