Position Summary:
The Executive Director is responsible for implementing the strategic goals and objectives of the Pasco County Coalition for the Homeless. With the Board Chair the Executive Director will assist the Board of Directors in fulfilling its governance function. Will give direction and leadership toward the achievement of the organization's mission, strategy, goals and objectives. Ensures the fiscal integrity of the organization, represents the homeless coalition to the community and solicits support to accomplish organizational objectives.

Job Functions, Unique Duties and Responsibilities:
Essential Functions include but are not limited to the following:
Leadership:
  1. Follow the administrative guidelines and policies established by Pasco County Homeless Coalition.
  2. Maintain a community image consistent with the coalition mission.
  3. Engage in a relationship with the staff and board that is mutually beneficial, fosters teamwork, and advances the mission of the organization.
  4. Exercise due care and stewardship of resources which are given to the coalition.
Governance and Board Support:
  1. Provide support to Board of Directors to carry out its governance functions.
  2. Prepare and deliver professional presentations to the Board as necessary to ensure that all Board members are well-informed and engaged in Coalition business.
  3. Provide regular updates to the board about legislative actions which may impact the organization and assist board in understanding the impact of such legislative action.
  4. Assist Board Chair in developing board meeting schedules and ensuring functioning of various committees.
  5. Assist Board of Directors in setting goals and objectives for organization which reflect the priorities established in the strategic plan or other plans adopted by the Board.
  6. Assist with board development.
Human Resources:
  1. Hire, supervise, and evaluate staff in accordance with positions authorized in the annual budget, and consistent with organizational policy as approved by the Board of Directors.
  2. Ensures a safe working environment for employees and volunteers.
  3. Acts as liaison and provides counsel to staff regarding personnel matters.
Program:
  1. Oversee the operation of all coalition programs to ensure programs are operating efficiently and accomplishing the organization’s goals and stated mission.
  2. Assist in developing programmatic elements and initiatives which are in line with the organizational priorities and mission. Makes recommendations to Board of Directors regarding significant programmatic changes.
  3. Assists Board of Directors and staff in evaluating program effectiveness with the goal of advancing the organization’s mission.
Budget/Finances:
  1. Develops organizational draft operating budget, in consultation with the Treasurer of the Board and the Executive/Finance Committee, for final approval by the Board, consistent with organizational bylaws.
  2. Reviews and approves organizational expenditures prior to payment.
  3. Assists in preparing monthly financial reports, ensures expenditures are made according to budget, and makes recommendations to Board regarding any significant variances.
Fundraising/Development:
  1. Locate funding sources that advance the mission of the organization and apply as authorized by the board.
  2. Oversee and assist in accomplishing established fundraising goals and, grant writing
  3. Ensure grant and fundraising accountability measures are met or exceeded.
  4. Work with Board of Directors or appropriate committees to ensure organization’s peak fundraising performance.
  5. Solicit financial and in-kind contributions which advance the mission of the organization and meet the budget as approved by the Board of Directors.
  6. Foster collaborations and partnerships with other organizations and businesses; and participate actively on community committees/coalitions and like organizations which benefit the coalition.
Communication/Public Relations:
  1. Employ strong skills in community relations in ways that will enhance and advance the mission of the organization.
  2. Engage the public including congregations, civic organizations, and others by attending events and speaking about the coalition.
  3. Work with the Board of Directors and appropriate committees to develop and execute a marketing plan for the organization.
  4. Act as media liaison and conduit for public communication.
  5. Ensure board is kept in the loop and updated regularly regarding any necessary crisis communication/media; assist board in understanding their role in such communication.
Other:
  1. Ensure adherence to established safety practices and guidelines.
  2. Ensure timely reporting of all safety incidents and accidents to the appropriate parties.
3. Manage organizational Continuous Quality Improvement Initiatives.
4. Other duties as assigned.
