JOB DESCRIPTION

Department/Service / Corporate Services – Land and Property Team
Job Title / Facilities and Premises Assistant
Reports To / Land and Property Manager
Work base / Dulverton, Somerset. Travel required within the National Park
Main Purpose of Job:
To assist with the maintenance and improvement of Authority facilities and premises.
Main Responsibilities and Duties:
  1. Carry out a range of caretaking duties in Exmoor House (Dulverton); Pinkery Centre (Nr Simonsbath) and the Field Services Depot (Exford) and other Authority premises:
  • Inspect facilities/premises to identify any defects/breakages;
  • Carry out a wide range of minor maintenance and improvement activitiesand temporary emergency repairs.
  • Test premises security systems;
  • Carry out office/equipment moves;
  • Maintain a safe working environment and clean and tidy appearance in and around premises (including Exmoor House car park and garden);
  • Arrange rooms and organise facilities for meetings and general staff use.
  1. Carry out internal redecoration of premises as required.
  1. Assist with warehouse related duties.
  1. As formal keyholder, assist with the opening and closing of Exmoor House and attend in response to intruder alarms.
  1. Assist with risk management inspections of Car Park and Toilets throughout Exmoor.
  1. Responsible for the emptying of car park pay and display machines.
  1. Undertake any other duties appropriate to the level of the post under the direction of the Land and Property Manager.

CONDITIONS OF SERVICE

Conditions of Service / In accordance with the Scheme of Condition of Service agreed by the National Joint Council for Local Government Services together with other local conditions of service as set out in the Authority’s Personnel Policies and Procedures.
Grade & Salary / Grade C £15,444-£16,830pro rata per annum. Starting salary will depend on skills/experience brought to the post.
Employment Status / This is a core funded post.
Hours / The hours of work are 22.2 per week (equivalent to 3 full working days) to be worked between Monday to Friday.
Flexibility over start/finish times is required to ensure premises can be opened/closed mornings and evenings between the hours of 7.30am and 7.00pm. Actual work pattern will be in agreement with the Land and Property Manager.
The postholder may be asked to work additional hours including occasional weekends to carry out work that cannot be done during normal office hours. Overtime payments will be made for such additional work.
The postholder will be a keyholder for Exmoor House in Dulverton and may be required to respond to out of hours emergency calls (for which additional payments will be made).
Leave / The annual leave entitlement will be 16working days (or equivalent hours)plus Authority recognised public/bank holidays.
Pension / The post is superannuable under the Local Government Pensions Scheme but membership is not compulsory. There will be a choice on whether to join the Scheme or to contribute to the State Earnings Related Pensions Scheme or to arrange a personal pension.
Notice Period / To terminate the appointment, at least 1 calendar months’ notice will be required on either side.
Probationary Period / The appointment will be subject to a 6 month probationary period.
Health / The Authority will require the successful candidate to undertake a medical assessment to ensure it is aware of any matters that may affect the candidate’s ability to carry out the role. This assessment is initially made through the completion of a medical questionnaire.

APPENDIX 4

Exmoor was designated as a National Park in 1954, and is one of the UK’s 15 National Parks. As such, it is part of a global family of 6,555 protected areas, covering one million square kilometres or 12% of the Earth’s surface. It is linked to Europe through the EUROPARC Federation – a network of European protected areas with 360 member organisations in 37 countries.

The purposes of National Parks in England were redefined in 1995 by the Environment Act which says that National Parks are:

“for the purpose (a) of conserving and enhancing the natural beauty, wildlife and cultural heritage of the areas specified; and (b) of promoting opportunities for the understanding and enjoyment of the special qualities of those areas by the public.”

In meeting those purposes, the NPA must seek to foster the social and economic well-being of local communities.

Exmoor consists of 693km2 of varied wild countryside, including moorland, woods, farmland, river valleys and a magnificent coastline. About 11,000 people live in the National Park which receives an estimated 1.4 million visitors each year.

Most land in the National Park (80%) is privately owned, as are the majority of its buildings. The NPA’s regulatory powers are limited. Therefore, in order to achieve national park purposes, the Authority works closely with land and property owners and managers to help and encourage them to take the conservation and enhancement of natural beauty, wildlife and cultural heritage into account in their own plans.
