JOB TITLE:Cold Weather Programs Coordinator, Homeless Services Center

REPORTS TO:Senior Manager of Housing First Programs

EMPLOYMENT STATUS:Non-exempt

TIME COMMITMENT:Full-time, Temporary

STARTING SALARY: Salary Commensurate with Experience

Position Summary

The Cold Weather Programs Coordinator directly supervises the agencies cold weather response and cold weather outreach efforts. Cold weather response efforts include: family support center cold-blue expansion; county-wide mobile warming stations; warming center operations at Homeless Services Center; monitoring the cold weather hotline; targeted street outreach efforts; building additional safe parking and warming station partnerships. The Cold Weather Programs Coordinator assist Department staff with implementation of agency-wide cold weather response plan. The Cold Weather Programs Coordinator supports daily operations of winter response programs, provides direct client service and works with all Homeless Services programing throughout the city of Santa Rosa and Sonoma County.

Supervisorial Responsibilities:Volunteers 1 to 10

Essential Functions

1.Actively participate and lead Cold Weather Response Team. Recruit and facilitate cold weather response team members made up of Catholic Charities’ Staff, community partners, volunteers, etc. Collaborate with key Catholic Charities’ staff around activating agency-wide cold weather response plan.

2.Recruit and supervise volunteers for various cold weather efforts:

  1. Cold weather response team volunteers
  2. Targeted outreach volunteers
  3. Meal/Adopt-a-Night volunteers

3.Volunteer Supervision responsibilities include interviewing and training volunteers; planning, assigning, and directing volunteer work; addressing complaints and resolving problems

4.Prepare weeklyvolunteer schedules for various programing.

5.ImplementCold Weather Response Plan objectives and monitor services provided as directed by management

6.Maintain accurate and timely program statistical data to meet reporting requirements. Enter data and generate reports through HMIS database as needed.

7.Enforce program rules with uniformly and consistently.

8.Resolveparticipant issues/disputes following established grievance policies and procedures.

9.Assist staff in creating a welcoming and safe environment at all program locations.

10.Help maintain safety/cleanliness guidelines and health code regulations around cold weather response efforts.

11.Work with site staff and volunteers to maintain necessary supplies; conduct regular donation inventory and track/request supplies as needed.

12.Participate in on-going staff meetings and contribute to leadership of winter response programs.

13.Support, promote and adhere to Catholic Charities’ vision, mission, values and Code of Ethics.

14.Reflect Catholic Charities’ commitment to treating all persons with dignity and respect.

15.Implement policies and procedures in line with accreditation standards. Implement performance and quality improvement process in compliance with agency’s process

16.Research and apply best practices both from local agencies and nationally. Follow shelter (COA) procedures for handling emergencies such as fire evacuation, police intervention, injury reports, and follow (COA) procedures for case management, program implementation/coordination, etc.

17.Continue to build relationships within the community through one-on-one networking, group meetings, and public outreach to help form partnerships, which will provide more resources for residents to break the cycle of homelessness

18.NOTE: Catholic Charities considers this position to be a mandated reporter of elder and child abuse.

Other Responsibilities

  1. Attend all in-service trainings and participate in leadership building.
  1. Sort, store, and dispense donations.

Education, Experience, and Skills Required

  1. A BA preferred. Extended work experience with homeless individuals and families a plus. At least six months of prior experience recruiting, engaging, and mobilizing volunteers.
  1. Computer literacy, including proficiency in Microsoft Office.
  2. Demonstrated experience in working with the homeless or low income individuals and families. Sensitivity to issues surrounding individuals and families experiencing homelessness, substance abuse, mental illness, or physical ailments.
  1. Strong organizational and communication skills. Ability to provide excellent customer service to all those in contact with agency’s homeless services.
  1. Ability to work under pressure. Experience in crisis intervention and problem solving with ability to diffuse situation without heightening the conflict.

6.Ability to be flexible, adapt and adjust to rapid changes within a fast paced and growth-oriented environment. Possess and maintained a positive, solution-oriented approach.

7.Have working knowledge of community resources.

9.Ability to collect and report on data required for grants and other funding sources.

10.Cooperative, friendly, and helpful attitude with clients and co-workers. Ability to work closely with other employees to ensure positive, constructive environment within the program or department, and throughout the agency.

Physical Requirements

1.Ability to walk for up to 8 hours per day with intermittent occasional standing, bending, squatting, or climbing.

2.Ability to lift items up to 30 pounds to a height up to 5 feet.

3.Ability to carry items up to 50 pounds for distances up to 100 yards and from 51 to 100 pounds up to 10 feet.
