British Columbia Rapid Transit Company Ltd. (BCRTC) maintains and operates two of Metro Vancouver’s three SkyTrain lines on behalf of TransLink, the regional transportation authority. Launched in 1986, SkyTrain is the first and one of the longest, fully-automated, driverless, rapid transit systems in the world. It boasts an average on-time service performance rating of 95 per cent and moves on average 250,000 passengers per weekday.

RESPONSIBILITIES:

PRIMARY PURPOSE

Provides BCRTC with the operational readiness and work permitting framework aimed at reducing and mitigating the risk of system and rail possessions required for maintenance and capital infrastructure works. Creates and manages the System and Rail Access work permitting and authorization processes for both revenue and non-revenue maintenance window. Provides leadership, liaises with Maintenance Planning and Scheduling, Maintenance and Operations departments to provide business, operational, planning, analytical, costing, business case development, and quality assurance, to the Maintenance Division.

KEY ACCOUNTABILITIES

•  Primary Lead for all BCRTC system access rights and authorizations, including electronic card access, system access, and rail possessions, ensuring that disruption of scheduled service is minimized. Monitors compliance of work with legislation and regulations, organizational standards, safe work practices and requirements.

•  Working with managers and directors to assist in translating divisional goals into strategic and tactical plans for all areas of accountability, with emphasis on continuously streamlining operations, improving cost efficiency, budget management and optimizing service.

•  Manages the department and oversees all systems access rights, ensuring compliance with established rules and regulations. Develops and implements the processes, specifications, policies, procedures and programs, relating to all scheduled and unscheduled system and rail access work permitting and authorizations requirements that affect railway operations.

•  Makes recommendations based on complex data and business analyses and assists in formulating them into business plans for the maintenance division.

•  Assists in the development and delivery of operational metrics and key performance indicators required to measure business performance, and recommends go-forward strategy to address performance gaps.

•  Participates in the development of the maintenance plan to support the annual budgeting process.

•  Collaborates with the Division’s directors/managers to understand their business needs and performance issues, and recommends opportunities to design, document, and implement best practices in their business processes.

•  Manages reporting staff, including selection, development, coaching, managing performance, assign/reviewing work and all other people management practices.

QUALIFICATIONS:

Education & Experience:

Completion of University degree in Engineering and/or Business. Requires six (6) years of maintenance experience related to transit or rail operations with right of way, including a proven track record on infrastructure and engineering projects design and delivery.

•  Advanced knowledge of standard office software including word processing and spreadsheet, web-based and data management systems

•  Project management certification would be an asset.
