JOB SUMMARY:

The Human Resource Manageris to provide responsive customer service to City of Winchester employees and internal departments while managing all benefit related eligibility processing. The Human Resource Manager will have knowledge of city, state and federal policies, programs and practices.

Supervision Exercised or Received:

The Human Resource Manager works under the general supervision of the City Administrator.

ESSENTIAL FUNCTIONS:

  1. Answer employee calls and walk-ins in a professional manner.
  2. Processes benefit applications, new hires, changes and transfers.
  3. Assess and determines eligibility of applicants; assigns effective dates for benefits; communicates status of changes with employees.
  4. Ensures all employee payroll deductions are accurate
  5. Monthly review of all benefit billings/reconciliation.
  6. Maintains the benefit software program.
  7. Consistently reviews existing and proposed city policies.
  8. Sits in on all departmental job interviews
  9. Updates and maintains job requirements and job descriptions of all city employees.
  10. Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements
  11. Responsible for maintaining all types of insurance coverage such as health, dental, vision, property, liability, workers compensation, etc.
  12. Knowledgeable of Workers Compensation Lawsand processes all employee claims.
  13. Safety Committee facilitation
  14. Ensures safety, welfare, wellness and health of employees

ADDITIONAL RESPONSIBILITIES:

Employee is responsible for the cleanliness of his/her work area. Performs other related work, as required by the City Administrator as needed

KNOWLEDGE OF:

  1. City policies and relevant City codes, regulations and/or policies, state and federal laws relating to the duties of aHuman Resource Manager.
  2. Federal and state legislation and its effect on City operations
  3. Principles and practices or organization management and personnel administration
  4. Principles and procedures for providing internal and external customer service; this includes assessing the needs of both to meet quality standards for services and to meet evaluation of customer satisfaction
  5. Proper structure and content of the English language including the meaning and spelling of words, rules of composition and correct grammar

  1. Public relations skills including the ability to speak publically, with confidence, to make presentations to the City Council and community groups

POSITION REQUIREMENTS:

Education

Bachelor’s Degree in human resource management, business administration or equivalent

Work Experience

Minimum of five (5) years of experience

Computer Skills

Experience in using Microsoft Office and employee benefit software and other relevant modern office equipment

Licenses/Certifications

Must possess valid State of Tennessee Driver’s License or be able to possess within thirty (30) days of hire, without record of suspension or revocation in any state; no felony convictions or disqualifying criminal history

ADDITIONAL REQUIREMENTS:

Work Hours

40 Hour Work Week – Full Time; Monday through Friday, 8:00 a.m. to 4:30 p.m.; hours may vary

Evening/Week-Ends

As necessary

Work Environment

General indoor environment; may work outside from time to time and be required to conduct site visits

Physical Requirements

The Human Resource Manager will be required to do complicated tasks, sit for an hour or more, talk, hear, stand, walk, balance, stoop, squat, bend, and/or kneel.
