Purpose of the Role:

TheJobZone Manager is responsible for the management of two existing JobZone services and the development of complementary services in line with the wider strategic objectives of the University of Nottingham and the Careers and Employability Service.

The role will manage Unitemps Nottingham, an agency style recruitment service, operated under a franchise agreement, based within the Careers and Employability Service at the University of Nottingham. Unitemps Nottingham provides temporary staff to The University of Nottingham (internal clients) as well as businesses in the local areas (external clients). Its candidate base consists of mainly but not solely University of Nottingham students and graduates.

The role will also manage TempZone, a service that procures agency staff on behalf of hiring managers at theUniversity of Nottingham across all areas of specialisms. The service engages with generalist and specialist recruitment agencies (primarily via a Master Vendor Agreement) in order to source high quality agency staff.

The role will take the lead on managing the day to day relationship with the Master Vendor and the Franchisor. This will include taking a significant role in contract renewal negotiations.

The role will work in a consultative manner with the hiring managers making sure that temporary vacancies are divided between Unitemps and TempZone appropriately and are filled in a manner which meets their requirements, within appropriate timescales .The role will work with the Associate Directoronthe strategic developments of JobZone services, ensuring that these align and make a significant contribution to the University’s employability agenda. This often involves working across different teams / departments.

As an important surplus generating unit within the division the role will ensure that stringent financial controls are adhered to and that budgets are delivered, reforecasting as appropriate at intervals throughout the year.

Finally, the role will provide specialist input into relevant projects within the University of Nottingham; support the wider work of the Careers and Employability Service; and report to senior managers at the University of Nottingham about the deployment of temporary staff to inform strategic human resource management.

The role has line management responsibility of 6 staff.

Main Responsibilities / % time per year
1. / Managing Unitemps
  • Management of the Unitemps services, including account management and service delivery within and outside the University of Nottingham.
  • Financial management of turnover in excess of £3m annually, to include budgeting and reforecasting processes; running the monthly payroll and invoicing. Ensuring that deviations from budget are investigated and understood with corrective action taken as appropriate.
  • Business development targeting potential clients outside the University with the aim of sourcing temporary vacancies suitable for the Unitemps’ candidate base – students and graduates.
  • Devising, reviewing and implementing policies and procedures; ensuring these are used consistently.
  • Ensuring legal compliance related to temporary staff recruitment and placement, e.g. Agency Workers’ Regulations, statutory legislation, eligibility to work in the UKand general employment law matters.
  • Stakeholder management; management of the relationships with the Unitemps franchisor at the University of Warwick, including involvement in contract renegotiations.

2. / Managing TempZone
  • Management of the TempZone services, including developing and reviewing policies, procedures, recordkeeping systems.
  • Supplier management of one key supplier as well as a range of alternative suppliers; organising and running account management meetings with a selection of suppliers on a regular basis; making sure that the supplier base is appropriate and delivers the requirements of the hiring managers within the University.
  • Ensuring legal compliance, accurate agency staff monitoring; reporting the use (and procurement) of agency staff at the University of Nottingham.
  • Providing advice to hiring managers about possible solutions to temporary staffing requirements. Reviewing supplier performance with the end hiring managers; taking action where needed.
  • Dealing with atypical issues and problems; liaising with HR or Procurement to resolve any high level issues.

3. / Line management
  • Line management of a team of recruitment consultants and administrators. The JobZone team is split into three smaller teams: Unitemps internal (3 staff), Unitemps external (2 staff) and TempZone (1 staff).
  • At peak times, additional temporary staff may be engaged to help deal with the workload, supported by a financial business case.
  • Staff recruitment, training, induction, on-going support, annual goal setting and performance review.

4. / Managing JobZone
  • JobZone (comprising of Unitemps and TempZone) is located in a dedicated office space and the role involves managing this office and services delivered within it.
  • Creating the overall offer of the JobZone section within the Careers and Employability Service; ensuring effective cooperation between JobZone services, e.g. Unitemps and TempZone; developing and launching new, complementary services within JobZone in line with the wider priorities of the Careers and Employability agenda.

5. / Planning and reporting
  • Planning and delivering an annual budget in excess of £3m.
  • Drawing data from a variety of recruitment and financial databases to produce reports about the activity and performance of Unitemps, TempZone and the overall JobZone team.
  • Planning workload; making sure that appropriate staffing levels are in place to cover work during periods of high workload.
  • Supporting the Associate Directorin the development of a medium term strategy for developing Unitemps, TempZone and JobZone services.

6. / Contributing to the work of the Careers and Employability Service
  • Contributing to the work of the Careers Service Management Group; the Employer Engagement Group; the Commercial and Operations team, and other cross service teams as appropriate.
  • Ensuring the delivery of department and University wide strategic goals and priorities through the work of the JobZone team.

Decision Making

i)taken independently by the role holder

The role holder is responsible for achieving branch targets and profitability within the Unitemps service. They are empowered to take appropriate decisions to facilitate the achievement of this target.
Decisions related to issues raised by clients and candidates in relation to day to day management of Unitemps assignments; decisions related to the planning of large scale recruitment campaigns.
The role will make decisions related to the relationship management with the Master Vendor agency staff supplier to ensure that the University’s requirements are met. The role makes decisions about engaging new suppliers appropriately in order to ensure service delivery and cost savings.
The role makes decisions about linking JobZone service (Unitemps and TempZone) as well as the required developments of the JobZone offer to a significant variety of its users.

Will be required to work with the Associate Director and liaise directly with University Senior Management and Unitemps Senior Management where appropriate with regards to the strategic direction of the Unitemps franchise and the Reed Master Vendor agreement.

Decisions beyond agreed authorisation levels: including budgetary, legal or staffing issues. The line manager is the Associate Director of the Careers and Employability Service. They are expected to have regular meetings with senior staff within the Unitemps operation. Major issues with service delivery would be referred to the Associate Director.

Additional Information

The role is a 2 year fixed term contract. The role is a full-time post and the role holder will be expected to show flexibility required for the delivery of the work. This role requires flexibility at can involve longer hours at peak seasons of demand, or on key dates through the month. Occasional early mornings or late evening are required for attendance at local business networking events.
