JOB TITLE: Project Capacity worker

BASED AT:South Belfast Partnership Board

RESPONSIBLE TO:Urban Regeneration Officer

SALARY:£24,646 per annum pro rata

DURATION:Until 31st March 2019 in the first instance, extension subject to funding

DAYS:4 days per week

Purpose:

To assist with administration and effective management and co-ordination of the Board’sprogrammes funded by the Urban VillagesInitiative. To work with local community groups to help shape and plan events which can be undertaken collaboratively. The post aims to build strong working relationships with groups and funders to produce meaningful outcomes for the 3 core UV South communities. The successful post holder will take forward learning from community led events which aim to build trust and encourage greater collaboration around joint planning and delivery of events in the 3 UV Core areas of South Belfast.

Duties & Responsibilities:

To develop and support community groups in the 3 core areas of Urban villages South to build their capacity to respond to local needs and shape projects in a clear and logical step-by-step manner which sets out what needs to happen, how, when and by whom with regard to Urban Villages Initiatives projects facilitated by the Partnership.

To coordinate and lead on identified projects and activities which respond to the core UV communities plans and contribute towards building trust, collaborative planning and shared outcomes.

To support the delivery of jointly planned programmes/events between the 3 core UV areas.

To strengthen relationships and awareness through collating information centrally and distributing it and provide information on shared plans and activities to the various stakeholders, general public and media.

To work with groups and funder to ensure clarity and understanding of administrative requirements. This includes the compilation of guidelines and answering queries.

To ensure that contractual requirements are complied with, including checking invoices and supporting documentation to ensure quality, accuracy, eligibility in accordance with relevant guidelines; checking monitoring information provided to ensure quality and relevance to agreed activities; checking and monitoring spend against agreed budgets; checking compliance against any other contractual agreements

To ensure payments are made in a timely manner and maintaining a good working relationship with all suppliers.

To accurately compile funding returns providing a breakdown of expenditure incurred in accordance with the requirements of the funder and within agreed deadlines.

To accurately compile monitoring data from all coordinating groups in accordance with agreed Outcomes Based Accountabilityreport card and produce structured reports on a quarterly basisfor the funder.

To monitor the activities of the coordinating groups of the project to ensure planned activities are taking place in accordance with the project proposaland that they are in line with the criteria set by the funder.

To ensure all coordinating groups comply with Urban Villages media guidelines.

Meeting and updating Urban Village staff on a monthly basis or as and when required.

Liaising with Urban Villages Communications staff in relation to content for newsletters and ensure all content complies with guidelines set by the funder.

Any other reasonable duties when required.

PERSON SPECIFICATION

Essential Criteria:

-A third level qualification and at least 2years’ experience of project management working in the community and voluntary sector OR

-Minimum 5 years’ experienceof working in the community and voluntary sector in a project management role.

-Demonstrable experience of working in a project officer role, involved with ensuring compliance within a funding contract

-Knowledge of contract compliance within a community and voluntary setting

-Experience of working with a number of stakeholders and funders to build relationships and deliver successful projects.

-Excellent communication skills, both written and oral and experience in representing and promoting the organisation.

-Competent in the use of ICT, including the Microsoft Office suite and managing and updating website content.

Desirable Criteria:

-Experience of facilitating collaborative projects

-Experience of using Microsoft publishing tools.
