POSITION DESCRIPTION

Job Title:Project Engineer I - Electrical

Reports To:Plant Design Mgr

Department:Engineering and Construction

FLSA Status:Exempt

Job Summary:

Responsible for performing engineering work in connection with various District programs.

Essential Functions:

Manage planning or design by others of large major public improvement projects, including: background data development, alternatives analysis, environmental impact assessment, cost estimation, and selection of recommended plans; review of the basis of design and preliminary plans and specifications; review the preliminary design with other affected departments and receive, consider and implement comments and suggestions; review the final plans and specifications and engineer’s estimate; define necessary easements and assist in their procurement; procure appropriate federal, state and/or local permits; discuss the project with regulatory, state and local officials to gain their concurrence; comply with applicable federal, state and local laws, ordinances and regulations; participate in the bid process, including preparation of addenda, evaluation of bids and recommendation of awards; participate in the construction process, requests from the contractor to clarify the contract documents, possible redesigns, and requests for change orders; investigate construction claims, help negotiate construction claims and administrate completion of the work.

Procure, manage and administer outside professional consultants, including: determine the short list of consultants; prepare the request for proposals; determine the scope of work, review technical proposals and price proposals; negotiate the final scope, cost and time of completion; review the terms of the contract; recommend award of the consultant contract; review the consultant's progress; review the consultant's invoices and administer and oversee completion of the work and closeout of the contract.

Review environmental regulations.

Direct the use of resources in meeting operational and capital improvement projects. Track project progress, identify issues of concern to the District, gather pertinent facts and develop formal comments where appropriate.

Provide coordination with other agencies and represent the District’s position in matters involving planning studies or regulatory development on an issue-specific basis. Negotiate with community officials on issues or project-specific concerns.

Provide liaison to external projects in planning, design or construction phases. Provide leadership and/or support for internal and external project teams.

Identify a problem, research possible solutions, analyze the data researched, evaluate all possible alternatives, recommend one or more solutions, and present, defend and discuss the recommendation in an attempt to reach agreement on a preferred solution.

Coordinate and lead public meetings to present information on District projects.

Attend and speak at city council, architectural boards, or other appropriate forums.

Assist in the management of major emergency repair contracts and the design of the necessary repairs.

Perform special projects within the specific area of expertise, such as structural, civil, sanitary, electrical, plumbing and/or heating, ventilating and air conditioning.

Serve as a resource within your specific area of expertise to other District engineers, departments and agencies for consultation and advice.

Review projects of other agencies for impact on District facilities and coordinate public improvement contracts with other utilities and with other municipal agencies. Interface in various public agencies and utilities.

Write reports, memos and correspondence.

Perform other duties necessary to accomplish objectives.

Observe safe work practices.

Minimum Job Requirements:

Education:Bachelor’s degree in Electrical Engineering or a closely related engineering discipline.

Experience:Over five (5) years experience in the planning, design or construction of public improvement projects. A Masters Degree maybe substituted for one (1) year of experience.

Specific Skills:Ability to use advanced mathematical concepts and a computer for the planning or design of capital improvement projects.

Specialized Knowledge, Licenses, etc:

Possession of a current State of Ohio Professional Engineer’s License.

Valid Ohio Driver License and a driving record in accordance with the District’s insurance carrier.

Supervisory Responsibilities:

Engineer I, II and/or III

Engineering Aide I, II and/or III

Guide and direct external Consultants

Working Conditions:

General office environment and project sites.

Physical Demands:

A majority of office time spent sitting with up to 50% time spent standing or walking and less then 10% time spent walking, stooping, kneeling, or climbing. Up to 40% time spent out of doors on construction sites and in contaminated, noisy, dirty, restricted space and inadequately lit places wearing eye and ear protection as well as breathing apparatus.
