Responsible To: POPS Operations Manager

PURPOSE OF THE POST

The post holder is responsible for the strategic lead, development and delivery of the Prisoner, Family and Significant Other support service within HMPPreston.

The Prisoner, Family and Significant Other:Support Lead will ensure that the service is embedded within the prison regime and is an integral part of all of the reducing reoffending pathways.

MAIN TASKS

Activities

  • Implement and drive the POPS ‘Making the connection’ model at HMP Preston
  • Manage the POPS staff and volunteers at HMP Preston
  • Ensure all HMPPS contractual requirements are met
  • Develop and maintain structures and protocols for partnership work with the relevant prison departments and personnel
  • Actively engage with appropriate community agencies in response to prisoner, family and significant others needs
  • Ensure the completion of evaluations of Family Days and that the information is collated and reported to the POPS Operations Manager within seven days of each Family Day
  • Ensure a written agenda for all Family Forums is produced
  • Ensure Family Forum minutes are circulated to designated prison contacts within seven days (following approval by the POPS Operations Manager)
  • Provide documented one-one support to prisoners, families and significant others when required
  • Provide practical advice, information and emotional support to the prisoner, family and significant others
  • Ensure completion of Outcome Star assessments for those with complex needs
  • Ensure prisoner, family and significant others’ needs are referred to appropriate services (i.e. Early Help, Safer Custody, Healthcare, Troubled families)
  • Ensure relevant information/support records and documentation is shared appropriately with relevant agencies (i.e. OMU, NPS, CRC, EH, TF)
  • Ensure POPS’ in-house data base and paper based records are maintained
  • Ensure 2nd Chance tea bar operations follow POPS’ policies and procedures and that the relevant paperwork is submitted on a weekly basis
  • Ensure visit hall and visitor centre are well stocked with family information leaflets
  • Ensure specially arranged homework clubs and other children’s activities are supported
  • Advocate on behalf of prisoners, families and significant otherswith the relevant prison departments or community agencies
  • Report to the Contract Manager issues such as property, ID and other issues to ensure they are resolved
  • Maintain robust referral systems with prison and community agencies
  • Provide advice to prisoners, families and significant others in partnership with other agencies in line with the Reducing Reoffending Pathways
  • Develop and deliver ‘in house training’ for POPS staff and volunteers
  • Provide required monthly report information to the POPS Operations Manager
  • Ensure POPS’ financial procedures are adhered to
  • Ensure updated staff rotas are sent to the POPS HR Department and POPS Operations Manager on a weekly basis
  • Ensure annual leave and sickness forms are sent to the POPS HR Department on a weekly basis
  • Support the POPS HR Manager and Operations Manager with staff recruitment and training
  • Attend POPS’ Family Support Lead meetings as and when required
  • Participate in training that is considered relevant to the post
  • To be flexible i.e. work weekdays/weekends and travel as required.
  • To maintain flexibility in the approach to the job covering other areas of service delivery as required.

  • Ensure any safeguarding incidents or issues are highlighted and reported in line with the POPS Safeguarding Policy
  • Work with prison personnel to schedule delivery of programmes and interventions
  • Support the coordination of referrals and programme delivery and ensure all programme evaluations are fed back as part of the agreed reporting structure
