Job Title: Circuit Executive Officer

Salary Grade: Dependant on experience £35,000 to £45,000

Responsible to: Day-to day Line Accountability to Superintendent Minister.
Overall Management by Steering Committee including Superintendent Minister, a Circuit Leadership Team representative, and the Senior Circuit Steward.

Job Purpose

Working closely with the Chair of the Enfield Circuit Meeting and the Circuit Leadership Team, the Circuit Executive Officer will help give direction and support to the achievement of the Circuit’s philosophy, objectives and strategies. S/he will ensure that the Enfield Circuit is provided with business planning, financial management, property management; and effective human resources management to develop and maintain its mission.

The post holder will also provide advice and support to churches within the Circuit on matters relating to finance, human resources and property management.

General Responsibilities

To take responsibility for the Circuit’s administration within the strategic and accountability frameworks established by the Managing Trustees.

Work with the Superintendent Minister, other ordained staff and Circuit Leadership Team, to enable the Enfield Circuit Meeting to fulfil its duties and responsibilities for the proper governance of the Circuit and to ensure that the Managing Trustees receive advice and information in a timely, thorough and appropriate manner.

To work closely with the Superintendent Minister and Circuit Leadership Team in ensuring the furtherance of the charitable purposes of the MethodistChurch in Enfield.

To help ensure that all activities are carried out in accordance with the values of The Methodist Church. To ensure that staff, volunteers and others working in the Circuit are focused on achieving the mission and strategic priorities.

Working with the Enfield Circuit Meeting

  • Ensure that the Managing Trustees formulate and regularly review the Circuit’s vision, mission and values;
  • Support the execution of a long-term strategy for the Circuit within the vision, mission and values established by the Enfield Circuit Meeting;
  • Ensure that there is adequately monitored annual plans, targets and performance;
  • Report to the Managing Trustees on organisational progress, providing information and answering for organisational performance.
  • Help develop policy proposals for the Managing Trustees discussion and decision;
  • Establish the annual calendar for Circuit Meeting and sub-committee meetings;
  • Suggest development opportunities as appropriate;

Financial welfare of the Circuit

To work with the circuit treasurer, church treasurers and, where appropriate, project treasurers to provide up to date and accurate management accounts as required, appropriate financial budgeting, support and advice on fundraising and annual accounts for the Enfield Circuit.

Human resources management

To be the line manager of any Circuit Office staff. To act as HR person for the circuit in providing HR support to church councils, circuit meeting and project management committees in the management and welfare of all paid and volunteer staff. Where required, this may include the development and maintenance of supervision structure.

Legal welfare of the Circuit

To liaise with the circuit solicitor, surveyors agents, Superintendent and leadership team in heading up the work dealing with all legal matters for the circuit. This includes leases, licences, employment contracts, employment disciplinary work, employment tribunals and so on. Ensure there is proper provision, review and management of all insurance related matters across the circuit. This will include property, public liability, and indemnity insurance and so on. To ensure that the Circuit fulfils its constitutional, regulatory and legal obligations;

Management of housing and property

Repairs and development work both directly for the circuit properties and in support of the local churches. Working with any volunteers in the circuit to ensure all legal, regulatory and health & safety matters are correctly managed.

Charity Commission

To guide and support the circuit registered charity trustees in the responsibilities of being a charity registered directly with the Charity Commission.

Communications / public relations

To advise and support the Circuit Meeting, CircuitChurches and Community Projects in its public persona. This will include using social media appropriately to raise the Circuit’s profile whilst ensuring that all communications accurately present the vision, mission and values of the Enfield Circuit.
