Job Purpose:To provide leadership for the effective management and delivery of the UK volunteers preparation and engagement in the International Citizens Service (ICS)

Main Responsibilities

i)Provide overall leadership for the planning, implementation, monitoring and evaluation of YCI’s UK ICS volunteers pre-placement preparations

ii)Provide strategic direction for the continual improvement of pre-placement support to young people; especially in engaging and supporting vulnerable young people

iii)Line-management and supervision of ICS UK staff

iv)Contribute to the strengthening of YCI’s reputation as a leading youth-focused international development agency

  1. Volunteer Assessment
  • Provide direction to and oversight of design, delivery, monitoring and evaluation of UK ICS volunteer assessment and selection processes; ensuring this meets minimum standards and demonstrates best practice.
  • Establish and maintain systems and procedures to maximise participation of young people, especially vulnerable young people and those from marginalized groups.
  • Provide direction on the recruitment, training and coordination of external selectors, ensuring quality standards met consistently.
  • Where necessary, lead facilitation of assessment events, ensuring high quality group work and one to one work.
  1. Volunteer Support, Health, Security and Safeguarding
  • Under the direction of the Director of Advocacy and Engagement, provideguidance, resources and oversight for YCI’s ICS teamengagement with young people, ensuring this meets minimum standards and demonstrates best practice.
  • Under the direction of the Director of Advocacy and Engagement, lead YCI’s response to issues related to UK volunteer support, health, security or safeguarding concerns arising during the pre-placement phase.
  • Provide guidance, resources and oversight to ensure the overallprogramme meets the specific needs of vulnerable and marginalised young people (including disabled young people and those with low-educational attainment).
  • Oversee continuous assessment of UK volunteers pre-placement; including managing concerns about an individual’s behavior or their withdrawal from the programme.
  • Oversee the development and updating of all relevant risk assessments (both personal assessments relating to criminal activity or safeguarding risks and relevant event risk assessments).
  • Ensure YCIs international partners are sensitively made aware of relevant health, security safeguarding issues and other additional support needs of UK volunteers.
  • Participate as an ICS emergency phone holder on a rota basis, acting as first responder to any emergency situations arising on placement.
  • Build appropriate and empowering relationships with volunteers, and where necessary their parents; including providing support, feedback and challenge as required.
  1. Volunteer Learning and Personal Development
  • Provide direction to and oversight of development, delivery, monitoring and evaluation of appropriate learning opportunities for UK ICS volunteers, focusing on pre-placement information and learning on global development and active citizenship using global youth work methodologies. This includes training and resource production.
  • Provide direction to and where necessary deliver relevant training and resources.
  • Oversee development of, and produce, guidance and resources for ICS.volunteers to prepare for their ICS placement and enhance their understanding of global development and active citizenship issues.
  • Liaise with the ICS International Delivery Manager and Global Youth WorkCo-ordinatorto ensure effective volunteer learning journey from recruitment to alumni status.
  1. Programme Management
  • Lead the development, planning and implementation of YCI’s ICS programme for volunteers prior to departure overseas in line with DFID ICS programme quality principles, requirements and Key Performance Indicators.
  • Lead design, delivery, monitoring and evaluation of processes for volunteers logistical arrangement prior to departure (including DBS checks, vaccinations, medical clearance, visas, flight purchasing, etc).
  • Draft and maintain UK Delivery Procedures.
  • Champion youth participation in programme management, ensuring that the wishes, feelings and views of ICS volunteers are given due weight in decision making.
  • Working closely with colleagues, monitor the ICS budget related to pre-placement activity and ensure that ICS expenditure represents good value for money.
  • Analyse and provide commentary on financial reports of expenditure.
  1. Programmemonitoring, evaluation and learning
  • In collaboration with YCI’s MEL Advisor and in line with the ICS M&E framework, contribute to the development of processes and systems to better monitor and demonstrate the impact of ICS programme activities.
  • Prepare high quality progress reports in line with agreed reporting schedules that demonstrate YCI’s added value within the ICS consortium.
  • Produce and disseminate relevant learning from YCI and ICS Hub programme quality monitoring and support visits, ICS conferences/events, etc. across ICS programmes and the wider staff team at YCI.
  • Draw on key learning and impact generated from YCI’s ICS programme to report on YCI’s contribution to youth participation and active citizenship.

External Relations:

  • Liaison with the ICS Hub in relation to the design, delivery, monitoring and evaluation of YCI’s ICS Programme.
  • Networking and information sharing with other ICS Consortium agencies and the YMCA movement in relation to the ICS Programme.
  • Representation on relevant groups in the UK/Ireland pertinent to the ICS programme e.g. through attendance at ICS delivery and strategy meetings.

Internal Relations:

  • Work closely with the ICS International Delivery Managerand the Director of International Programmesin the planning, coordination, delivery and strengthening of the ICS placements.
  • Work closely with the Global Youth WorkCo-ordinatorto support the recruitment of UK volunteers and social action of returned volunteers.
  • Interact with other departments at YCI as necessary, under guidance from the Director of Advocacy and Engagement.
  • Contribute to the development of strategic plans at the departmental and organisational levels, as necessary and as appropriate, under guidance from the Director of Advocacy and Engagement.

Scope of role

The ICS UK Delivery Manager is required to:

  • Work within the framework of the objectives set and under the guidance of the Director of Advocacy and Engagement or Director of International Programmes, take responsibility for own work and for reaching targets set for him/her.
  • Perform other duties as instructed by the Director of Advocacy and Engagement or Director of International Programmes as required.
  • Work out of hours (including weekend working), sometimes at short notice, and as deadline dictate including responding to emergencies relating to the safety, security or health of volunteers and relevant staff.
  • Occasional travel in the UK to participate in YCI/YMCA/ICS events or to represent YCI externally.

Person Specification

Essential Requirements
  • Degree level education or equivalent experience obtained in a relevant field e.g. youth/community work.
  • Demonstrable interest in and knowledge of working with young people; especially from vulnerable groups including topics such as equality and inclusion, safeguarding, youth participation and supporting learning and wider personal and social development.
  • Demonstrable ability to use youth work skills to provide emotional and social support to young people, including sensitivity and sound judgement to deal effectively with delicate and important situations; including issues arising from harm experienced by young people.
  • Proven track record in the design, delivery, and monitoring and evaluation of projects or programmes.
  • Experience of directly managing and/or supervising other staff.
  • Fluency in written and spoken English; excellent communicator able to convey information clearly and concisely both orally and in writing.
  • Excellent computer literacy skills, especially in MS Word, Excel and PowerPoint.
  • Excellent organisational and time management skills to be able to deal flexibly with a wide variety of tasks and prioritise effectively to meet tight deadlines.
  • Good financial management skills to prepare budgets, analyse financial information, negotiate budget variations etc.
  • Strong interpersonal skills with the ability to relate to people from a broad range of backgrounds, culture and influence.
  • Good team player with the ability to work independently on own initiative.
  • Enthusiastic about working with young people and developing Y Care International’s ICS programme.
  • Ability to represent YCI effectively at meetings, conferences etc.
  • Sympathy with the YMCA mission as an international Christian-based youth movement.
Desirable Requirements
  • Experience of delivering global youth work and/or volunteer management.
  • Experience of working with young people from vulnerable or marginalised groups.
  • Experience of designing curricula and/or learning programmes for young people.
  • Knowledge and/or experience of international development work in relation to issues facing young people, in particular related to YCI’s core programme themes: youth enterprise and employability; health and wellbeing; justice; and resilience.
  • Ability to communicate in French and/or Spanish.
