Type of contract:Full-time Fixed Term contract. (September 2017 – September 2020)

Hours of work:37.5 hrs. per week

Salary: NJC scale SO2 pt 32-34 – £27,924 - £29,558 per annum. A pension contribution will be paid by the employer.

Herefordshire Cultural Partnership (HCP)

HCP, founded in 2016 and managed by a Board of 12 members, is a consortium of major heritage, arts, andcultural groups which together with Herefordshire Council and Herefordshire & Worcestershire Chamber Commerce reach over 1,000 local organisations.

Great Place Scheme

The Great Place Scheme is a National Lottery-funded pilot and partnership between Arts Council England, Heritage Lottery Fund and Historic England to fund activities which can be built on in the future, and whose learning can be shared with other places.

The Scheme also aims to ensure that investment in arts and culture has the biggest possible impact on local economies, jobs, education, community cohesion and health and wellbeing.

Rural Media is leading Herefordshire’s Great Place project, called ‘Herefordshire’s a Great Place’ (HGP) on behalf of HCP. A Project Management Team (PMT) comprising members of HCP will support the project.

Herefordshire’s a Great Place programme will demonstrably strengthen the arts, heritage and culture across the county of Herefordshire:

  • More Herefordshire residents will have experienced, and been inspired by arts, culture and heritage.
  • Herefordshire and its local communities will be a better place to live, work and visit.
  • Herefordshire’s local economy will have been boosted.
  • Herefordshire’s arts, culture and other organisations will be more resilient.
  • Herefordshire’s arts, culture and heritage organisations will have built sustainable partnerships with other local sectors, agencies and organisations and culture will be reflected in local plans and strategies.

The systematic mapping of cultural behaviour, capturing preferences and spend on arts and heritage, will create new opportunities to optimise social and economic value, and inform Herefordshire’s Joint Strategic Needs Assessment (JSNA) and Health and Wellbeing Strategy how culture supports future health and wellbeing.

The collation and publication of open data on arts and heritage will enable better understanding of what Herefordshire can offer, improve accountability and extend visitor and local participation, with obvious benefits to the visitor economy.

Evaluation of cultural and well-being outcomes will be embedded throughout the project, and robust monitoring supportive of our partners, will be put in place to ensure project objectives are delivered.

Job Description

Summary

The post holder should demonstrate excellent organisational and inter-personal skills, leadership, and a highly organised approach.

S/he will be responsible for the overall management and successful delivery of the Herefordshire’s a Great Place project. S/he will be required to maintain good relations with partners, Rural Media’s Great Place designated staff, and Herefordshire Cultural Partnership’sProject Management Team to plan and deliver a work programme that will that will achieve project outcomes.

The Project Manager will work closely withRural Media’s Creative Director to ensure that all activities reach the highest creative and participatory standards, and that learning from activities is shared with project partners, policy makers and strategic partners, including other Great Place Scheme projects nationally.

The Project Manager will be the key link between Rural Media and the Heritage Lottery Fund, Herefordshire Council and other project funders.

This post will be line-managed by Rural Media’sCEO. There will also be a line of reporting and accountability for the programme activities to the Herefordshire’s a Great Project Management Team.

The Project Managerwill line manage:

  • Outreach Officer (OO)(f/t)
  • Cultural Enterprise Development Officer (CEDO) (p/t)

Principal Responsibilities

  1. Manageall aspects of the Herefordshire’s a Great Place project, agree outputs and ensure project outcomes are achieved.
  2. Agree budgets, targets and work plans with RM’s CEO and PMT, ensuring that budgets and targets are met in accordance with requirements of the funding.
  3. Ensure the financial probity of the project and accuracy and timely accounting in liaison with the Finance and Operations Director.
  4. Compile reports and ensure reporting to the HGP Project Management Team and Heritage Lottery Fund is undertaken in a timely way.
  5. Manage the HGP staff team, and manage outside service provider agreements and commissioned consultancy contracts.
  6. Liaise closely with the project independent evaluator, establishing baseline framework and timely data reporting.
  7. Represent HGP, its approach, methodology and learning to outside bodies.
  8. Work with Rural Media’s CEO and PMT to lead the debate about the role of arts and heritage in place making, and its potential for social and economic development.

PERSON SPECIFICATION – Essential and Desirable Qualities

Essential / Desirable
  • Three years project management experience, including management of budgets.

  • Conference and event management experience.

  • Experience in at least one cultural, arts, media or heritage sector, and / or other creative industry.

  • Community development understanding and experience.

  • Experience of crossing the boundaries between the above sectors.

  • Arts, heritage and cultural policy understanding

  • Excellent ICT and organisation skills and the ability to prioritise work effectively to deadlines and to work under pressure responding to unexpected events without direct supervision.

  • Good understanding of web and social media communications, content management.

  • Flexible approach to work and hours to satisfy the needs of the project.
