Job Title: Neuromuscular Outreach Manager (3 year contract)

Responsible for: Two regional Neuromuscular Outreach Officers (North and Midlands/East)

Main Purpose of Job:

1. Manage the establishment of ten ‘Neuromuscular Forums’ across England, involving patients, local and regional commissioners, as well as health professionals;

2. To ensure the charity is able to support a greater number of individuals and families affected by muscle wasting conditions; directly managing a number of ‘Muscle Groups’ and working closely with muscle centres and clinics;

3. Lead on specialised commissioning policy and influence future development of commissioning of specialised neuromuscular services; taking into account NHS reform and structural changes;

4. To lead on the development of a new ‘map of services’ in England, including tools and guides for patients, health professionals and commissioners;

5. To manage the budget of £583,000 over three years for the project and produce reports as required for the Department of Health; as well as being the main point of contact for high profile stakeholders involved in the project

Main areas of responsibility:

1. Manage the establishment of ten ‘Neuromuscular Forums’ across England, involving patients, local and regional commissioners, as well as health professionals;

·  Support the two Neuromuscular Outreach Officers to identify commissioning leads for neuromuscular services from regional Area Teams and local Clinical Commissioning Groups across England;

·  Ensure the neuromuscular service specification (a guideline of neuromuscular service provision) is implemented across England;

·  Develop policy around a Neuromuscular Managed/Operational Clinical Network approach to service provision

·  To use MDC data collection and monitoring systems to capture information on the database and conduct regular ongoing monitoring of, and reporting on, all services delivered;

·  To keep up to date with Information Service developments and ensure all parts of the Charity are advised accordingly.

2. To ensure the charity is able to support a greater number of individuals and families affected by muscle wasting conditions; working closely with muscle centres and clinics

·  Working closely with our Information Manager, develop and support a strategy to reach out to a greater number of people affected by the conditions; and directly managing a number of ‘Muscle Groups’ made up of people affected by the condition

·  Ensure muscle centres and clinics are engaged with the work of the MDC and encourage signposting to the MDC, for example around the development of emergency care plans

3. Lead on specialised commissioning policy and influence future development of commissioning of specialised neuromuscular services; taking into account NHS reform and structural changes;

·  Be the main point of contact for neuromuscular commissioning policy and the NHS reform agenda;

·  Working with the regional Neuromuscular Outreach Officers, to establish relationships with local and regional NHS commissioners and service managers

·  Engage with high profile stakeholders including representatives from the NHS National Commissioning Board, Clinical Reference Groups, NICE and leading neuromuscular clinicians,

·  Working with the regional Neuromuscular Outreach Officers, explore opportunities to establish outreach clinics within some regions

4. To lead on the development of a new online ‘map of services’ in England, including tools and guides for health professionals and commissioners;

·  Support the development and launch of a neuromuscular online ‘map of services’ across England; including the production of relevant tools and guides for commissioners and clinicians/health professionals

·  To speak at some Muscle Group meetings about the project; also briefing condition specific groups and partner charities.

·  Work with NICE in developing a Quality Standard for neuromuscular conditions, following NICE accreditation for the Duchenne standards of care document

5. To manage the budget for the project and produce reports as required for the Department of Health; as well as being the main point of contact for high profile stakeholders involved in the project

·  Produce monitoring reports about the project and holding the budget

·  Liaise closely with the Finance Department to ensure monitoring and audit requirements are fully met
