Purpose: Under the direct supervision and management of Program Coordinator, the Admin and Finance Officer will be responsible for overall administrative and financial management of Myanmar Refugee Relief Operation (MRRO) project of BDRCS. The position will work closely with project management team and will maintain strong coordination with Admin and Finance Director of BDRCS and as well as Program Management of UNHCR.

Duties and responsibilities:

-Ensure proper maintaining of records of expenditure accounts of MRRO activities

-Verify bills and vouchers received from MRRO project staff in line with agreed budget

-Ensure bills and vouchers are submitted to NHQ as per agreed format and timeline

-Facilitate and monitor expenditures of MRRO project in line with existing policies and procedures of BDRCS

-Coordinate with project team to ensure proper planning and budgeting

-Prepare monthly, quarterly, six monthly and annual financial reports and cash request for the timely implementation of activities of MRRO project.

-Support developing work plan of the MRRO in line with project design

-Ensure necessary administrative and logistical support to project team and perform day to day administration of project activities and for the facilitation of the exchange of information between related stakeholders in the project implementation process.

-Ensure salary payment to staff and honorarium to community organizers, office sohayak, RCY volunteers and other involved in the MRRO project as approved.

-Ensure procurement of goods and services necessary for the project in accordance with the existing financial and procurement policy of BDRCS

-Perform any other duties as instructed by the line manager

Educational Qualification and requirements:

-Bachelor degree in finance/accounting or business administration (master’s preferable)

-At least 3 years working experience in the field of finance and admin management preferably in development /humanitarian sector

-Proficiency in using different finance management software (NAVISION/TALLY etc.)

-Ability to develop financial reports and maintaining cash book, ledger and stock register

-Excellent communication skills in English and Bengali

-Self-supporting in computers (Windows, spreadsheet, word-processing and internet etc.)

-Knowledge and understanding of RCRC Movement, results based project management

-Competencies in communication, professional mastery, analytical skills, teamwork, ability to think strategically and able to influence, communicate, cooperate and negotiate with wide range of people and organizations.
