Job Summary:

Responsible for managing, supervising, reviewing and coordinating the District’s centralized purchasing activities; monitor and review District policies, procedures and State law to ensure NEORSD’s compliance; develop and motivate employees.

Essential Functions:

Manage, supervise and direct subordinates by providing coaching, on-the-job instruction, evaluating performance, resolving disputes and disciplining when necessary. Make recommendations for hires, promotions, transfers, terminations.

Plan short and long term objectives and goals for the department. Set priorities for utilizing resources. Organize and allocate resources (people and materials) to meet objectives. Prepare and monitor annual department budget.

Oversee contract purchases in accordance with District policies and procedures and State law; review and approve requisitions for compliance with procedures; review and approve purchase orders for submission to Director of Finance for approval. Process requisitions to purchase items requiring technical expertise.

Evaluate to determine qualified vendors to contact for price quotations; evaluate quotations for cost, quality and ability to deliver.

Select vendors. Search for and interview potential suppliers to find new sources for cost reduction and product improvement. Work with vendors, suppliers, manufacturers and District personnel in resolving purchasing issues.

Assist in evaluating alternative purchasing policies, procedures, processes or systems.

Identify and recommend operational changes to improve efficiency and internal control.

Direct or participate in department related or District wide team projects or work groups.

Arrange for equipment and supplies to be available for assignments. Maintain quality and quantity of work. Ensure that work areas are neat and orderly and that equipment is given proper care or received service as needed.

Maintain records of purchases and information to provide to buyers and inquires concerning vendors. Maintain department and employee files.

Minimum Job Requirements:

Education:Bachelor’s degree in Business Administration.

Experience:Eight (8) years of progressively responsible technical purchasing experience, two (2) of which have been in a supervisory capacity; or equivalent education and experience.

Specific Skills:Ability to plan, organize and direct large purchasing program; establish and maintain effective working relationships; present ideas clearly and persuasively orally and in writing. Considerable knowledge of principles and practices of purchasing management and administration; business law, contracts, and government purchasing procedures; electronic data processing for purchasing applications.

Specialized Knowledge, Licenses, etc:

Valid Ohio driver’s license and driving record in accordance with District’s insurance carrier.

A majority of time spent sitting, standing, and walking.
