Role purpose

The Procurement Service at the NMC is undergoing a significant transformation in how it delivers a service to the NMC that is professionally fit for purpose and adheres to or exceeds Best Practice standards as recognised for the public sector. The service transformation encompasses the rebuilding of a new, permanent staff based procurement team as well as incorporating modern ways of working and moving into the digital era as the NMC itself undertakes its own Transformation Project.

The NMC Transformation Project is a major strategic initiative that will impact on all aspects of the NMC and how they conduct their businessand deliver their remit. Over the transformation journey there will be the need for a significant range of specialist skills and support that will need to be procured, and there will be a major impact on current supplier relationships and ongoing supply chain management.

The Procurement Transformation Managerhas two key areas of responsibility:

  • They will lead the transformation of the procurement service itself, reviewing and, in consultation with the AD Procurement and Head of Procurement, developing and recommending new or refreshed procurement business processes. Benchmarking the department against best in class. They will raise the profile of the Procurement Service across the whole organisation taking responsibility for the development and implementation of a robust Procurement Policy and ensuring ready access to procurement advice and updated guides. In conjunction with the Head of Procurement they will help drive the procurement service into the digital era ensuring a high visibility web presence provides easy access to professional procurement support to all users of the service
  • They will lead the support to the NMC Transformation Project, including being a dedicated procurement resource for the duration of the project. Their purpose is to ensure delivery of proactive procurement services to the transformation team.They areto be the conduit to the mainstream procurement team where the transformation process has an impact on existing contracts and supplier relationships. A critical element of the role will be to advise the transformation team on the best routes to market and methods of meeting the project’s needs whilst employing best practice and remaining compliant with all relevant internal and national regulations.Their purpose is to design, implement and maintain a strategic approach to managing and delivering transformation procurement activity through horizon scanning and forward planning to map resources to needs in a timely manner ensuring the requirements of the project timetable are met whilst adhering to procurement best practice at all times.To apply flexibility and a broad interpretation of applicable regulations to ensure maximum capacity to meet the transformation project needs legally and cost effectively.

For both areas of responsibility they will be required to act as a ‘critical friend’, providing support to the Head of Procurement who will be charged with implementing and sustaining any transformational changes, and professional procurement advice and guidance to the Director of Transformation, whilst acting as the communication conduit between the Director of Transformation and the Director of Resources for all procurement issues in relation to Transformation.

To deputise for the Assistant Director, Procurement as required.

Key accountabilities

  • In conjunction with the AD Procurement and Head of Procurement, develop and draft an up to date NMC Procurement Policy
  • Review, update and refresh procurement business processes to ensure the Service meets modern procurement Best Practice and reflects modern ways of working.
  • Review and update the Procurement Guide and tools to reflect the refreshed procurement business processes and ensure it is a fit for purpose document that is user friendly and readily available to users of the procurement service.
  • Raise the profile of the Procurement Service across the NMC, utilising an enhanced web presence to provide digital access to guides and support.
  • Provide up-to-date professional expertise and advice tothe Transformation Project
  • Taking the procurement lead in the strategically critical Transformation Project, ensuring an outcomes based, best value approach is adopted
  • Ensure that procurement activity, including soft market testing and market warming is planned in a timely manner so as to have no negative impact on agreed project timescales.
  • Implement and maintain a Transformation Forward Procurement Plan (FPP) in line with the established FPP methodology, enabling the Transformation Project Team to capture their anticipated and known procurement needs.
  • Act as critical friend to the Transformation Project team to positively challenge needs v wants of the project, explore alternative solutions and routes to market
  • Champion procurement best practice in adhering to demanding project timescales

Standard responsibilities

People management [applicable to managers only]

  • Provide strong leadership and direction and keep performance improvement under review and ensure that performance targets are met.
  • Facilitate and support the teams to enable them to achieve the Transformation Project’s objectives.
  • Devise appropriate performance targets and standards for the transformationprocurement function, closely monitoring achievement against them, to ensure that all staff and services deliver the Transformation Project’s priorities and core mission.
  • Provide consistent performance management by providing regular feedback, conducting formal reviews, and identifying and addressing business-focussed training and development needs.
  • Identify and deliver suitable training programmes to upskill and maintain the knowledge of the transformation procurement resource(s), with particular emphasis on personal professional development and achieving membership of the profession’s professional institute the Chartered Institute of Procurement and Supply (CIPS)
  • Manage issues relating to conduct and capability, ensuring that such issues are dealt with in a focussed and timely manner.

Qualifications and experience

  • Degree qualified
  • Member of Chartered Institute of Procurement and Supply
  • Extensive experience of working in the public sector procurement environment including the application PCR15 and recognised procurement best practice
  • Broad Category Management experience, especially IT, Professional Services, Recruitment and Consultancy
  • Extensive experience of working with and managing senior management stakeholders
  • Experience of leading public sector tender activity
  • Experience of delivering value for money outcomes
  • Experience in commercial negotiations
  • Experience in developing compliant procurement documentation
  • Experience in translating customer needs into comprehensive Statements of Requirement
  • Extensive experience in project management
  • Competent in the use of Microsoft Office packages including Word, Excel, PowerPoint and Project
