JOB TITLE: Club and Workforce Development Officer

(A Fixed Term Post until 31st March 2021 subject to the continuation of funding. Post is Subject to a probationary period of 6 Months).

MAIN LOCATION: Netball Office, Portside Business Park

189 Airport Road West, Belfast.

The post holder may be required to move to an alternative location in accordance with operational requirements.

SALARY: £25,000 - £28,000

RESPONSIBLE TO: Executive Manager

JOB PURPOSE

To lead the development and improvement of the club development system within NETBALL NORTHERN IRELAND including delivering a range of needs led services to support the continuous development of clubs within the sport. The role will also focus on improving the quality of workforce opportunities available within club structures. In addition the role will involve working to improve the quality and increase the quantity of workforce available to work with more talent athletes within the sport.

JOB DESCRIPTION/MAIN AREAS OF RESPONSIBILITY

1. Service Development

·  Review and maintain a comprehensive knowledge of the needs of clubs within the sport.

·  Develop, implement and evaluate an operational club development plan to guide the development of clubs within the sport, in line with evidenced club development and system development needs.

·  Lead officer for NNI in the process of achieving accreditation for self -delivery of UKCC awards

·  Provide access to a range of club development services, including learning opportunities for non-coaching volunteers, which support the development of clubs and are linked to their identified development needs.

·  Develop, implement and manage a Clubmark NI endorsed club development and accreditation scheme for the sport in line with the updated SNI Clubmark programme.

·  Develop and maintain a comprehensive knowledge of the active coaching, officiating & volunteer workforce within in NI at all levels and identify club and performance-based coach, official & volunteer development needs.

·  Review and devise appropriate resources, structures and opportunities to improve the reward and recognition of the vital role of clubs, coaches, officials and volunteers within the sport and good practice within the club environments.

·  Review, implement and evaluate the operational Workforce Development plan, in line with evidenced club-based development needs.

·  Provide access to a range of workforce development opportunities, through education and continuous professional development, with a specific focus on the needs of the workforce within clubs, schools and talent development structures.

·  Work in partnership with colleagues to ensure robust procedures are in place to manage and support our workforce at all levels of the pathway, with a particular focus on coaches and officials within clubs and talent development environments.

·  Monitor and evaluate impact of development interventions and prepare written and oral reports as necessary relating to the post.

·  Managing Budgets.

·  Liaise with other Home Nations to ensure partnership working and effective and efficient use of resources in the delivery of all workforce qualifications and cpd with a key focus on online opportunities.

·  Create and maintain a database of all qualified workforce with up to date cpd and experience detailed

·  Provide opportunities for new workforce to cadet and become qualified

2. Community Involvement and Partnership Working

·  Facilitate community involvement in the programme, where appropriate.

·  Promote and develop club/school links to increase the number of junior club members.

·  Promote opportunities for volunteering.

3. Staff Direction

·  Direct casual coaches/leaders and volunteers.

·  Appoint appropriately qualified workforce for all courses and events

·  Identify training needs for staff and volunteers and ensure these are met within agreed budgets.

·  Assist the Workforce working group to draft resources and appointment criteria

4. Administration

·  Develop and maintain efficient and effective systems to ensure the smooth running of the project.

·  Comply with and actively promote NNI policies and procedures.

5. General

·  To attend staff meetings as required.

·  To support the work of the Participation, Performance and Workforce Committees and attend meetings as required.

·  To keep abreast of current and emerging trends and developments within the sector.

·  To act in accordance with the Code of Conduct for NNI employees.

·  Undertake the foregoing duties in such a way as to enhance and protect the reputation and public profile of NNI.
