Title of Post: Senior Human Resources Advisor

Contract: Permanent

Responsible to: Head of Human Resources and Administration

Responsible for: Supervision of Admin Coordinator in respect of HR admin tasks

Job Purpose: CSTM aims to recruit, develop, motivate and retain

high calibre employees creating a high performance culture; ensuring our people have the required skills, knowledge, attitudes and behaviours to work in different ways and enable us to be adaptable and deliver our strategy. The SHRA will be the first point of contact for managers, providing advice and support in relation to operational people issues in accordance with our people strategy, policies and procedures; helping to support and coach managers to increase their management capabilities, skills and confidence.

Salary: £32,802 - £36,912

Scale Range: P01/2 (points 33 - 38)

MAIN DUTIES AND RESPONSIBILITIES:

1.  First point of contact for operational HR issues, providing high quality support to managers across the organisation to identify and support people priorities and ensure consistency and alignment with HR practices and team projects.

2.  Assist the Head of HR with the implementation of the people strategy, linked to the overall organisational strategic objectives and participate in project work as required.

3.  Support the Head of HR in ensuring policies and procedures are developed, realigned and updated to provide an effective framework for management and support of staff in line with the evolving people strategy and changes to employment law and best practice.

4.  Support, Head of HR to develop, coach and advise managers to increase their management capabilities and confidence on the full range of HR and people management matters.

5.  Provide advice and support managers on operational issues to proactively address performance improvement cases, absence and wellbeing management, grievances, disciplinary and change programmes including restructure and redundancy, escalating complex matters to the Head of HR.

6.  Support Head of HR with staff engagement activities such as staff survey, data collection and analysis, presentation, workshops and action planning.

7.  In conjunction with Head of HR develop, implement and evaluate the annual training plan

8.  Responsible for ensuring that Data and Barring Service process is implemented correctly at CSTM both for new starters and existing employees; and be the main contact with the Disclosure agency.

9.  Responsible for operational aspects of recruitment at all levels across the organisation including developing job descriptions, person specifications, writing adverts, short-listing, devising interview questions and interviewing. Delegating agreed administrative tasks in relation to recruitment to the Admin Coordinator/Telephonist

10. Responsible for conducting HR Induction for all new starters

11. Responsible for ensuring that information is provided to the outsourced payroll provider in a timely manner; and undertake monthly payroll checks & produced pensions communications [if still relevant]

12. Maintain HR database and support the production, collation, reporting and analysis of management information and people related metrics.

13. Actively support the promotion and delivery and embedding of equality, inclusion and diversity.

14. Undertake other duties as reasonably requested by your manager.

SENIOR HUMAN RESOURCES ADVISOR [SHRA]

This person specification sets out the ESSENTIAL and DESIRABLE experience and abilities needed by the successful candidate for this post. Qualifications:

·  Post graduate level qualification in Human Resource management or CIPD qualified associate or member of CIPD and strong knowledge of employment law

Essential:

·  Knowledge and experience of employee relations, including disciplinary, grievance, sickness, performance improvement management and redundancy processes.

·  Knowledge and experience of performance management and development including appraisal, poor performance management and supporting learning and skills development.

·  Experience of providing a customer focused innovative HR service and developing collaborative and credible relationships with line managers.

·  Experience of coaching managers and individuals.

·  Excellent interpersonal skills with a range of stakeholders, including diplomacy and negotiation skills.

·  Excellent communication skills; both verbal and written and proven experience of influencing colleagues at all levels of the organisation.

·  Ability to work within boundaries and ensure confidentiality is maintained

·  Ability to work as part of a team and build strong effective working relationships with colleagues and external parties.

·  Able to think laterally coupled with excellent problem solving skills and “Can do” attitude

·  High level of attention to detail and organisational skills whilst operating under pressure in a fast paced environment

·  Strong IT literacy, proficient in HR databases and excel

Desirable:

·  Experience of working in voluntary sector management

·  Knowledge of organisational development theory and practice

·  Understanding of homelessness

·  Experience of working in a unionised environment

·  Experience in line management.
