Job Duties: The Natural Resources and Environment Section is seeking a fulltime First Assistant Attorney General to manage the Water Quality and Radiation Protection Unit. This positionrepresents and advises the Colorado Water Quality Control Division, the Colorado Water Quality Control Commission, and the Radiation Protection Program in the Colorado Department of Public Health and Environment (CDPHE) in their implementation and administration of state and federal laws designed to protect water quality and to protect against radiation hazards. The Unit’s representation of these agencies includes all matters pertaining to water quality protection, discharge permits, promulgation of regulations, enforcement, compliance assistance, and drinking water protection, as well as all matters pertaining to the protection of health and safety from radiation hazards, including medical, institutional and industrial uses of radioactive materials and machines and the regulation and remediation of uranium mills and disposal of radioactive materials.

The First Assistant supervises and evaluates four attorneys and onelegal assistant, includingcase and program consultations on a wide variety of programs and substantive and procedural legal issuesand caseload management. The First Assistant also carries a full caseload and takes lead on many cases and transactions.

The First Assistant manages the Unit, including budget/fiscal review and compliance, assigning and monitoring cases and projects, making hiring decisions and salary recommendations, mentoring and evaluating staff, and reporting to senior management on policy, litigation and personnel matters. The First Assistant works closely with the First Assistants that represent the other environmental divisions at CDPHE (air quality and hazardous wastes). The First Assistant reports directly to the Deputy Attorney General, Natural Resources and Environment Section.

Job Qualifications:The candidate must be admitted to the Colorado bar and in good standingor clearly eligible to waive into the Colorado Bar at the time of application. The position requiresat least 7 years of water quality and/or radiation protection law and/or policyexperience. Previous management and supervisory experience is strongly preferred. Substantial experience with administrative and judicial proceedings, the State Administrative ProcedureAct, and litigation is strongly preferred. Essential skills include: strong written and oral communication skills, an ability to develop successful team building strategies, excellent client relations skills andstrong leadership.
