SUPERVISORY RESPONSIBILITY: Federal Programs Coordinators, Compliance Specialist, and Federal Programs Operations Coordinator

Overall Job Purpose: To manage the Authority’s federal housing programs and other special in-house rehabilitation and/or multi-family programs.

KNOWLEDGE/SKILLS/ABILITIES
High level of expertise infederal grant funding sources for housing resources
Analyzes and interprets federal program data
Knowledge of federal housing rehab programs and necessary processes to implement successful programs
Knowledge of required mortgage disclosure laws and documents for loan origination
Working knowledge of applicable internal and external management information systems necessary to access federal funding
Ability to multi-task and possess strong organizational skills
Ability to communicate effectively, both verbally and in writing, with all levels of management and staff internally and externally
Must be detail oriented and strive for accuracy

IMPACT AND ACCOUNTABILITY
Responsible for achieving departmental goals and objectives
Assess Federal Program requirements and make recommendations for development of program policies and procedures
Assist in planning for short/long term goals for the authority including integration of the strategic plan into Federal Program business plan
Prepare reports and/or summaries for management and the Board of Directors
Annual budget preparation for Federal Programs Department
Manage the general administrative requirements of the HOME, Tax Credit Assistance Program (TCAP), Neighborhood Stabilization Program (NSP), Low-Income Housing Tax Credit (LIHTC), Section 1602 Tax Credit Exchange (TCX) program, and Federal Housing Trust Fund (HTF)including program administration and compliance, funds management, training, reporting, and project development support
Monitor and work to improve WCDA’s HUD audit performance
Respond to correspondence and inquiries from the Department of Housing and Urban Development (HUD), the State, IRS, GAO, other agencies, and the general public
Review and update the Affordable Housing Allocation Plan, HOME, HTF, and NSP Program Descriptions, applications, and scoring criteria on an annual basis
Coordinate preparation ofWCDA’s portion of the Consolidated Plan and Annual Performance Report
Review applications, complete site visits, underwrite projects, score applications, and present recommendations to Executive management of all HOME, NSP, TCX, HTF and LIHTC projects. Present same for approval to the Board of Directors
Supervise the Wyoming Rehabilitation and Acquisition Program for single family home ownership properties
Supervise, monitor and enforce developer performance in regard to the regulatory agreements
Verify closeout for each completed project
Review staff recommendations for rental increases and other exception requests as required
Review and approval of Community Housing Development Organization(CHDO) status requests
Oversee performance of property compliance function
Review HUD, State, Federal and IRS reporting
Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing professional networks, benchmarking best practices, and participating in professional societies
RELATIONSHIP RESPONSIBILITY
Provide technical assistance to developers and the general public regarding federal programs
Encourage participation and provide outreachservices for the various federal programs through education and formal presentations
Make presentations at public meetings regarding federal programs
Manage the Wyoming Housing Database Partnership relationship with the vendor
Ensure financial education is a required component of the WRAP Program
Articulate and recommend solutions and goals to management
SUPERVISORY RESPONSIBILITY
Supervise Federal Programs Coordinators, Compliance Officer, and Federal Programs Operations Coordinator
Assume responsibility for Federal Programs Department, including development of long range plans, analyzing staff requirements, and formulating policies and procedures for department
Conduct performance reviews for all Federal Program employees
Delegate program responsibilities to staff

EDUCATION and/or TRAINING REQUIREMENTS
Education:
Bachelor’s or higher education degree in related field preferred and minimum of 5 years relevant work experience
Relevant Work Experience:
Minimum 8years experience in management, or combination of education and experience will be considered
Previous experience with Federal housing programs, including Tax Credit, Multi-Family, HOME, underwriting multi-family property management, and loan processing strongly preferred
Certification: None required
