Job Description - Recreation Department

Position Title:Recreation and Parks Director

Reports To:Town Administrator

Position Summary:Acts as principal advisor to the Recreation Board and Regional Park Authority. Responsible for directing a comprehensive recreation program, providing administrative assistance to local recreation, sport and cultural groups, oversees management of recreation facilities and prepares annual budget and manages projects and events.

  1. Acts as the principal advisor to the Recreation Board and attends all meetings. Prepares agendas, background documentation and financial reports as required by the Board.
  1. Acts as a liaison between the Town of Wilkie and the Regional Park Authority.

3.Assists Recreation Board with policy development for facility operation and programming as well as reviewing policies annually prior to commencement of each season.

4.Prepares annual and long term operational and capital budgets for the Recreation Department. Controls departmental spending within budget allocations.

5.Investigates alternative methods of operation to ensure recreation facilities and Regional Park are run effectively and efficiently.

6.Ensures adequate cleaning supplies, paper products and maintenance items are ordered promptly each season.

7.Works with the engineer and/or engineering firms hired by the Town of Wilkie. Responsible to call inprofessionals such as the refrigeration technician, electrician, plumber, etc.when necessary.

8.Attends joint meeting with the Recreation Board, Town Council, R.M. of Buffalo, R.M. of Reford, and Regional Park Board.

9.Provides input on the opening and closing dates of the arena and pool facilities. Ensures employees are recalled to the Arena and Pool each year. Works with the Administrator and Personnel committee to ensure staffing requirements are met.

10.Acts as the direct supervisor, preparing annual performance evaluations on Rink Personnel and Pool Manager. Prepares the employee work schedule for arena staff andholds staff meetings as required.

11.Schedules arena ice times and provides copies to Rink Personnel.

12.Providesassistance to sports and/or cultural organizations with grant applications as requested. Submits applicationsfor grants available to fund and/or assist community recreation, sport and culture. Prepares follow up documentation as necessary.

13.Encourages the active involvement of volunteers in the Town recreation programs. Provides leadership development opportunities for volunteers.

14.Prepares annual lease agreements for Arena Facility Users.

15.Co-ordinates fund raising events and arena board advertising.

16.Co-ordinates work done in Memorial Park as per policy authorized by Town Council.

17.Performs other duties as requested by the Administrator.

18.Updates and maintains the electronic sign.

19.Plans, directs and evaluates a broad range of recreation, sports, and cultural programs and activities including but not limited to the list noted below.

20.Maximum amount of time in lieu shall be one day per event. Any event not listed, the time in lieu (TIL) allowed shall be decided in consultation between the Recreation and Parks Director and the Town Administrator.

  1. Battleford’s Corrections Workers:Co-ordinate duties and dates of work (TIL n/a) with Public Works Manager.
  1. Town Mascot:Assist in co-coordinatingattendance at events.(TIL n/a)

8.Co-ordinate and plan other fundraising events as decided upon by the Recreation Board.

Meetings– (TIL n/a)

The Recreation and Parks Director is required to attend the following meetings;

  • Council meetings - 12 per year to report on recreation.
  • Recreation Board meetings - 10 per year, September through June.
  • Annual organizational meetings as requested:

Curling Club

Minor hockey, ball and soccer

Senior Hockey Club

  • Regional Park Board meetings – 2 – 3 times per year.
  • Prepare reports as requested by Council, Recreation Board and/or Administrator.
