JOB SUMMARY

Under the supervision of the county appraiser, the deputy county appraiser is a non-exempt, administrative position assisting the county appraiser in development and supervision of the department and will perform supervisory and technical duties relating to the appraisal of real estate in compliance with Property Valuation Division guidelines and state statutes. The employee in this position will assist in the supervision of all aspects of the appraiser’s office. Duties of the deputy appraiser center upon a thorough knowledge and understanding of the valuation of real property for ad valorem tax purposes. The employee in this position must have the ability to work independently and exercise initiative and good judgment.

DUTIES AND RESPONSIBILITIES

The duties described below are indicative of what the Deputy County Appraiser might be asked to perform. This job description is to incorporate any County Ordinances for the position of Deputy County Appraiser. Administrative Functions:

  • Reviews the installation and maintenance of computerized records and data relating to the appraisal of real property.
  • Supervises and evaluates the work of subordinate personnel in the real estate department
  • Provides training and review of work assignments of subordinates for accuracy and completeness
  • Hold residential and commercial appeals at the county level
  • Attends Small Claims and Court of Tax Appeal hearings to support the values on the county’s behalf.
  • Assists the county appraiser in the computer operations of the Orion system by providing training to staff and development of reports for quality conversion of values
  • Enforces all department rules, regulations and safety procedures
  • Ensure that all assigned deadlines are met
  • Performs, coordinates and/or reviews phases outlined in the appraisal scope of work
  • Reviews ratio studies to determine which neighborhoods need to be updated.
  • Photograph items to assist in estimating values, substantiating finds, and to complete appraisal reports.
  • Responds to taxpayer questions
  • Data entry on computer applications, photocopies, address the public
  • Answer the telephone
  • File information in the proper locations
  • Work with Geary County Appraiser on various projects as directed
  • Other duties as deemed necessary or as required

QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

EDUCATION AND/OR EXPERIENCE:

  • Four (4) years of mass appraisal.
  • One (1) year of supervisory experience.
  • Employee is expected to have or acquire within two (2) years (or a reasonable timeframe thereafter if training schedules do not allow the two (2) years completion), the designation of Registered Mass Appraiser and be qualified in all respects to be a Kansas County Appraiser. The position requires attendance and completion of State sponsored appraisal courses on an annual basis to maintain status on the Kansas Appraiser eligibility list.
  • Completion of sixty (60) hours of college coursework with emphasis in business, mathematics or computer science or closely related field. Two (2) years of additional mass appraisal experience may be substituted for the education requirement.
  • Successful completion of IAAO 101, IAAO 102,IAAO 151, one (1) course in IAAO 300 series, IAAO 400, PVD Kansas Property Tax, PVD Personal Property course, plus additional courses as determined by management.
  • One (1) year of experience in each of the following: word processing and spreadsheet software (preferably in a Windows environment).
  • One (1) year of experience in Orion software or similar appraisal software.
  • Valid driver’s license and able to operate a county-owned vehicle.

SKILLS AND ABILITIES

  • Ability to understand and apply appraisal techniques, principles and practices of real estate appraisal using mass appraisal methods.
  • Knowledge of laws and regulations pertinent to the appraisal and assessment of property.
  • Ability to maintain a professional demeanor when dealing with the public.
  • Ability to take control of situations in a responsible manner.
  • Ability to locate real estate on a map.
  • Ability to comprehend, retain and apply County, State and Federal polices and legislation, i.e. local resolutions and ordinances, procedure manuals, warning labels, etc.

EQUIPMENT KNOWLEDGE REQUIRED

  • Ability to operate various types of equipment – standard office equipment, computer, fax, scanner and advanced knowledge of Microsoft Office software.
  • Other equipment could be required.

LANGUAGE SKILLS

  • Ability to maintain a positive work atmosphere by acting and communicating in a professional and friendly manner with customers, citizens, co-workers and management.
  • Ability to communicate in both written and verbal form.
  • Ability to communicate information and teach and train others regarding policies and processes in both written and verbal form.

MATHEMATICAL SKILLS

  • Ability to perform advanced mathematical calculations.

  • Ability to respond to complaints and grievances posed by the public.
